Cities: Skylines Review: Is the Original City Builder Still Worth Playing?

The original Cities: Skylines remains an appealing systems-driven city builder, but platform differences, optional DLC, and sharply split Steam review snapshots deserve context.

Cities: Skylines remains a compelling city-management game if you want to plan a growing metropolis, balance its interconnected services and finances, and keep reshaping it over time. Its long life of expansions and PC mods adds substantial variety, but the experience depends on platform and add-ons—and a sharply negative recent Steam review snapshot sits alongside a very positive lifetime record. Those signals describe different periods, not a single timeless verdict.

What is Cities: Skylines?

Cities: Skylines is a city-building and management simulation first released on March 10, 2015, according to GameSpot. Its central appeal is the ongoing work of creating and maintaining a functioning city: planning its layout, expanding services, and responding as the settlement grows. Steam calls it “a modern take on the classic city simulation.”

The original game is single-player. On PC, Steam lists features including Workshop support, Steam Cloud, achievements, and an included level editor. Workshop access matters to players who want community-created content, while the editor offers a way to make and share creations. Availability of the game and its add-ons can vary by storefront, region, edition, and platform.

Is Cities: Skylines worth it?

For players who enjoy building systems as much as designing skylines, the original is still worth considering. It offers a durable city-simulation foundation, and its add-on catalog and PC mod scene have extended the ways players can customize a city. The trade-off is that the full experience can become a collection of separate purchases, and the best fit depends on whether you want new mechanics, themed assets, or music rather than every available add-on.

Reception is strong over the game’s lifetime, but the recent Steam signal deserves separate attention. On the Steam listing accessed in 2026, 91% of 102,762 English-language lifetime reviews were positive; the recent-review panel showed 9% positive from 7,064 reviews. These are time-sensitive snapshots, not fixed ratings, and Steam notes that review activity can include off-topic reviews. Lifetime reviews capture a much longer span of owners’ opinions; the recent panel reflects a narrower, more current window. Neither number alone explains why reviewers felt as they did.

Critics’ aggregate reception is also favorable: Metacritic’s PC page aggregates 60 critic reviews, while GameSpot reports an 85 Metascore. These are summaries of critics’ original reviews, not current tests of performance on today’s hardware. PC Gamer’s 2025 editorial ranking placed the game among its top 100 PC games and argued that years of DLC and mods had helped the original remain impressive despite the sequel’s effect on the brand. That is a dated editorial judgment, not a universal consensus or a new technical review.

What makes the city-building work?

A city that needs ongoing management

The game is built around maintaining a real-feeling city rather than simply decorating a static map. Growth creates new planning and management demands, so the appeal is in the cycle of shaping the city and keeping it functioning as it changes. If you want a short, tightly scripted campaign or a purely cosmetic builder, its systems-first premise may be less appealing.

Room to extend the base game

Paradox’s store catalog includes expansions, content creator packs, radio packs, and other add-ons; Steam also lists numerous downloadable items. That breadth gives returning players many ways to tailor a city, but it also means “the game” can refer to different collections of content. The base game and an extensively expanded installation are not identical experiences.

Which Cities: Skylines DLC should you buy?

Start with the kind of play you want to add, not with the size of the catalog. The store distinguishes broad expansions from more focused content creator packs and radio packs, so compare what each item actually changes before buying. This review does not assess every DLC individually; use the current store descriptions to verify contents, platform compatibility, and regional price.

  • Choose an expansion if its added gameplay systems are the reason you want to deepen or vary city management.
  • Choose a content creator pack if the buildings, visual style, or other themed assets match the city you want to build.
  • Choose a radio pack if you mainly want additional music while playing.
  • Check platform and edition first: do not assume a PC add-on or mod is available on console, or that a particular edition includes every item you want.

Prices and catalog availability change, so check the store for your region and platform before deciding. Buying selectively by desired mechanics or theme is more useful than assuming every add-on is necessary.

What platforms is Cities: Skylines on?

GameSpot lists PC, Mac, Linux, Stadia, Nintendo Switch, PS4, PS5, Xbox One, and Xbox Series X|S. That platform list does not guarantee that every version is currently sold in every region, nor that the interfaces, performance, mod access, or included content are identical. In particular, Steam Workshop support is a PC listing feature; confirm the capabilities of the specific console or storefront version you plan to use.

Can my PC run Cities: Skylines?

Paradox Interactive’s published Windows requirements, accessed in 2026, specify Windows 10 Home 64-bit and 4 GB RAM minimum or 6 GB recommended. The listed disk-space requirement is 4 GB. These baseline specifications do not assure smooth performance in large cities or heavily modded builds.

The publisher’s requirements are a starting point, not a performance promise for every city size or mod setup. If you plan a mod-heavy build, leave room for performance to vary beyond the published baseline; the figures do not establish how a particular system will handle it. Paradox’s official game page is the place to confirm the current published specification.

Verdict

Cities: Skylines is a strong choice for players who want a flexible, long-running city simulation and are comfortable choosing among optional content. Its favorable lifetime and critic reception explain its staying power, while the sharply negative recent Steam panel is a meaningful but time-limited counter-signal. Check the version and add-ons for your platform, and treat review percentages as dated snapshots rather than a guarantee of your own experience.
