cpuperf.dll is a legacy application DLL associated with TOSHIBA Power Saver, not a normal Windows component. When Windows reports that cpuperf.dll was not found, TPSMain.exe or another Toshiba utility is usually starting without one of the files it needs.
You may see messages such as:
- “This application failed to start because CpuPerf.dll was not found.”
- “TPSMain.exe – Unable to locate component”
- “MAIN.exe … CpuPerf.dll was not found”
- “The application has failed to start because cpuperf.dll could not be loaded.”
The safest repair is to reinstall the complete Toshiba Power Saver package for the exact laptop model and Windows version. Do not download the DLL by itself or treat it like a Visual C++, DirectX, .NET, or Windows system file.
1. Identify the Toshiba program that is calling cpuperf.dll
Time needed: 5–10 minutes
The error may appear during startup even when you are not actively using a Toshiba control panel. That happens because TPSMain.exe can be configured as a startup component. It loads Toshiba’s power-management functions, which may include CPU power profiles, battery behavior, and related hotkey integration.
To identify the startup entry:
- Press Ctrl+Shift+Esc to open Task Manager.
- Select Startup apps.
- Look for entries containing TOSHIBA, Power Saver, Hotkey, or TPS.
- Right-click a suspicious entry and choose Open file location.
- Check whether the folder contains
TPSMain.exeor other Toshiba utilities.
You can also inspect the installed programs:
- Press Windows key+R.
- Type
appwiz.cpland press Enter. - Look for TOSHIBA Power Saver or a similarly named Toshiba utility.
- Note whether it is present, partially installed, or absent.
A historical Toshiba installation commonly placed cpuperf.dll with other Toshiba files, sometimes under C:WindowsSystem32. That location alone does not prove that the file belongs to Windows. Older third-party applications also stored their components there.

2. Reinstall Toshiba Power Saver for the exact laptop
Time needed: 15–30 minutes
This is the most likely fix because the missing file belongs to the application that installed it.
First identify the laptop model. Check the label on the underside, the original documentation, or:
- Press Windows key+R.
- Type
msinfo32and press Enter. - Read System Manufacturer and System Model.
Then obtain the Toshiba utilities from the manufacturer’s official support and downloads portal or from the laptop’s original recovery media. Search using the complete model number, not just “Satellite,” “Tecra,” or “Satellite Pro.”
Choose a package that matches:
- The exact laptop model
- The installed Windows release
- The system architecture where the package offers separate choices
- The original Toshiba utility family
Before installing:
- Open Settings.
- Select Apps and then Installed apps, or Apps & features on older Windows 10 builds.
- Remove the damaged Toshiba Power Saver entry if it is listed.
- Restart Windows.
- Run the Toshiba installer as an administrator by right-clicking it and selecting Run as administrator.
- Restart again after installation.
Some older Toshiba packages depend on related Hotkey or system-control components. If the installer instructions specify an order, follow that order. Do not copy a Hotkey file or cpuperf.dll from another Toshiba model. The correct dependency sequence varies by model and Windows release.

After restarting:
- Open Task Manager with Ctrl+Shift+Esc.
- Check whether the startup error has disappeared.
- Open the Toshiba power-management utility if it has a shortcut.
- Test available power profiles or Toshiba-specific controls.
If the error remains, uninstall the Toshiba package again, restart, and install the model-specific version rather than repeatedly replacing individual DLLs.
3. Remove Power Saver if you no longer need it
Time needed: 10–15 minutes
On a newer Windows installation, an old Toshiba power utility may be unnecessary. If the laptop’s normal Windows power controls work and you do not need Toshiba-specific profiles or hotkeys, removing the utility is often cleaner than preserving a discontinued startup component.
To uninstall it:
- Press Windows key+I.
- Select Apps.
- Open Installed apps on Windows 11 or Apps & features on Windows 10.
- Search for TOSHIBA Power Saver.
- Select the three-dot menu or the program name.
- Choose Uninstall and complete the wizard.
- Restart the computer.
If it does not appear in Settings:
- Press Windows key+R.
- Type
appwiz.cpl. - Press Enter.
- Select the Toshiba utility.
- Choose Uninstall.
If the startup message continues after removal, open Task Manager, select Startup apps, and disable the leftover Toshiba entry. Do not delete random files from System32 or the application directory.
If uninstalling fails
A damaged installer record can prevent removal. Restart Windows and try Control Panel again. If that still fails, use Microsoft’s Program Install and Uninstall troubleshooter to remove the broken entry, then reboot before installing a clean, model-specific package.

Security software can remove or quarantine an application component after a detection. That does not prove the file was malicious, and it does not prove that restoring it is safe.

In Windows Security:
- Open Settings.
- Select Privacy & security.
- Choose Windows Security.
- Select Virus & threat protection.
- Open Protection history.
- Review detections involving
cpuperf.dll,TPSMain.exe, or the Toshiba installation folder.
Restore the file only if all of these conditions are true:
- The file belongs to the genuine Toshiba installation.
- Its path matches the installed Toshiba package.
- The laptop is otherwise trusted and has no unexplained malware symptoms.
- You are restoring the complete application, not relying on an isolated DLL.
If Microsoft Defender detects the file again immediately, stop restoring it. Reinstall the Toshiba package from a trusted manufacturer source and run a full security scan. Do not add a suspicious file or folder to exclusions merely to suppress the warning.
5. Repair Windows components as a secondary check
Time needed: 15–45 minutes
DISM and SFC repair Windows components and protected system files. They normally will not recreate a missing Toshiba DLL, so this is not a replacement for reinstalling Power Saver. It is useful when the error appeared alongside other Windows failures, update problems, or damaged system components.

First install pending updates:
- Open Settings.
- Select Windows Update.
- Choose Check for updates.
- Install available updates.
- Restart the computer.
Then open an elevated Command Prompt:
- Open the Start menu.
- Type Command Prompt.
- Right-click it and choose Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to finish. Then run:
sfc /scannow
Restart Windows when both commands finish.
A message saying that SFC found no integrity violations does not rule out a missing cpuperf.dll. It only means Windows did not find damage in the protected system files it checks. Return to the Toshiba reinstall or uninstall steps if the startup error remains.

6. Update related Toshiba drivers only when the model requires them
Time needed: 15–30 minutes
Power Saver may interact with Toshiba Hotkey, chipset, ACPI, or system-control software. This does not mean that a generic driver update will restore cpuperf.dll. Install related drivers only when the exact Toshiba package instructions call for them.
To inspect the current hardware state:
- Right-click the Start button.
- Select Device Manager.
- Expand System devices, Batteries, and Human Interface Devices.
- Look for warning icons.
- Right-click a relevant device and select Properties.
- Read the General and Driver tabs.
Do not use Device Manager’s Update driver option to install a loose DLL. Drivers and application DLLs are different components. Windows Features also has no feature that installs cpuperf.dll; enabling .NET, legacy DirectPlay, or other optional features is not supported by the evidence for this error.

If the exact Toshiba driver package is difficult to identify among many old downloads, Outbyte Driver Updater can scan for reported driver issues and identify outdated entries; the driver installation is handled by the full version, while the Toshiba model-specific package remains the right source for Power Saver dependencies.
7. Do not register or copy cpuperf.dll manually
Time needed: 1 minute
Do not run:
regsvr32 cpuperf.dll
regsvr32 is intended for DLLs that expose COM/OLE registration procedures such as DllRegisterServer. There is no evidence that cpuperf.dll is such a component. Registration does not restore a missing file, repair its dependencies, or recreate the Toshiba installation.
Also avoid:
- Copying the file from another Toshiba laptop
- Copying it from an unrelated application folder
- Placing it manually in
System32 - Placing it beside an executable without reinstalling the program
- Downloading it from random DLL websites
An isolated replacement may have the wrong version, architecture, dependencies, or security status. It can also leave the Toshiba installer unaware that the component is missing. Use the complete Toshiba package or uninstall the utility.

- Type:
rstrui.exe
- Press Enter.
- Choose Next.
- Select a restore point dated before the first
cpuperf.dllerror. - Select Scan for affected programs if available.
- Review the changes.
- Select Finish and allow Windows to restart.
System Restore does not normally remove personal documents, but it can roll back programs and drivers. If no suitable restore point exists, back up important files before considering OEM recovery or a clean Windows installation.

The precise version, size, checksum, and architecture of cpuperf.dll are not authoritatively established across Toshiba models. Treat historical 32-bit-era information as a clue, not a reason to force a 32-bit file into a 64-bit Windows directory. A 64-bit edition of Windows can run many 32-bit applications, but the application’s complete installer must supply the correct files and dependencies.

Is cpuperf.dll part of Windows?
No. It is associated with TOSHIBA Power Saver and should not be treated as a Windows-protected system DLL.
Why does TPSMain.exe request it at startup?
