Cloud live streaming services move some or all of a broadcast’s processing, delivery, storage, and playback infrastructure to a provider. They do not all do the same job: developer platforms such as Amazon IVS, Cloudflare Stream, and Mux provide components for custom applications, while Vimeo OTT packages video into a branded publishing and monetization destination. Choose by workflow, latency, audience, and billing model—not by a headline rate alone.
What a cloud live streaming service does—and what it does not
A cloud service can receive a produced stream and handle downstream work such as processing, transcoding, delivery, playback, storage, and interactive features. The exact bundle depends on the provider and product. In a typical workflow, you still produce the broadcast with an encoder, phone, or studio setup, then send that stream to the service. For example, AWS says streamers handle production and send video to Amazon IVS, which handles processing, delivery, and playback (AWS IVS overview).
That distinction matters for equipment and budgets: cloud infrastructure is not a camera or production crew. A phone can be enough to begin, while a multi-camera studio is another option; a webcam is optional capture equipment, not a required cloud-service purchase.
Benefits and trade-offs
Less infrastructure to build and operate
Managed services can take on parts of ingest, processing, delivery, and playback that would otherwise require a custom infrastructure. This can reduce operational work, but integration, encoding, player setup, monitoring, and production still need attention.

Latency and interaction can be tailored to the use case
Latency is not just a specification to maximize. A broadcast where viewers mainly watch may tolerate several seconds of delay; live chat, polls, auctions, synchronized commerce, or audience participation may call for a more interactive mode. Amazon IVS lists 3–5 seconds for low-latency streaming and under 300 milliseconds from host to viewer for real-time streaming. Treat these as product specifications, not a guarantee for every end-to-end deployment: player, network, and implementation affect what viewers experience. Costs follow usage, not just the encoder
With audience delivery billed by usage, viewer hours, resolution, geography, and bitrate can outweigh the cost of receiving and processing the stream. Storage and interactive features can add separate meters. A provider’s unit price is useful only when matched to your expected workload.
Cloud infrastructure is not the same as an always-on video channel
Developer video services are generally building blocks for a site or app. A branded OTT service instead provides a destination and business layer for publishing and monetization. Neither category automatically means a service will loop an uploaded video as a continuous YouTube broadcast; check that exact capability before choosing.

These options are not interchangeable. Compare providers using the same event or monthly workload and the same delivery requirements.

What drives the bill
Build a workload estimate first
Write down expected live input hours per month, event duration, concurrent and total viewers, average delivered resolution or bitrate, viewer geography, whether streams are recorded, how long recordings remain stored, and whether chat, real-time participation, captions, or simulcasting are needed. Map each item to the provider’s billing units, then include any separate app, support, platform, storage, or transaction charges shown by that provider.
Published prices and worked examples
- Amazon IVS input: AWS’s pricing page lists input prices of $2.00 per hour for Standard IVS; $0.50 per hour with Multitrack Video; $0.85 for Advanced HD; $0.50 for Advanced SD; and $0.20 for Basic. These are input charges only; viewer output is separate and varies by region, resolution, and usage tier (AWS IVS pricing, accessed 2026).
- Cloudflare Stream: Cloudflare’s 2026 pricing documentation lists $1 per 1,000 minutes delivered and storage prepaid in $5 monthly increments per 1,000 minutes of capacity. Live and on-demand are billed the same way in the documented model; ingress and encoding are free, with no additional egress fee stated (Cloudflare pricing documentation).
- AWS architecture example, not an IVS quote: AWS’s one-hour, approximately 1,000-viewer, 540p reference architecture assigns $2.50 to encoding and packaging and $67.24 to distribution, totaling $69.74. The example is for US East (N. Virginia), assumes a 99% CDN cache/hit ratio and highest-bitrate viewer consumption, and uses MediaLive, MediaPackage, and CloudFront—not Amazon IVS. AWS says its examples use assumptions and are likely higher than actual costs; variable bitrate and complexity can reduce the estimate (AWS live-streaming cost example, guide accessed 2026).
Amazon IVS’s pricing page also lists a new-customer free usage tier for certain input, output, participant, composition, and chat quantities. AWS describes up to $200 in new-customer Free Tier credits beginning July 15, 2025. These are eligibility-bound promotional terms, so confirm current qualification and limits on the provider’s page before budgeting (AWS IVS pricing).

How to choose for your workflow
1. Set the interaction and latency requirement
If a delay of several seconds is acceptable, a low-latency live workflow may be enough. If hosts and viewers need near-immediate interaction, investigate real-time modes and participant-based charges. AWS lists polls, chat, collaborative audience participation, live auctions, and synchronized commerce among possible use cases. Confirm latency with the player and network you plan to use rather than assuming the product figure is the viewer’s measured experience.
2. Decide between infrastructure and a publishing destination
For a custom application, compare APIs, SDKs, ingest protocols, player options, recording, analytics, moderation, and integration effort. For a branded OTT subscription destination, assess app distribution, monetization, subscriber management, and platform fees. Vimeo OTT’s published Enterprise tier lists live events and a 24/7 live linear channel; its Starter tier lists prerecorded video and subscription or transaction monetization (Vimeo OTT pricing).

Estimate viewer distribution and delivered quality, not only the stream’s production cost. AWS’s worked distribution example assumes viewers consume the highest bitrate and notes that variable bitrate and complexity can lower its estimate. That is why a large audience at high bitrate can materially alter the total.

4. Check ingest and recording needs
Amazon IVS documentation lists RTMPS, RTMP, and SRT ingest options and recommends direct streaming for low latency. Encoder settings and player choice affect the result (AWS IVS streaming configuration). If you need recordings, check recording charges, storage behavior, retention, and deletion procedures; a growing library changes the monthly workload.
5. Validate the full path before committing
Test latency, playback, captions, access controls, expected concurrency, and operational recovery with the encoder and player you intend to deploy. A feature list cannot establish how a particular deployment will perform.
