cw3240mt.dll Is Missing: Rebuild the Borland App Safely

If cw3240mt.dll is missing, Windows cannot start the older application that depends on it. This file is associated with Borland C++Builder 3.0, so the safest fix is to repair or reinstall the parent program rather than copy a random DLL into a Windows folder.

Which fix applies to you?

Use the path that matches what happened:

  • The error appeared after installing or copying an old program: reinstall that program from its original installer.
  • The program worked until an update, cleanup, or migration: check whether the DLL was deleted or quarantined.
  • The application is still installed: use its Repair, Change, Verify, or Scan files option if available.
  • The message says cp3240mt.dll, not cw3240mt.dll: do not substitute one file for the other.
  • The file exists but Windows reports an entry-point, access-violation, or “not designed to run on Windows” error: reinstall the complete application runtime.
  • Several Windows applications are failing: check Windows component health with DISM and SFC, but do not expect those tools to recreate this third-party Borland file.
  • The program is extremely old: restore its original folder structure and test Windows compatibility settings after reinstalling.

The exact application cannot be identified from the DLL name alone. Start by recording the program name shown in the error window, its shortcut name, and the folder containing its executable.

What is cw3240mt.dll?

cw3240mt.dll is an old 32-bit Borland C++Builder runtime DLL. Its commonly reported description is Dynamic Link Run Time Library, and its product association is Borland C++Builder 3.0 from Borland International.

It is:

  • A third-party application component
  • A legacy 32-bit runtime
  • Not a Windows system file
  • Not part of Microsoft Visual C++ Redistributable
  • Not a DirectX, .NET, or Windows Media Player component
  • Not normally expected in C:WindowsSystem32 or C:WindowsSysWOW64

There is no known 64-bit cw3240mt.dll variant. A 64-bit installation of Windows can still run many 32-bit applications, so the important question is the architecture of the application, not simply whether Windows is 64-bit.

The mt suffix is associated with a multithreaded Borland/C++Builder runtime. That does not make the file interchangeable with a similarly named runtime from another C++Builder generation.

Public file listings sometimes show version and size information for this filename, but those values are not confirmed by a current primary vendor redistributable. Use the file properties from the affected program or its installer instead of treating third-party metadata as authoritative.

Fix 1: Repair or reinstall the parent application

This is the most likely solution because the DLL belongs to an application’s installation, not to Windows.

Find the application

  1. Read the full error window and note the program name.
  2. Right-click the program’s shortcut.
  3. Select Properties.
  4. Check the Target field on the Shortcut tab.
  5. Note the executable name and installation folder.
  6. Close the Properties window without changing the target.

If the error appears after launching a game, editor, utility, or business program, the parent application is the one that needs repair. Do not search Windows folders first.

Use the application’s repair option

On Windows 11:

  1. Open Settings.
  2. Select Apps.
  3. Select Installed apps.
  4. Find the affected application.
  5. Select the three-dot menu beside it.
  6. Choose Advanced options, if available.
  7. Select Repair.
  8. Start the application again.

Some desktop programs instead offer Modify, Change, or Repair:

  1. Press Windows + R.
  2. Type appwiz.cpl.
  3. Press Enter.
  4. Select the affected program.
  5. Choose Repair, Change, or Modify.
  6. Follow the installer prompts.
  7. Restart Windows if the installer requests it.

A successful repair should restore the application’s matching runtime files beside the executable or in the program’s intended runtime directory. Launch the program from its normal shortcut afterward rather than opening a copied executable from another folder.

Reinstall from trusted original media

If no repair option exists:

  1. Open Settings → Apps → Installed apps.
  2. Locate the affected program.
  3. Select its three-dot menu and choose Uninstall.
  4. Restart Windows.
  5. Use the original installer, installation disc, publisher-provided package, or trusted organizational software archive.
  6. Install the complete application using its default folder.
  7. Start it from the new shortcut.

For very old software, do not copy only the main .exe file to another computer. The installer may include several Borland runtime files, configuration files, libraries, and folder relationships that the executable expects.

If the installer offers optional runtime, compatibility, or shared-library components, keep the default runtime selections unless the application’s own documentation says otherwise.

Run the program as administrator only when needed

Some old applications expect to write configuration data inside their installation folder.

  1. Right-click the application shortcut.
  2. Select Properties.
  3. Open the Compatibility tab.
  4. Select Run this program as an administrator.
  5. Select Apply, then OK.
  6. Launch the program.

Administrator mode does not replace a missing DLL. It only helps when the program has the required files but cannot access its folder or write required settings.

Fix 2: Check whether antivirus quarantined the file

Security software can remove an old runtime when its behavior or age triggers a detection. Do not disable protection simply to force the program to run.

Check Windows Security

  1. Open Start.
  2. Type Windows Security.
  3. Open it.
  4. Select Virus & threat protection.
  5. Select Protection history.
  6. Review recent detections.
  7. Look for the application name, its installation folder, or cw3240mt.dll.

Restore the file only when all of these conditions are met:

  • You recognize the parent application.
  • The application came from a trusted original source.
  • The detection clearly relates to the expected runtime.
  • You have checked the installer or installation package.

Microsoft warns that allowing or restoring a file can create a security risk. If the file is quarantined again, do not repeatedly bypass protection. Obtain a clean copy of the complete application installer and scan it before installation.

After restoring a file, reinstalling the application is still preferable because it verifies that the runtime belongs to the correct application build.

Fix 3: Check the filename carefully

A crucial source of confusion is the difference between:

  • cw3240mt.dll
  • cp3240mt.dll

These are different filenames. One must not be renamed to the other, and copying one in place of the other can create a new loader failure.

Historical C++Builder 3 runtime packages commonly list CP3240MT.DLL together with files such as VCL35.BPL and BORLNDMM.DLL. That does not prove that every application using Borland C++Builder shipped an identical set of binaries.

Check the exact message:

  1. Select the filename in the error dialog, if possible.
  2. Copy it into Notepad.
  3. Compare every character, including the second letter.
  4. Check whether the message names another file in the same launch attempt.
  5. Inspect the original installer or application support files for the exact required name.

If the error really says cp3240mt.dll, follow the application’s repair path for that file. Do not download cw3240mt.dll as a substitute.

Fix 4: Restore the original installation folder structure

Some older applications expect runtime files beside the executable. Moving only the executable, renaming its folder, or launching it from a temporary directory can break those assumptions.

  1. Right-click the application shortcut.
  2. Select Properties.
  3. Read the Target path.
  4. Select Open File Location if the option is available.
  5. Confirm that the executable is in the original application directory.
  6. Look for cw3240mt.dll in that directory and its normal subfolders.
  7. Start the program using the original shortcut.

If you moved the application manually, move the complete original folder back to its previous location. If you do not know which files belong together, reinstalling is safer than assembling the folder manually.

Do not copy the DLL into System32 or SysWOW64. Those folders are Windows-managed locations, and placing an old third-party runtime there can cause version conflicts or make another program load the wrong binary.

Fix 5: Reinstall the complete matching runtime

A file can exist and still fail if it is corrupted, mismatched, or missing a companion library. Symptoms include:

  • Entry-point not found
  • Access violation
  • The application crashes immediately
  • The file is “not designed to run on Windows”
  • A side-by-side or dependency error
  • The program starts only after replacing files from another installation

The correct response is not to replace one DLL with a similarly named file from a different source.

  1. Uninstall the affected application.
  2. Restart Windows.
  3. Remove only the remaining application folder if the uninstaller leaves it behind and you have backed up needed data.
  4. Install from the original trusted package.
  5. Allow the installer to restore all bundled Borland runtime files.
  6. Start the application from its new shortcut.

If the program was developed internally, ask the developer to redistribute the exact matching runtime legally or rebuild the application with an appropriate runtime-linking arrangement. A random replacement file cannot establish that the application and runtime belong to the same build.

Fix 6: Use compatibility settings for very old software

A legacy Borland application may depend on old installers, permissions, 32-bit components, or assumptions that no longer hold on Windows 10 or Windows 11.

  1. Right-click the application executable or shortcut.
  2. Select Properties.
  3. Open Compatibility.
  4. Select Run compatibility troubleshooter.
  5. Follow the prompts.
  6. Test the recommended settings.
  7. Apply them only if the application improves.

You can also enable Run this program as an administrator from the same tab when the application requires it.

Compatibility settings cannot manufacture cw3240mt.dll. Use them only after restoring the complete application. If the program depends on an obsolete driver, 16-bit installer, protected hardware device, or incompatible component, the publisher may need to provide an updated build or a supported environment.

Fix 7: Check Windows components with DISM and SFC

DISM and SFC are useful when Windows itself is damaged, but they are secondary checks for this error. They generally will not recreate a third-party Borland runtime that was never part of Windows.

Run DISM

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for the operation to finish.
  2. Restart Windows if requested.

Run System File Checker

Open an elevated Command Prompt again and run:

sfc /scannow

Wait until verification reaches 100 percent. Then restart Windows and test the application.

If SFC reports that it repaired files, that addresses protected Windows resources. It does not confirm that cw3240mt.dll was restored. If the application still reports the same missing file, return to the parent application’s installer.

Running these commands repeatedly without recording what changed makes troubleshooting harder. Fix 8: Do not use regsvr32 for this missing runtime

Do not run:

regsvr32 cw3240mt.dll

or:

regsvr32 /u cw3240mt.dll

merely because the file is missing.

regsvr32 is intended for DLLs that provide registration exports such as DllRegisterServer, commonly used by certain COM or ActiveX components. A Borland runtime used for normal application linking does not become fixed through registration.

Use regsvr32 only if the application’s own documentation explicitly identifies this particular DLL as a COM or ActiveX component and provides registration instructions. Otherwise, the repair is file restoration through the original application installer.

Fix 9: Update drivers only when the application depends on one

A graphics, chipset, storage, or input driver normally does not install cw3240mt.dll. Updating drivers is therefore not the first fix for this filename.

Consider a driver check only when:

  • The application also reports a graphics or hardware initialization failure.
  • The error began after a hardware change.
  • Device Manager shows a warning icon.
  • The parent application is a game or utility that depends on a specific device.

To check Device Manager:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand categories such as Display adapters, Sound, video and game controllers, or System devices.
  4. Look for a yellow warning icon.
  5. Right-click the affected device.
  6. Select Update driver.
  7. Choose Search automatically for drivers.
  8. Restart Windows if a driver is installed.

For a clean reinstall, download the driver from the computer, motherboard, graphics-card, or device manufacturer, uninstall the existing package only when the manufacturer instructs you to, and install the matching Windows architecture.

Why random DLL downloads are a bad fix

Avoid websites offering standalone copies of cw3240mt.dll. A file with the correct name may have:

  • The wrong build
  • Different exports
  • The wrong architecture
  • A different language or packaging history
  • Corruption
  • Unwanted or malicious content

Even a clean-looking DLL may not fix the application if it also needs VCL35.BPL, BORLNDMM.DLL, or other matching runtime files. The safe source is the original application installer, its repair package, its launcher verification feature, or support from the application publisher.

There is no current Microsoft redistributable that installs this Borland file. Installing Visual C++ Redistributables, DirectX, or .NET merely because the missing item ends in .dll is unrelated unless the error names a Microsoft runtime such as MSVCR*.dll, MSVCP*.dll, or VCRUNTIME*.dll.

Advanced checks when the error persists

Confirm which executable is launching

The same program may exist in multiple folders.

  1. Right-click the shortcut.
  2. Select Properties.
  3. Record the Target path.
  4. Select Open File Location.
  5. Confirm that this is the installation you repaired.
  6. Remove or rename stale shortcuts only after confirming they are not needed.

A launcher may also start a different executable than the one you tested directly. Use the launcher’s Verify, Repair, or Scan files feature if present.

Check for a mismatched copy

If the file exists, do not assume it is correct. Compare the file’s location with the executable that reports the error. A copy in another application folder may be loaded first because of the program’s search path.

The cleanest correction is a complete reinstall into the intended directory, not copying files between applications.

Consider architecture and obsolete dependencies

A 32-bit application can run on 64-bit Windows, but it still needs its 32-bit dependencies. A “not designed to run on Windows” message can indicate corruption, wrong architecture, or an incompatible dependency. It does not prove that Windows itself is broken.

If the application is 16-bit or its installer requires obsolete components, modern 64-bit Windows may not support the original setup process. Try the publisher’s compatibility instructions or install from a newer supported package if one exists.

What to tell application support

Provide these details:

  • The exact filename from the error
  • The complete error wording
  • The application name and version, if known
  • The executable’s installation path
  • Whether the program was moved, updated, cleaned, or copied
  • Whether antivirus quarantined a file
  • Whether the file exists beside the executable
  • Whether the message names cw3240mt.dll or cp3240mt.dll
  • Whether reinstalling the complete application changed the error
  • Whether the failure is missing-file, entry-point, side-by-side, or access-violation related

This lets support identify the correct Borland runtime package instead of sending an unrelated DLL.
