Yes. A variable-bitrate (VBR) video can be used as a local media file in an OBS playlist; VBR by itself is not a reason the file cannot play. For a playlist, OBS documents the VLC Video source, which requires VLC to be installed. Whether a particular file works still depends on its container, codec, decoding support and system. The file’s bitrate and OBS’s outgoing stream bitrate are separate settings.
How to add a playlist in OBS
- Install VLC if it is not already installed. OBS documents that 64-bit OBS requires 64-bit VLC.
- In OBS, add a VLC Video source to the scene where you want the playlist to appear.
- Use the source’s playlist controls to add your local media files, then choose whether to loop or shuffle as needed.
- Check that the source is visible when you expect it to play. Adjust visibility behavior or network caching only if relevant to your setup.
- Play the playlist locally, then run a test stream before relying on it live. OBS recommends testing a setup before a first live stream.
OBS’s documented Media Sources page identifies VLC Video as the playlist-capable option. For one local file rather than a playlist, a Media Source may be sufficient.
What VBR changes—and what it does not
The local file
VBR describes how the file’s encoder varies the amount of data used across the video. It does not, on its own, determine whether OBS can decode or play the file. OBS lists MP4, TS, MOV, FLV, MKV, AVI, GIF and WebM as Media Source video formats, and MP3, AAC, OGG and WAV as audio formats. Those are documented container or format options, not a guarantee that every codec or encoding variant inside each one will work identically.
The outgoing YouTube stream
OBS’s stream encoder and output bitrate determine the feed OBS sends to YouTube; the playlist file’s VBR label does not set those output values. Configure the outgoing encoder and bitrate for your intended stream and what your upload connection can sustain. OBS’s encoding guidance discusses bitrate in relation to upload speed and service limits. Its Advanced NVENC Options page describes a VBR target-quality mode with a maximum bitrate for OBS 31.0; that is an output encoder option, not a rule for source-file playback.

OBS also says YouTube transcodes streams, including the source feed, and advises keeping a consistent keyframe interval within the platform’s recommendation. That concerns the outgoing stream. It does not mean every playlist file must be encoded with constant bitrate. Consult YouTube’s current official live encoder guidance for exact ingest settings; the OBS material cited here does not establish current exact YouTube bitrate or keyframe numbers.
If the playlist will not play or the live stream has problems
- The VLC source is unavailable or does not behave as expected: confirm VLC is installed, and that its bitness matches OBS. OBS specifies 64-bit VLC for 64-bit OBS.
- A particular item fails to decode: test that file on its own and check its codec and container. The format list alone does not guarantee support for every encoding variant. If it is a single file, try a Media Source; use VLC Video when you need playlist controls.
- OBS drops frames while streaming: investigate connection stability and whether your upload can sustain the configured outgoing bitrate. OBS’s Stream Connection Troubleshooting guidance recommends lowering the video bitrate in relation to stable upload speed and service limits. Do not infer a connection problem from the local file being VBR.
- Viewers report buffering but OBS is not dropping frames: broadcaster-side dropped frames are not the only possible cause. Check the stream against platform recommendations; OBS covers this separately in its Stream Buffering Troubleshooting guidance.
