Civilization VII reshapes the series around three Age-based chapters, lets players pair leaders and civilizations separately, and originally expected empires to adopt a new civilization as history advanced. Since launch, Firaxis has added an option to stay with one civilization for the full campaign. Here is how the design differs from Civilization VI, and what has changed since the original plan.
What changed in Civilization VII?
The biggest change is campaign structure. Instead of one civilization carrying a game from its opening turn to the end, Civilization VII divides a campaign into three playable chapters: Antiquity, Exploration, and Modern. At the transition between Ages, players move forward together, carrying some progress into the next chapter while other elements change.
At launch, the design expected players to choose a new, Age-exclusive civilization as their empire entered each subsequent Age. A separate leader choice could remain with the player across civilizations, creating combinations of leader abilities and civilization bonuses. Firaxis later added a way to keep the same civilization throughout a campaign, so the original civilization-switching structure is no longer the only option.
How the Age structure differs from Civilization VI
Civilization VI is organized around a civilization that generally represents your empire throughout the campaign; its Eras mark historical progress and influence systems such as score and eligible policy choices. In Civilization VII, Ages are more like chapter breaks: each has its own civilizations and gameplay elements, and the whole multiplayer game enters the next Age together.

The comparison describes the games’ systems, not a consensus about which approach players prefer.
What carries over when an Age changes?
An Age transition is not a complete reset. Firaxis says some gameplay elements are exclusive to a particular Age, while other elements carry over based on the civilization you played and your success in that chapter. The change is therefore both a change of context and a continuation of the same campaign.

Because players in the same game occupy the same Age and transition together, the chapter breaks also define the shared pace of multiplayer. The transition is part of the game’s structure rather than a separate choice for each player to delay or skip.
How leaders and civilizations combine
In the original design, choosing a leader separately from a civilization was one of the clearest breaks with the familiar formula. A leader provides their own abilities; the civilization supplies its bonuses and Age-specific identity. That makes the pairing a strategic choice rather than a single bundled selection.

The launch-era expectation was that players would change civilizations as the campaign advanced, while keeping their selected leader. The later Time-Tested Civs option changes that continuity choice: players can stay with one civilization or continue evolving into different civilizations at transitions.

2K announced the free Test of Time update on May 19, 2026, and said it was available to owners of the base game. Its changes revise both campaign identity and the way players pursue goals.

Time-Tested Civs and civilization identity
Time-Tested Civs lets a player use one civilization throughout an entire campaign, while leaving Age transitions and the option to evolve available. Two additional approaches give players ways to shape that identity: Syncretism can borrow unique units or infrastructure from a civilization in its Apex Age, while Affirmation doubles down on a civilization’s identity.
Triumphs and Victories
The update replaced Legacy Paths with optional Triumph objectives associated with six attributes: Militaristic, Cultural, Scientific, Economic, Diplomatic, and Expansionist. Firaxis also reworked Victories to reward dominance across the campaign, revising the original goal structure rather than simply carrying it forward unchanged.
What is planned next?
On September 5, 2026, 2K announced two additions planned for 2027. These are announced plans, not features that should be assumed available now.
