No for standard Incense: it can attract Pokémon while you stand still, though moving makes it more effective. Yes for Daily Adventure Incense: it only attracts Pokémon while you are moving in the real world.
Does standard Incense work if you stand still?
Yes. Niantic describes standard Incense as an item that lures Pokémon to your location and says it is “more effective at attracting wild Pokémon if you are moving.” Movement improves its effect; it is not stated as a requirement for standard Incense to work. Standard Incense typically lasts 60 minutes, but events and other circumstances can change its duration, so check the item or event details when timing matters.
Does Daily Adventure Incense require walking?
Daily Adventure Incense has a stricter condition: Niantic says it lasts 15 minutes and attracts Pokémon only while you are moving in the real world. Its duration and movement rule are stated in Niantic’s Incense help page.

Niantic says Daily Adventure Incense is added to your Item Bag daily, subject to restrictions if you already have one or if the local-time availability window is near midnight. If it is not available, check the in-game Item Bag and the official help page for the current conditions.
What counts as moving, and what if no Pokémon appear?
Niantic describes movement as walking, running, or using a wheelchair. Its guidance warns players not to play while driving or traveling at high speeds. See How do I move my avatar?

If Daily Adventure Incense is active but Pokémon are not appearing, Niantic’s FAQ says movement is key and recommends exploring a larger space. It does not promise a particular spawn frequency or specify a minimum speed, so movement does not guarantee a Pokémon at a fixed interval. See What are Incense?

Incense affects the Trainer who activates it. A Lure Module is attached to a PokéStop and can benefit other nearby Trainers; its duration may vary. Choose Incense for an effect centered on your own character, or a Lure Module when you are using a PokéStop. Niantic outlines these item effects in Types of Items and their Effects.
