cdm.dll is a Microsoft Windows Update component, not a normal game, graphics, DirectX, or Visual C++ runtime file. If Windows 11 or Windows 10 reports that cdm.dll is missing or could not be loaded, repair Windows components and Windows Update rather than downloading a loose DLL.
What this file actually does
The file’s embedded description is Windows Update CDM Stub. It belongs to the legacy Windows Update Agent (WUA), particularly the self-update and client packages used by older Windows releases and related Server editions.
Microsoft documentation lists WUA files such as cdm.dll alongside wuapi.dll, wuaueng.dll, wuauclt.exe, wucltui.dll, wups.dll, and wuweb.dll. On systems that contain it, the usual location is:
C:WindowsSystem32cdm.dll
On 64-bit Windows, a 32-bit component may also be involved in servicing or WOW64 locations. Do not assume that every copy of the filename belongs to Windows. A file with the same name in a game, application, temporary, or user-profile folder must be investigated separately.

cdm.dll is published by Microsoft Corporation and is part of the Microsoft Windows operating system. It is primarily associated with older Windows Update Agent packages, including Windows XP, Windows Vista, Windows 7, and related Server releases. Microsoft identifies WUA versions including 7.2.6001.788, 7.4.7600.226, and 7.6.7600.256; the correct build depends on the Windows release, service pack, architecture, language, and installed updates.
The supplied 32-bit 1.0.1.336 record is not a universal current version. Do not replace a system file simply because a download page labels one build as “latest.”
What the error usually means
Windows may show one of these messages:
- “The program can’t start because cdm.dll is missing from your computer.”
- “The code execution cannot proceed because cdm.dll was not found.”
- “There was a problem starting cdm.dll.”
- “Error loading cdm.dll. The specified module could not be found.”
- “cdm.dll is either not designed to run on Windows or it contains an error.”
The message identifies a loading failure, not the root cause. A missing file, damaged component store, wrong architecture, incomplete update, security quarantine, or an application incorrectly requesting an old WUA file can produce similar results.
Causes and the right response

Fix 1: Install Windows updates and restart
On Windows 10 and Windows 11, Windows Update normally services operating-system components. Start with the built-in update process before attempting any manual file replacement.

Windows 11
- Open Start and select Settings.
- Select Windows Update.
- Select Check for updates.
- Install every available update.
- Restart the computer, even if Windows does not immediately require it.
- Return to Windows Update and check again.
Windows 10
- Open Start and select Settings.
- Select Update & Security.
- Select Windows Update.
- Select Check for updates.
- Install the available updates.
- Restart and check again.
If Windows Update fails, run Microsoft’s Windows Update troubleshooter. On Windows 11, open Settings, select System, Troubleshoot, Other troubleshooters, then Windows Update and Run. On Windows 10, open Settings, select Update & Security, Troubleshoot, Additional troubleshooters, then Windows Update.
A successful repair usually means the update completes without the cdm.dll message returning. If the error remains, continue with component repair.
Fix 2: Repair Windows with DISM and SFC
DISM repairs the Windows component store. SFC then checks protected system files and replaces damaged copies using that repaired store. Run DISM first.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait until DISM reports that the operation completed.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test Windows Update or the program that displayed the error.
SFC may report that it found no integrity violations, repaired corrupted files, or found files it could not repair. If it repaired files, restart and test again. If it could not repair everything, run DISM again, restart, and repeat SFC once.

If DISM says that source files could not be found, Windows Update itself may be too damaged to provide the repair source. Microsoft’s system-file repair guidance explains the supported use of a matching Windows installation or repair source. The source must match the installed edition and architecture.

Fix 3: Reset the Windows Update cache
A damaged update cache can prevent Windows from restoring or updating WUA files.
- Save your work and close applications.
- Open Command Prompt as administrator.
- Stop the Windows Update service:
net stop wuauserv
- Open File Explorer.
- Enter this path in the address bar:
C:WindowsSoftwareDistribution
- Delete the contents of that folder, not the
SoftwareDistributionfolder itself. - Return to the administrator Command Prompt.
- Start Windows Update:
net start wuauserv
- Restart the computer.
- Open Windows Update and check for updates again.
If Windows says that files are in use, restart and repeat the steps, or stop the service again before clearing the folder. The cache contains update working data, so Windows will rebuild it. This does not install cdm.dll by itself, but it can allow the correct Windows servicing process to download and install the required component.
Fix 4: Check Windows Security quarantine
If the file disappeared after an antivirus scan, do not immediately download a replacement.
- Open Start and search for Windows Security.
- Open it.
- Select Virus & threat protection.
- Select Protection history.
- Inspect detections related to
cdm.dll. - Check the original file path and detection details.
Microsoft explains Protection History in its Windows Security guidance. Restore or allow the file only when all of the following are true:
- The original path is a normal Windows system or servicing location.
- The file is digitally signed by Microsoft.
- The detection is consistent with a false positive.
- A current security scan does not indicate an active infection.
Do not restore an unsigned cdm.dll from an application folder merely because its filename matches. If malware may have been involved, run a full scan and repair Windows afterward. Protection History is retained for a limited period, so an old detection may no longer be available.
Fix 5: Verify the file path and signature
A copy in C:WindowsSystem32 is more consistent with the Windows Update component than a copy beside an application executable. Location alone is not proof, however.
To inspect a file:
- Open File Explorer.
- Browse to the location shown in the error or search result.
- Right-click
cdm.dll. - Select Properties.
- Check the Details tab for the description, company, and version.
- Check the Digital Signatures tab if present.
- Open the signature details and confirm that Windows reports a valid Microsoft signature.
A copy in a game or program directory may be an application’s own dependency, an incorrectly bundled Windows file, or a malicious file. If the application is the only thing reporting the error and Windows Update works normally, repair or reinstall that application from its official vendor source. Do not copy the system version into the application folder.

Fix 6: Match the Windows Update Agent package
This step mainly applies to legacy Windows systems, especially Windows XP, Vista, Windows 7, and related Server releases. Microsoft’s Windows Update Agent documentation lists the applicable WUA packages, versions, and architectures.
Before installing anything, identify:
- The exact Windows edition and release
- Whether the system is x86 or x64
- The service-pack level on older Windows versions
- The installed language
- The current update level
On Windows 10 or Windows 11, do not treat an old standalone WUA package as a general cdm.dll download. Use Windows Update, DISM, SFC, and Microsoft’s current servicing guidance instead.
On older supported-by-documentation systems, use only the Microsoft package intended for that exact release and architecture. Microsoft lists 7.6.7600.256 as the latest WUA version for Windows 7, Vista, and XP in its version history. That does not make it suitable for every Windows installation or every file with the cdm.dll name.

Fix 7: Use System Restore after a recent change
If the problem began immediately after an update, cleanup utility, driver installation, or other system change, System Restore may be safer than manually replacing a file.
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point dated before the problem began.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore rolls back system files, registry settings, and installed programs, but it normally does not remove personal documents, photos, or other personal files. Microsoft describes the process in its System Restore guidance.
If no restore point exists, continue with DISM and SFC. If those repairs cannot restore the component and storage problems are suspected, back up personal data before considering an in-place Windows repair or reinstallation.

Device Manager does not normally restore cdm.dll. It is useful only when the problem actually involves a device driver, such as an update failure caused by a malfunctioning network adapter or storage controller.

To check for related hardware problems:
- Right-click Start.
- Select Device Manager.
- Look for yellow warning icons.
- Expand Network adapters, Storage controllers, and any category related to the event.
- Right-click a device and select Properties.
- Review the General and Events tabs.
- Use Update driver only when Windows identifies a driver problem.
- Restart after a legitimate driver update.
Do not update graphics drivers merely because a DLL error appears. cdm.dll is not a graphics driver, DirectX component, or Visual C++ runtime.

Does Windows Features repair cdm.dll?
Usually not. Windows Features controls optional components such as legacy .NET Framework features, Hyper-V, printing functions, and other Windows capabilities. cdm.dll belongs to Windows Update servicing rather than being an optional feature that can normally be enabled with a checkbox.

- Press Windows key + R.
- Type:

- Press Enter.
- Review the feature named in the application’s documentation.
- Enable it only if it is required.
- Restart if Windows requests it.
Do not enable unrelated features as a substitute for DISM, SFC, or Windows Update repair.
Should you run regsvr32?
Generally, no. regsvr32 is not a universal DLL repair command. It works only with DLLs that export a registration function named DllRegisterServer.
The Windows Update Agent package treats cdm.dll as a copied component, while only particular WUA files are selectively self-registered. Running a command such as this is therefore unlikely to fix the problem:

It may instead produce an error stating that DllRegisterServer was not found. Microsoft explains this behavior in its regsvr32 troubleshooting documentation. Repair the component through Windows servicing rather than forcing registration.
Why random DLL downloads are unsafe
Do not download cdm.dll from a DLL-indexing or file-sharing site and copy it into System32, a game folder, or an application directory. That approach can introduce:

- Malware disguised as a system file
- The wrong WUA build
- The wrong 32-bit or 64-bit architecture
- Incorrect language resources
- Missing dependencies
- An invalid or absent Microsoft signature
- A copy that hides the real Windows Update corruption
Manual copying from another computer has the same risks. It should be considered only as part of a Microsoft-supported recovery procedure involving a known-good file that exactly matches the target installation. Microsoft’s official sources are Windows Update, Microsoft’s WUA documentation and applicable packages, Windows installation media, and the DISM/SFC repair process.
Frequently asked questions
Is cdm.dll malware?
The genuine Windows Update CDM Stub is a Microsoft Windows component. A missing file is not proof of malware, and a file with the same name in an application directory is not automatically genuine. Check its full path, Microsoft signature, company name, and antivirus history.
Should every Windows 10 or Windows 11 computer contain cdm.dll?
No. It is primarily a legacy Windows Update Agent file, and modern Windows servicing does not mean every current installation will expose the file in the same way. A current system reporting it may have damaged components, an unusual legacy application dependency, or an unsafe file placed in the wrong location.
Is cdm.dll part of Visual C++, DirectX, or a game?
No. Its verified identity is Windows Update CDM Stub. If a game or program requests it, first verify whether that program is incorrectly bundling or requesting an old Windows Update file.
Can I copy it from another computer?
Not safely as a general fix. The other computer may have a different Windows build, architecture, language, update level, signature, or dependency set. Repair the target installation with DISM, SFC, Windows Update, or the correctly matched Microsoft package.
What if Windows Update works but one program still reports the error?
Record the program name and the full path of the file it is trying to load. Repair or reinstall that program from its official source. If the program places or requests cdm.dll outside the Windows servicing locations, do not assume that the file is the Microsoft component.
What information should I collect if the error remains?
Record the exact error text, full file path, Windows edition and build, x86 or x64 architecture, recent updates or cleanup actions, Protection History results, and the program that launches the message. Those details distinguish Windows servicing damage from an application-specific or malicious DLL problem.
