In the United States in 2023, Xbox Cloud Gaming through Game Pass Ultimate was the easiest value pick for players who wanted a rotating library of included games. NVIDIA GeForce NOW Ultimate was the performance pick for people who already owned supported PC games and wanted to stream them at higher resolutions and frame rates. PlayStation Plus Premium suited PlayStation fans; Amazon Luna made most sense for Prime members and casual or family play. There was no universal winner: the right service depended first on which games you wanted and whether you owned them already.
This is a historical comparison of U.S. services and prices in 2023. Catalogs, prices, supported devices, and regional availability have since changed; readers outside the U.S. should check their local service pages.

What cloud gaming does—and what it does not do
With cloud gaming, a game runs on a remote server. The service sends a video stream to your device and sends your controller, keyboard, or mouse inputs back to the server. You can play without a gaming PC or console capable of running that game locally, but you still need a compatible device, an internet connection, and whatever game, subscription, account, or controller the service requires.

- It is not a game download. Downloading a Game Pass title runs it on your own Xbox or PC; cloud gaming runs it remotely.
- It is not Remote Play. Remote Play streams from a console or PC you own and leave available as the host. Xbox and PlayStation offer separate Remote Play services; see Xbox Remote Play and PlayStation Remote Play.
- It does not unlock every game you own. Services support specific catalogs or storefront titles, subject to publisher participation and technical compatibility.
- A subscription is not permanent ownership. Access to a catalog game can end when your subscription ends or the title leaves the service.
The key difference: included catalog or games you already own?
Catalog subscriptions
Xbox Cloud Gaming, PlayStation Plus Premium, and Luna primarily offered access to selected games through subscriptions. You could play eligible games while your plan and the relevant catalog rights remained active. The game lists were not universal: a Game Pass or PlayStation Plus title was not automatically streamable, and Luna divided access among Prime and paid channels.
Bring-your-own-game streaming
GeForce NOW generally let you stream compatible PC games you had purchased through supported stores. Linking Steam, Epic Games Store, Ubisoft Connect, or another account did not make every game in that account playable. The exact game, edition, storefront, region, and current service support all mattered.
For example, if you owned Cyberpunk 2077 on a supported PC storefront and the title was available on GeForce NOW, that could be a natural fit. If you wanted to sample a rotating set of games without buying each one, Game Pass Ultimate or PlayStation Plus Premium was usually simpler.

NVIDIA GeForce NOW: best for owned PC games and high-end streaming
GeForce NOW was the strongest technical choice on paper for players seeking PC-style performance without buying a gaming PC. NVIDIA introduced its Ultimate tier in January 2023 at $19.99 per month or $99.99 for six months, with RTX 4080-class server infrastructure. The Priority tier was listed at $9.99 per month or $49.99 for six months. These are historical U.S. prices announced for the 2023 launch period, not current prices. See NVIDIA’s announcement.
NVIDIA advertised Ultimate streaming up to 4K at 120 frames per second on supported PC and Mac apps, and up to 240fps in supported Reflex titles. These were maximum specifications, not guarantees for every game, device, server region, or network. NVIDIA described the feature set in its January 2023 announcement.
What the game count means
NVIDIA reported more than 1,500 supported games and more than 100 free-to-play titles in early 2023. “Supported” did not mean “included with the subscription”: paid games generally had to be owned separately, and publisher opt-in and compatibility determined whether a title could be streamed. In February 2023, Microsoft and NVIDIA announced a deal to bring Xbox PC games to GeForce NOW; titles began appearing in May. That broadened the service’s options, but did not turn it into a Game Pass catalog: players still needed the supported game and the applicable store entitlement. - Think twice if: you are starting without a game library, expect every Steam game to work, or mainly want one subscription to provide the games.
Xbox Cloud Gaming: best value when you want included games
Xbox Cloud Gaming was bundled with Game Pass Ultimate rather than sold as a separate mainstream cloud subscription. It offered cloud access to eligible games in the Game Pass catalog, including Xbox Game Studios titles. Microsoft cautioned that features, games, and availability varied by plan, platform, and region; check the Xbox Cloud Gaming page for current details.
Its central advantage was convenience: a player could try supported games from the subscription catalog without purchasing each one individually or owning an Xbox console. That made it a stronger entry point for many newcomers than a service that required a separately owned PC game library.
There were limits. Not every Game Pass title was cloud-enabled, and games could rotate out. Cloud play was intended for supported devices and regions, and a controller was the usual way to play, although touch controls were available for some titles and platforms. Game Pass Ultimate was still a subscription, not a permanent claim to every game played through it.
- Choose it if: you want an included, changing library and like Xbox or Bethesda games.
- Think twice if: you need the highest PC-like resolution and frame rate, want offline access, or expect the whole Xbox catalog to stream.
Amazon Luna: useful for Prime members, families, and casual play
Luna’s 2023 structure was channel-based. In March, Amazon said Prime members could play more than 50 cloud-delivered games at no additional charge, while Luna also offered paid options including Luna+ and Ubisoft+. Prime access covered a changing selection, not the full Luna catalog. Amazon’s explanation of the model is at What is Amazon Luna?
This could be appealing if you already paid for Prime and liked the games on offer, or if the relevant Luna channel matched your household’s interests. It was less straightforward to compare with a single all-in subscription because access depended on which channel held a game. A Luna Controller was listed at $69.99 in Amazon’s April 2023 explainer; it was an optional accessory, not a requirement if you had a compatible controller. - Choose it if: you are a Prime member, want casual or family-friendly options, or already subscribe to a channel with games you want.
- Think twice if: you want one large, simple catalog, broad PC storefront support, or high-end graphics specifications.
PlayStation Plus Premium: strongest for PlayStation’s catalog
PlayStation Plus Premium was the top PlayStation Plus tier and included cloud streaming in supported regions. Its value centered on PlayStation’s catalog, classics, game trials, and online multiplayer, making it the most natural choice for players already invested in PlayStation. The official PlayStation Plus page describes the tier and its features; its current prices and plan details should not be mistaken for 2023 pricing.
Premium was not the PlayStation equivalent of a cloud Windows PC or GeForce NOW. It streamed supported titles from PlayStation’s service catalog rather than letting users connect an open PC storefront library. Do not assume every modern PlayStation release was available to stream on day one, or that every feature was available in every country or on every device.
- Choose it if: you want eligible PlayStation games and classics and already use the PlayStation ecosystem.
- Think twice if: you want Steam or Epic games, Xbox titles, or a general-purpose PC streaming service.
How to judge streaming quality and your internet connection
Bandwidth is the amount of data your connection can carry; latency is the delay between your input and the game’s response. A high download-speed result alone does not guarantee a responsive stream. Distance to the server, ISP routing, Wi-Fi interference, household congestion, controller connection, display processing, and service-side encoding or queues can all affect play. There is no defensible universal latency winner without testing in the same location and conditions.

GeForce NOW Ultimate offered the highest advertised resolution and frame-rate ceiling among these services in 2023. Xbox Cloud Gaming and Luna could be more convenient for starting a game, but neither convenience nor a service’s published specification guarantees the same experience in every home. Competitive shooters and fighting games reveal delay more readily than turn-based games or slower single-player titles.
Check the connection where you will actually play
- Use the same device, room, network, and time of day you expect to play in.
- Prefer wired Ethernet when practical. If using Wi-Fi, try 5GHz or 6GHz close to the router rather than congested 2.4GHz Wi-Fi.
- Pause large downloads and uploads, and avoid testing while other devices are saturating the connection.
- Try a wired controller if available, and enable game mode on a TV to reduce display processing delay.
- Test a game you know well, then try the type of game you intend to play. If possible, compare a slower game with a latency-sensitive one.
- If image quality or responsiveness varies, try another time of day or connection before committing to a long subscription.

Devices, controllers, and multiplayer considerations
Major services targeted a mix of Windows PCs, Macs, phones, tablets, browsers, TVs, and streaming devices, but support was not universal. Xbox Cloud Gaming and Luna emphasized access beyond a console; PlayStation Plus Premium had a more PlayStation-centered offering, with PC streaming subject to its requirements and regional support. Browser-based access could help on devices without a native app, but browser, controller, resolution, and full-screen behavior differed. Confirm the precise device, operating system, browser or app, and country with the service before subscribing.
Most Xbox and PlayStation cloud play was designed for a controller, though some titles offered touch controls. GeForce NOW also supported keyboard and mouse for many PC games, but input options depended on the title and device. A Bluetooth controller adds another wireless link that can be a source of lag or disconnections; a wired controller is a useful troubleshooting test.

Multiplayer requirements belong to the game and platform as well as the streaming service. Check whether the title needs a separate online multiplayer subscription, which account must be linked, and whether cross-play or cross-save is actually supported. A game appearing on two platforms does not by itself guarantee shared saves or cross-play. Do not assume a family plan permits multiple simultaneous cloud sessions, or that local couch co-op works in a streamed session.
Compare the total cost, not just the subscription

For an owned game, remember that a streaming service gives access to a remote way to play, not an offline installation on your device. Even a purchased title must remain compatible with the streaming service and available through the linked account.
Common problems and practical fixes
A game does not appear after linking an account
- Search the service’s official game list and confirm the exact storefront and edition.
- Check regional availability and whether the title remains supported.
- Make sure the linked account owns or has access to the correct version; DLC and region-specific editions can differ.
- Disconnect and relink the intended account. If the service listing and account status still disagree, contact the service’s support team.
The picture is blurry or stutters
Dynamic bitrate adjustment, weak Wi-Fi, congestion, a device or browser limitation, or a service choosing stability over sharpness can reduce image quality. Try Ethernet or moving near the router, pause downloads and uploads, temporarily disable a VPN, and test a lower resolution or frame-rate target. Retest at another time to see whether congestion is the cause.
Controls feel delayed
Try Ethernet, a wired controller, and TV game mode. Check for household congestion and compare another game or service if available. Server distance and routing cannot always be fixed from home, and a higher advertised frame rate does not remove network or encoding delay.
You are waiting in a queue or hitting a session limit
Lower-cost tiers may have queues, shorter sessions, or reduced access to premium server resources during busy periods. Distinguish a tier restriction from a general service-performance problem before changing platforms.
A game leaves the subscription catalog
Catalog access can end when the subscription lapses or the game is removed. For GeForce NOW, owning a supported game avoids that particular catalog-rotation issue, but does not guarantee it will remain supported by the streaming service. Save-file behavior, DLC access, and account linking depend on the game and platform; confirm those details rather than assuming they transfer.
Other services and why they are not in the main comparison
Google Stadia shut down in January 2023, so it was not a viable recommendation for most of that year; Google’s shutdown information explains the closure. Shadow was a full cloud Windows PC rather than a curated game-catalog service. Boosteroid was a relevant alternative in some regions, while Antstream Arcade focused on retro games. Remote Play can be useful, but requires your own console or PC as the host. These options solve different problems and do not replace the four services above on equal terms.
