Before replacing anything, identify which program is requesting controllermanager.dll.
- Which application fails: Is it Call of Duty: Ghosts, another game, a mod, an emulator, or an unknown executable?
- When does it fail: During startup, after an update, after installing a mod, or immediately after antivirus software detected a file?
- Where is the DLL: In the game folder, a Microsoft application folder,
System32,SysWOW64, a temporary folder, or an unexpected user-writable directory? - What architecture is involved: Is the failing program 32-bit or 64-bit?
- What exact message appears: “missing,” “not found,” “could not be loaded,” “specified module could not be found,” or “not designed to run on Windows”?
- What changed recently: A cleanup utility, failed reinstall, disk problem, Windows update, antivirus quarantine, or manual DLL deletion?
The parent application determines the correct repair. Copying a file into a Windows folder before answering these questions can create a second problem without fixing the first one.
What controllermanager.dll is
controllermanager.dll is described as ControllerManager: Controller Management Layer for Test Tools. Public metadata identifies it as part of a program called ControllerManager and reports Microsoft Xbox Accessories Test Tools Group as the publisher, with version 1.4.0.14 and a 64-bit build.
Those details identify the reported file metadata, not a confirmed Windows system component. There is no reliable evidence that this DLL belongs in C:WindowsSystem32, C:WindowsSysWOW64, or a current Visual C++ Redistributable package.

The strongest concrete software association is Call of Duty: Ghosts. Its Steam game files include ControllerManager.dll alongside XGamepad.dll. If the error appears while launching that game, repair the game installation rather than Windows first.
A DLL with this role is normally an application-private file. The application loads the copy supplied with its own installation, and that copy must match the executable and its other dependencies.
Fix 1: Repair the parent game or application first
This is the most likely solution when the error appears in Call of Duty: Ghosts or another installed game.
Verify the files in Steam
- Open Steam.
- Select Library.
- Right-click the affected game.
- Select Properties.
- Select Installed Files.
- Choose Verify integrity of game files.
- Wait for the process to finish.
- Restart Steam and launch the game without mods, injectors, or compatibility wrappers.
Steam may replace missing or damaged files. It may also report that some files could not be validated because they are local configuration files. That does not always indicate a failed repair.

The repair worked if:
- The game starts normally.
- The original error no longer appears.
- The launcher no longer reports missing files.
- The restored DLL is back in the game’s installation directory, where the application expects it.
Do not move the restored file to System32 or SysWOW64.
If Steam verification does not solve the error
Check the following:
- Open the game’s Properties again.
- Select Installed Files and note the installation path.
- Look for more than one copy of the game.
- Check whether your desktop shortcut points to the same installation Steam repaired.
- Temporarily remove mods, reshade files, DLL injectors, unofficial launchers, and altered executables.
- Start the unmodified game directly through Steam.
- Verify the files again.
If verification repeatedly reports a problem, uninstall the game from Steam, restart Windows, and reinstall it through the official Steam installation. Reinstalling the parent application is the definitive fix for a private game DLL.
For another application, use its own Repair, Verify, or Scan and repair function. If none exists, uninstall it from Settings → Apps → Installed apps, restart Windows, and reinstall it from the vendor’s official distribution.
Fix 2: Check Windows Security quarantine
Antivirus software can remove a game DLL after an update or after detecting a modified executable. Do not disable antivirus protection globally to test this.

- Open Start.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Expand any entry that mentions the affected game, application, or
controllermanager.dll.
If the file was quarantined, restore it only when all of these conditions are true:

- The parent application came from Steam or another official source.
- The installation path is familiar.
- The executable has not been modified by a crack, injector, or unknown mod.
- The detection appears to be a false positive.
- You will immediately verify the application’s files afterward.
After restoring a file:
- Run the application’s official verification process.
- Update Windows Security definitions.
- Run a scan of the application folder.
- Launch the clean, unmodified application.
If the file is in a temporary folder, a random user profile directory, or next to an unknown executable, do not restore it. Run Windows Security → Virus & threat protection → Scan options → Full scan. For a persistent or suspicious infection, use Microsoft Defender Offline scan from the same area.
A missing DLL error can be a symptom of malware removing or replacing files, but the filename alone does not prove that malware is involved.
Fix 3: Repair an incomplete installation or failed update
A failed update can leave the executable from one build and DLLs from another. That mismatch may produce messages such as:
- “The procedure entry point could not be located.”
- “The specified module could not be found.”
- “The application was unable to start correctly.”
- “The file is either not designed to run on Windows or it contains an error.”
Use the application’s official repair function first. If it has no repair function:
- Back up saved games or application settings if necessary.
- Uninstall the affected application from Settings → Apps → Installed apps.
- Restart Windows.
- Delete only leftover folders belonging to that application, and only after confirming they do not contain personal data.
- Reinstall from Steam, the official launcher, or the software publisher.
- Start the application before reinstalling mods or overlays.
A clean reinstall is more reliable than replacing one DLL because it restores the executable, private libraries, configuration files, and dependencies as a matching set.
Fix 4: Check architecture and dependencies
A 64-bit controllermanager.dll cannot satisfy a 32-bit process. Likewise, placing a DLL in System32 or SysWOW64 does not convert it to the architecture the application requires.
On 64-bit Windows:
C:WindowsSystem32contains 64-bit system files.C:WindowsSysWOW64contains 32-bit system files.
These names are confusing, but neither folder is an appropriate storage location for an application-private game DLL.
If the error names another file, repair that dependency separately. For example, VCRUNTIME140.dll and MSVCP140.dll indicate a Visual C++ runtime issue. Microsoft provides supported x64 and x86 Visual C++ Redistributables through its Latest Supported Visual C++ Redistributable Downloads page.
Install the architecture required by the application. Some 64-bit Windows systems still need the x86 package because an older game or utility is 32-bit. Installing a Visual C++ package will not be expected to install controllermanager.dll.

“The specified module could not be found” can also mean that controllermanager.dll exists but one of its dependencies is missing. In that situation, copying another copy of the named DLL usually does not help. Restore the complete application installation and use the application’s documented prerequisites.
Fix 5: Remove mods and test the clean executable
A mod, crack, injector, overlay, or unofficial launcher may expect a different build of ControllerManager.dll.
To test this safely:
- Close the game and Steam.
- Move mods and third-party DLLs to a temporary backup folder outside the game directory.
- Restore the official executable through Steam verification.
- Start the game from its official launcher.
- Test before adding modifications back.
- Add modifications one at a time if the clean installation works.
If the error returns after adding one modification, that modification is the likely source. Obtain an updated version from its known developer or remove it.
Do not use a DLL from another game version. A file with the same name may have different exports, dependencies, architecture, or build requirements.
Fix 6: Update Windows and repair related components
Windows Update can repair supporting components and install compatibility fixes, although it is not expected to supply an application-private controllermanager.dll.
Install pending updates
- Open Settings.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart Windows.
- Check again until no further required restart is shown.
- Retest the application.
Use Windows Features only for a matching requirement
Do not enable random Windows Features to replace this DLL. Windows Features is useful only when the affected application explicitly requires a component such as .NET Framework 3.5 or Legacy Components.

- Enter

- Enable only the feature required by the application’s documentation.
- Select OK.
- Restart Windows if prompted.
Enabling a feature will not normally restore a missing private game DLL.
Fix 7: Repair the Windows component store, then run SFC
Use DISM and SFC when several Windows components are failing, Windows Update is damaged, or system files appear corrupted. These commands are low-probability fixes when only a game-folder DLL is missing.
Microsoft documents DISM image repair and SFC.
Run DISM
- Open Start.
- Type Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to finish.
- Restart Windows if DISM reports that a restart is required.
Run SFC separately
Open an elevated Command Prompt again and run:
sfc /scannow
Wait until verification reaches 100 percent.
Possible results include:
- Windows Resource Protection did not find any integrity violations: protected Windows files appear intact.
- Windows Resource Protection found corrupt files and successfully repaired them: restart and retest.
- Windows Resource Protection found corrupt files but was unable to fix some: review the CBS log or continue with Microsoft’s repair guidance.
SFC repairs protected Windows system files. It does not normally restore a missing DLL that belongs only to a Steam game or another private application.

Running these commands manually can make it difficult to tell which repair changed the system. Fix 8: Update drivers only when the error points to hardware software
controllermanager.dll is associated by name with controller-management test tools, but that does not prove a controller driver is the cause. Update drivers only when the application crashes when a controller is connected, Device Manager reports an error, or the application’s documentation identifies a driver requirement.
Check Device Manager
- Right-click Start.
- Select Device Manager.
- Expand Human Interface Devices, Xbox Peripherals, Sound, video and game controllers, and Universal Serial Bus controllers.
- Look for a yellow warning icon.
- Right-click the affected device.
- Select Properties.
- Read the Device status message on the General tab.
- Select Driver to review the provider and date.
- Use Update Driver → Search automatically for drivers.
- Restart Windows and test the application.
If the problem began after a driver update, open the device’s Properties → Driver tab and select Roll Back Driver when available.
For a controller-specific issue, disconnect unnecessary USB devices, reconnect the controller directly to the computer, and test without third-party controller remapping software.
Manually identifying the correct driver versions can mean checking several hardware IDs and vendor packages. Outbyte Driver Updater can scan for outdated drivers, while driver installation through its full version is optional; use the hardware manufacturer or Windows Update when you prefer to manage drivers manually.
Why regsvr32 usually does not apply
regsvr32 is not a general DLL repair command. It is intended for COM DLLs that provide a self-registration entry point called DllRegisterServer.
There is no verified evidence that ControllerManager.dll is a self-registering COM component. Running a command such as this is therefore not an appropriate first-line repair:
regsvr32 controllermanager.dll
It may report that the entry point is missing, that the module could not be loaded, or that the architecture is incompatible. Even if registration succeeded, it would not restore a deleted file or repair the rest of the game installation.
Use regsvr32 only when the software vendor specifically instructs you to register that exact DLL and provides the correct architecture-specific command.

Do not download the DLL separately
Random DLL download sites are unsafe and unreliable. A downloaded file may contain malware, belong to a different build, have the wrong architecture, or be modified. Even a clean file may not fix the root cause because the executable, dependent DLLs, configuration, and launcher files could also be damaged.
Do not:
- Copy the file into
System32. - Copy it into
SysWOW64. - Replace a game file with one from another version.
- Use a registry cleaner.
- Disable antivirus protection globally.
- Register the file without vendor instructions.
Use the official Steam or application launcher to restore the file. For Windows components and runtimes, use Microsoft documentation and Microsoft download pages.

If the file is in a suspicious location
Inspect the file’s location before trusting it.
- Right-click the error’s related shortcut or executable.
- Select Open file location.
- Right-click the executable and choose Properties.
- Review the Digital Signatures tab when present.
- Check the Details and Location tabs.
- Scan the file with Windows Security.
A legitimate copy should be associated with the application that is requesting it. An unsigned DLL in a newly created temporary or user-writable directory deserves additional investigation. A reported hash from an untrusted archive is not proof of authenticity. Prefer the copy restored by the official application distribution.

- Run DISM and SFC only when broader Windows corruption is suspected.
If Steam reports that verification succeeded but the error remains, a shortcut, overlay, second installation, mod, compatibility wrapper, or different executable may be loading another copy of the file.
FAQ
Is controllermanager.dll a Windows system file?
It is not established as a standard Windows system DLL. Treat it as an application-private component unless the affected software’s vendor documents otherwise.
Is it part of Visual C++ Redistributable?
There is no verified evidence that Visual C++ Redistributable installs this file. Install that runtime only when the error names a Visual C++ component or the application’s official requirements call for it.
Why is Call of Duty: Ghosts often involved?
The game’s Steam files contain ControllerManager.dll, making it the strongest known public association. The file could also have been distributed with other software, so identify the actual parent executable on the affected computer.

No. Restore it to the application’s own directory through Steam or the official installer.
Can SFC fix it?
Usually not if the file belongs to a game. SFC repairs protected Windows files, not arbitrary files in application folders.
What if the message says “specified module could not be found”?
The named DLL may exist while one of its dependencies is missing. Repair the complete application installation and check the required x86 or x64 prerequisites.
What if the file is 64-bit but my application is 32-bit?
The architectures are incompatible. Restore the version supplied by the application and confirm that the executable and DLL come from the same installation and build.
Should I register it with regsvr32?
Not unless the software vendor specifically says it is a self-registering COM DLL. There is no verified reason to register ControllerManager.dll as a routine repair step.
What is the safest first action?
Identify the program producing the error, then use that program’s official verify, repair, or reinstall function. For a Steam game, verify the game files before attempting Windows-wide repairs.
