cliproxy.dll Missing: Repair Norton and Symantec Safely

cliproxy.dll is a third-party Symantec security component, not a Windows system file. When Windows reports that cliproxy.dll is missing, not found, or could not be loaded, repair the Norton or Symantec installation that supplied it rather than downloading a replacement DLL.

Start with this diagnostic checklist

Before changing Windows files, record these details:

  • Which program fails: Norton consumer software, Symantec Endpoint Protection, Symantec Client Security, or another application.
  • When the error appears: during Windows sign-in, when opening the security product, after an update, after uninstalling software, or after antivirus quarantine.
  • The exact wording: “Cliproxy.dll Not Found” and “The specified module could not be found” do not always mean the same thing.
  • The file path: a legitimate historical location is similar to C:Program Files (x86)SymantecSymantec Endpoint Protection<version>BinCliproxy.dll.
  • The file properties: check the publisher, digital signature, product name, and file location.
  • Windows architecture: open Settings > System > About and check System type.
  • Whether the computer is managed: a company-owned Endpoint Protection installation may require an administrator or an approved client package.

The internal description associated with the file is Norton AntiVirus, and the developer is identified as Symantec Corporation. Public inventories also associate it with older Symantec AntiVirus, Symantec Client Security, and Symantec Endpoint Protection installations. That does not mean every current Norton installation contains the file.

What cliproxy.dll does

cliproxy.dll is an application DLL used by older Symantec security products. It is not normally supplied by Windows and is not a general-purpose Microsoft Visual C++ runtime.

It should not normally be placed in:

  • C:WindowsSystem32
  • C:WindowsSysWOW64
  • A random application directory
  • A folder created by an unknown scheduled task

A file with this name is not automatically safe merely because the name resembles a known Symantec component. The owning product, path, signature, and surrounding files matter.

The most likely causes are:

  1. A damaged or incomplete Symantec installation.
  2. A failed upgrade or uninstall.
  3. Antivirus quarantine or a false positive.
  4. Two Symantec Endpoint Protection versions installed together.
  5. A missing dependency or incorrect application path.
  6. A suspicious unrelated cliproxy folder or scheduled task.

Check the existing file before repairing anything

If the application still opens, or if you can locate the file, inspect it first.

Find cliproxy.dll

  1. Press Windows key + E.
  2. Select This PC.
  3. In the search box, type cliproxy.dll.
  4. Wait for the search to finish.
  5. Right-click each result and select Open file location.
  6. Record the complete path.

A path inside a Symantec product directory is more credible than a copy in System32, SysWOW64, Downloads, Temp, or a newly created unrelated folder.

Check file properties and signature

  1. Right-click the file.
  2. Select Properties.
  3. Review the General and Details tabs.
  4. Look for a product or company entry identifying Symantec.
  5. Open the Digital Signatures tab if it is present.
  6. Select the signature and choose Details.
  7. Confirm that Windows reports the signature as valid.

Do not treat a matching filename as proof of authenticity. If the file is unsigned, stored in an unexpected directory, or associated with an unknown program, do not restore it from quarantine or copy it into a Windows folder.

Check the installed product

On Windows 11:

  1. Open Settings.
  2. Select Apps > Installed apps.
  3. Search for Norton, Symantec, or Endpoint Protection.

On Windows 10:

  1. Open Settings.
  2. Select Apps > Apps & features.
  3. Search for the same product names.

You can also open Control Panel > Programs > Programs and Features. Look for duplicate Symantec entries or an older installation left beside a newer one.

Fix 1: Repair or reinstall the Symantec product

This is the safest and most likely solution because it restores the DLL together with its matching services, registry entries, permissions, and dependencies.

Repair Norton consumer software

If the installed Norton product offers a repair option:

  1. Open Settings > Apps > Installed apps.
  2. Select the Norton product.
  3. Choose Advanced options if Windows provides it.
  4. Select Repair.
  5. Restart Windows.
  6. Open Norton and apply any available product updates.

If no repair option exists, use the official Norton installer associated with the subscription:

  1. Sign in to the Norton account used for the subscription.
  2. Select the relevant product.
  3. Choose Download.
  4. Select Agree and Download.
  5. Run the installer.
  6. Restart Windows if requested.
  7. Test the application that previously reported cliproxy.dll.

If the installation is badly damaged, use Norton’s official Remove and Reinstall process. It removes the installed Norton product, restarts Windows, and installs it again using the official account installer. Save important work first, because the removal process may require a restart.

Do not manually delete Norton folders or registry entries before using the vendor’s removal process. Forced deletion can leave services, drivers, and installation records in an inconsistent state.

Repair Symantec Endpoint Protection

For a locally administered installation:

  1. Open Control Panel.
  2. Select Programs > Programs and Features.
  3. Select Symantec Endpoint Protection.
  4. Choose Change, Modify, or Repair, depending on what the installer provides.
  5. Follow the repair wizard.
  6. Restart Windows.
  7. Open the Endpoint Protection client.
  8. Run LiveUpdate or deploy the approved client update.
  9. Test the application again.

Some installations can be repaired through the original MSI package. Broadcom documents MSI-based repair, but the product code and MSI path differ between computers. Do not copy an example product code from another machine. If your administrator has the original deployment package, use that package instead.

For a managed business computer, contact the Endpoint Protection administrator before repairing or removing the client. Tamper protection, management enrollment, network filtering, and company policy can all be affected by an unauthorized removal.

Resolve duplicate SEP installations

A failed upgrade can leave two Endpoint Protection versions registered at once. This may cause the client interface or supporting components to fail.

  1. Open Control Panel > Programs and Features.
  2. Look for more than one Symantec Endpoint Protection entry.
  3. Do not remove both entries at random.
  4. Record the product names and versions shown.
  5. Contact the organization’s administrator if the computer is managed.
  6. Have the administrator remove the obsolete installation using the approved enterprise procedure.
  7. Install the current approved client package.
  8. Restart and test the client.

If the error began immediately after an upgrade, this branch is more likely than a missing Microsoft runtime.

Fix 2: Check antivirus quarantine

Security software may have quarantined or deleted the file during a detection or false positive.

Review Norton or Symantec history

  1. Open the installed security product.
  2. Open Security History, Quarantine, Detection History, or a similarly named section.
  3. Search for cliproxy.dll.
  4. Note the original path and detection name.
  5. Compare the path with the Symantec installation directory you recorded earlier.

Restore the file only when all of these are true:

  • The file belonged to the installed Symantec product.
  • The original path was inside that product’s directory.
  • The product installation is genuine.
  • The security product identifies the event as a suspected false positive or allows a vendor-supported restoration.

Reinstalling the product is usually safer than restoring one quarantined DLL, because related files may also be missing. If the file returns to quarantine immediately, update the security definitions and submit the detection through the vendor’s false-positive process. Do not repeatedly disable protection.

Fix 3: Determine whether a dependency is missing

The message “The specified module could not be found” can be misleading. Windows may find cliproxy.dll but fail to load one of the DLLs that it depends on.

If the file exists:

  1. Right-click the application that fails.
  2. Select Properties.
  3. Check the Compatibility and Details information.
  4. Open Event Viewer by pressing Windows key + X, then selecting Event Viewer.
  5. Review Windows Logs > Application.
  6. Look for an error at the same time as the failed launch.
  7. Record the application name, faulting module, and any additional DLL name.

A new DLL name in the event log is important. For example, an error naming an MSVC runtime is different from one naming cliproxy.dll. Repair the owning Symantec product first, because it installs the dependency set appropriate for that product generation.

Fix 4: Check architecture and installation paths

Do not replace a 32-bit file with an arbitrary 64-bit file, or the reverse.

  1. Open Settings > System > About.
  2. Review System type.
  3. Check whether the failing application is installed under Program Files or Program Files (x86).
  4. Compare the cliproxy.dll location with the application that loads it.
  5. Repair or reinstall using the installer intended for that product and deployment.

A 64-bit version of Windows can run many 32-bit applications. The presence of Program Files (x86) is therefore not itself an error. It simply indicates that the application is using the 32-bit program directory. The correct file must match the Symantec product and application that load it.

Fix 5: Repair broader Windows corruption

SFC and DISM repair protected Windows components. They do not normally restore a third-party Symantec DLL, so use them when other Windows features are also failing, not as the primary repair for cliproxy.dll.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for it to complete.
  2. Then run:
sfc /scannow
  1. Restart Windows.
  2. Test the Symantec application again.

Microsoft recommends running DISM before SFC. If SFC reports that it repaired files, restart and test. If it reports that it could not repair some files, repeat the product repair rather than copying cliproxy.dll manually.

Repeating SFC and DISM without knowing what changed can make troubleshooting difficult. Install pending Windows updates

Windows Update is supporting maintenance, not the normal repair for a missing Symantec DLL.

  1. Open Settings.
  2. Select Windows Update.
  3. Choose Check for updates.
  4. Select Download & install if updates are offered.
  5. Restart when prompted.
  6. Test the application.

Fix 6: Consider drivers only when the evidence points there

A driver is not the usual cause of a missing application DLL. Investigate drivers only if Event Viewer identifies a device or security filter driver, or if the problem began after a hardware or security-software update.

  1. Press Windows key + X.
  2. Select Device Manager.
  3. Expand the device category related to the error.
  4. Right-click the device.
  5. Select Properties > Driver.
  6. Review the provider, date, and version.
  7. Use Update Driver or reinstall the driver from the hardware manufacturer.
  8. Restart Windows and test again.

Do not uninstall a Symantec security driver on a managed computer without approval. Do not use regsvr32 as a generic fix

regsvr32 works only with DLLs that expose a registration entry point such as DllRegisterServer. It is not a general repair command, and there is no verified instruction to register cliproxy.dll manually.

Running commands such as these can produce a second error without fixing the installation:

regsvr32 cliproxy.dll

Do not copy the file into System32 or `SysWOW64 and then register it. Product repair should install and configure any components that genuinely require registration.

Do not install Visual C++, DirectX, or .NET blindly

cliproxy.dll is associated with Symantec software, not identified as a Microsoft runtime file. Installing Visual C++ Redistributable, DirectX, or an optional .NET component solely because a DLL error appeared is unlikely to restore it.

Install a runtime only when:

  • The error explicitly names that runtime.
  • Event Viewer identifies it as a dependency.
  • The Symantec or application installer requires it.
  • Another program on the computer has a documented need for it.

The same rule applies to Windows Features. Turning on random features cannot recreate a missing third-party Symantec component.

Watch for a fake cliproxy folder or scheduled task

A legitimate Symantec DLL and a malicious directory can have similar names. Investigate further if you find:

  • A cliproxy folder outside the Symantec installation directory.
  • A CliProxy scheduled task you do not recognize.
  • Executables or DLLs with no valid publisher signature.
  • A new startup item that appeared without a known software installation.
  • Repeated security alerts after the Symantec product was removed.

Do not restore an unknown file simply because its name is cliproxy.dll.

If malware is possible:

  1. Disconnect the computer from untrusted networks.
  2. Do not log in to sensitive accounts from that computer.
  3. Run a full scan using trusted, updated security software.
  4. Open Task Scheduler and inspect unfamiliar CliProxy tasks.
  5. Record file paths and signatures before deleting anything.
  6. Contact IT or a security professional if the computer is managed.

A suspicious cliproxy directory is not proof that every legitimate Symantec cliproxy.dll is malicious, and a legitimate-looking filename is not proof that an unknown copy is safe.

Use System Restore only after identifying the change

System Restore can help when the error began after an update, failed uninstall, or other recent software change and a suitable restore point exists.

  1. Press Windows key + R.
  2. Type:
rstrui.exe
  1. Press Enter.
  2. Select Next.
  3. Choose a restore point dated before the error began.
  4. Select Scan for affected programs.
  5. Review the changes.
  6. Select Next > Finish.
  7. Allow Windows to restart.

System Restore does not replace a clean Symantec repair. If the product remains damaged afterward, reinstall it from the official installer or have the Endpoint Protection administrator redeploy it.

FAQ

Is cliproxy.dll a Windows file?

No evidence indicates that Windows itself ships cliproxy.dll. It is associated with older third-party Symantec security products.

Is this definitely Norton AntiVirus?

The file description is associated with Norton AntiVirus, but public inventories also connect it with Symantec AntiVirus, Symantec Client Security, and Symantec Endpoint Protection. Identify the installed product and its path before choosing a repair.

Should I download cliproxy.dll from the internet?

No. Random DLL download sites sites may provide the wrong build, wrong architecture, an unsigned file, or malware. They also leave the damaged product installation, dependencies, permissions, and services unresolved.

Why does Windows say “the specified module could not be found” when the file exists?

The named DLL may be present while one of its dependencies is missing, inaccessible, or incompatible. Check Event Viewer and repair the owning product.

No. That can create an architecture mismatch and place an application component where it does not belong.

What is the correct fix for a company computer?

Contact the Endpoint Protection administrator. Managed SEP systems may require an approved package, administrator credentials, or a centrally controlled repair.

When should I use SFC and DISM?

Use them when Windows has broader corruption or several system components are failing. Repair or reinstall Norton or Symantec first when only cliproxy.dll is affected.

When is the problem solved?

The repair worked when the affected program opens without the DLL error, the Symantec client starts normally, the file is present in the product’s installation directory, and Event Viewer no longer records the same application failure.
