In Sid Meier’s Civilization VII, Influence is the resource used for diplomatic actions. It accumulates each turn, and you can spend it to pursue cooperation, pressure another leader, or build relations with independent powers. The official guidance names examples of these approaches, but does not provide a complete current menu, costs, or prerequisites; check the diplomacy interface in your version for the options available in your game.
What diplomatic actions do in Civilization VII
Diplomatic actions let you use Influence to pursue political goals rather than relying only on military force. Official beginner guidance describes both mutually beneficial actions and disruptive ones, while the game overview identifies Influence as a resource that accumulates each turn and can be spent on diplomacy. The official beginner guide and the official game overview establish the broad system, not every action’s current mechanics.
What can you spend Influence on?
Cooperation and treaties
Initiatives and treaties are the official guide’s examples of mutually beneficial diplomatic actions. They represent a cooperative approach, but the available options and their terms may depend on your game state and version.
Pressure and disruption
Sanctions and espionage are examples of disruptive actions. They show that diplomacy can be used to put pressure on another leader as well as to make agreements. The cited guide does not establish a complete list of actions or their precise effects.

- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
Relationships with independent powers
You can also spend Influence to build relationships with independent powers. This gives diplomacy a role beyond leader-to-leader dealings, although the cited official guidance does not specify the costs or exact outcomes.
How diplomacy connects to war
Diplomacy and conflict are linked through relationships, intentions, war support, and war weariness. The official overview says that lower war support can contribute to happiness and combat penalties through war weariness, and that Influence can be used to affect war support. It does not establish the exact thresholds, action sequence, or tactical outcomes, so use the current in-game interface rather than assuming a particular effect.

What affects the available choices?
The official material supports the broad categories above, but not a universal action menu. The exact choices, targets, costs, and prerequisites are not established there. Treat the diplomacy screen in your current game as the source for what is available at that moment, and compare the displayed Influence cost with other uses before committing it.
- Your goal: distinguish agreement-making from pressure, independent-power relationship building, or conflict management.
- Your target: determine whether the action applies to another leader or an independent power.
- Influence cost: check the displayed cost in-game; the official guides cited here do not compare action costs.
- Game version: updates may adjust diplomacy, so do not rely on an older guide for current availability or balance.
Leader and civilization examples
Mexico
The official Mexico guide, dated December 11, 2024, describes a tier in the Plan of Ayutla civic tree that unlocks a Celebration effect granting a large amount of Influence toward initiating diplomatic actions for a set number of turns. This is a civilization-specific example, not a general rule, and the dated guide should not be treated as proof of current balance.

Tecumseh
The official Firaxis message mentions diplomacy and crisis adjustments among areas being considered for updates: read the message. It is historical roadmap context, not confirmation of which changes shipped or of the current action rules. Separately, the official purchase-page description characterizes Tecumseh as specializing in diplomacy and defense, with an ability that benefits from the number of allied city-states. That is a leader-specific description, not a rule for every leader.

How to make a diplomatic choice
- Open diplomacy with the leader or independent power you want to engage, using the current in-game interface.
- Review the available actions and their displayed Influence costs; do not assume an action is available just because it appears in a guide.
- Choose an action that matches your goal—cooperation, pressure, relationship-building, or conflict management—and assess the Influence cost against your other priorities.
- Check the resulting relationship, war-support, or other status indicators in-game rather than relying on effects not specified in the official overview.
