Yes. In Magic: The Gathering, you can tap an Equipment artifact while it is attached to a creature. Tapping the Equipment does not tap the creature, and tapping the creature does not tap the Equipment. Tapping an artifact also does not, by itself, stop its abilities from working.
Equipment and its creature tap separately
An Equipment and the creature it is attached to are separate permanents. The official Commander Masters Release Notes state: “Equipment attached to a creature doesn’t become tapped when that creature becomes tapped, and tapping that Equipment doesn’t cause the creature to become tapped.”
So if an effect taps the equipped creature, the Equipment stays untapped unless an effect also taps it. Likewise, tapping the Equipment does not tap the creature.
Does tapping the Equipment turn off its abilities?
No—not unless the Equipment’s own text makes its abilities depend on whether it is tapped or untapped. Tapping an artifact does not generally stop its abilities from applying. Check the exact card text for any such condition.

Can you tap Equipment for improvise?
Yes. When casting a spell with improvise, you may tap an untapped artifact you control to pay for one generic mana in that spell’s cost. Equipment is an artifact, so an untapped Equipment can be used this way even while attached to a creature. This pays only generic mana, not colored mana symbols.
Improvise is a way to pay part of a spell’s casting cost; it is not a general way to pay other costs or effects. An artifact already tapped to activate its own tap-for-mana ability cannot be tapped again for improvise for that spell.
