Under both the 2014 and 2024 Dungeons & Dragons fifth-edition Basic Rules, you can wear heavy armor without meeting its listed Strength score. The score affects your speed: if your Strength is too low, your speed is reduced by 10 feet. Armor training is a separate rule and can impose additional penalties.
What the Strength score on heavy armor does
The Strength number in an armor table is not a minimum score for putting the armor on. In the 2014 rules, anyone can put on armor; the table’s Strength score instead determines whether the wearer’s speed is reduced by 10 feet. The 2024 rules make the distinction explicit: anyone can don armor, and an armor’s listed Strength score reduces speed by 10 feet unless the wearer meets or exceeds it. 2014 Basic Rules · 2024 Basic Rules
2024 heavy armor Strength thresholds
The 2024 table lists these Strength thresholds and base Armor Classes for heavy armor:

These are the 2024 Basic Rules table values. Ring Mail has no listed Strength score, so this particular threshold does not reduce your speed. Chain Mail triggers the reduction below Strength 13; Splint and Plate trigger it below Strength 15. 2024 Basic Rules

Strength and armor training are different rules
Meeting the Strength score does not give you armor training, and failing the score is not the same as lacking training. Training or proficiency determines whether you use armor effectively; the Strength threshold determines the separate 10-foot speed penalty.
- 2014 rules: Without proficiency, you have disadvantage on ability checks, saving throws, and attack rolls involving Strength or Dexterity, and you cannot cast spells.
- 2024 rules: Without training in Light, Medium, or Heavy armor, you have Disadvantage on any D20 Test involving Strength or Dexterity, and you cannot cast spells.

Which rules apply to your game?
This answer covers the official 2014 and 2024 fifth-edition Basic Rules. Other D&D editions, video-game adaptations, and house rules may handle armor differently. If your group uses a specific edition or adaptation, check its armor rules rather than assuming these table entries apply.
