No—not as a blanket rule. Apple’s current App Review Guidelines expressly contemplate retro-console and PC emulator apps. They can even offer games for download, provided they meet Apple’s privacy, safety, legal, metadata, age-rating and platform-access requirements. That is different from unrestricted permission to distribute every general-purpose operating-system virtual machine.
The claim that Apple’s retro-gaming policy “prohibits OS emulators” is therefore false or materially misleading. A limited DOS or Linux emulator can fit Apple’s rules; a full-featured modern Windows virtual machine remains a case-by-case proposition.
What Apple’s current rule actually says
The relevant provision is App Review Guideline 4.7, titled “Mini apps, mini games, streaming games, chatbots, plug-ins, and game emulators.” It expressly mentions retro game console and PC emulator apps and says they can offer games for download.

Guideline 4.7 also requires, among other things:
- compliance with Apple’s privacy requirements;
- filtering for objectionable content;
- reporting and abuse-blocking tools where applicable;
- compliance with Guideline 3.1 for digital goods and services;
- Apple’s prior permission before exposing native platform APIs or technologies to offered software;
- an index and metadata for offered software, including universal links; and
- identification and age restrictions for software exceeding the app’s rating.

“OS emulator” is not one precise category
Apple does not use “OS emulator” as a single technical category. The phrase can describe very different products:
Console emulators
These reproduce hardware such as the NES, Super NES, Game Boy, Nintendo 64 or Nintendo DS so that compatible games can run. Delta is a prominent App Store example. Its listing describes support for those Nintendo systems and requires iOS 14 or later or iPadOS 14 or later. See the Delta App Store listing.
PC and legacy-system emulators
These reproduce an older computer environment to run software such as DOS applications or games. They may emulate a processor and devices in software instead of relying on hardware virtualization.
Virtual machines and modern operating systems
A virtual machine runs a guest system such as Linux or Windows, often using hardware-assisted virtualization. It may also need dynamic binary translation, just-in-time compilation (JIT), hypervisor access, USB passthrough or other host-device capabilities. Those requirements create different technical and review questions from a console emulator.

So “Apple allows emulators” is too broad, but “Apple prohibits OS emulators” is also too broad. The useful question is what the app runs, how it executes guest code and which iOS capabilities it needs.
What UTM demonstrates
UTM’s official iOS documentation is strong evidence against a total ban on operating-system emulation. Its UTM SE build is a reduced-feature version available through the App Store and alternative marketplaces in supported locations. It has no JIT, uses a slower interpreter and can run older systems such as DOS and Alpine Linux.

The distinction matters: Apple-approved distribution can accommodate a constrained legacy-OS emulator without promising the JIT, hypervisor or USB features found in other builds. UTM’s details are documented at UTM’s iOS installation page.
Can an emulator download ROMs or games?
Guideline 4.7 says qualifying retro-console and PC emulator apps can offer to download games. That is broader than merely letting users import files manually.

It is not a copyright exemption. The emulator is one piece of software; each ROM, game, operating-system image or application is separate software. Apple places responsibility for offered software on the developer, and the developer must comply with applicable law. A service hosting unauthorized copyrighted ROMs can therefore create both legal and App Review problems.

Whether a person may make or use a personal backup of software they own depends on the law where they live. Apple’s guideline does not settle that jurisdiction-specific question.
Why a full OS virtual machine may still face limits
Apple’s public guideline does not publish a complete pass/fail chart for every emulator. A full-featured OS virtual machine may encounter problems when it:
- depends on JIT or other dynamic code generation that is difficult to support under the chosen distribution method;
- requires private or restricted entitlements, including hypervisor access;
- exposes host-device capabilities to arbitrary guest software;
- lacks the required catalog, metadata, universal links or age controls for downloadable software;
- distributes copyrighted operating-system images or applications;
- does not provide adequate content moderation, reporting or abuse controls; or
- looks more like an unrestricted software marketplace than a focused emulator.
These are practical review and engineering risks, not a published statement that all modern OS virtualization is forbidden. Apple retains discretion over platform API access, safety, legality and quality.
Distribution route changes what users can install

Apple’s support page says alternative app distribution is available in the European Union, Japan and Brazil as of its June 18, 2026 update. Apple warns that alternative-marketplace apps may stop functioning if the marketplace closes or is removed, and that Apple does not support them to the same extent as App Store apps. For the European Union, Apple describes notarization as a baseline review for apps distributed outside the App Store. It is not equivalent to full App Review. Apple also says an app can be installed from only one distribution channel at a time; switching channels requires deleting and reinstalling it. Details are in Apple’s EU DMA documentation.
The European Commission separately says developers can distribute retro-game emulators on iPhones and iPads under the DMA framework. That regional distribution change should not be confused with Apple’s global App Review wording, which itself mentions retro-console and PC emulators. See the European Commission developer portal.

Delta’s official guide says it is obtained from the App Store in non-EU countries and through AltStore PAL in EU countries. That is a distribution arrangement, not evidence that Apple bans emulators in the EU.
The App Store listing identifies Delta as free with optional in-app purchases and lists NES, Super NES, Nintendo 64, Game Boy, Game Boy Color, Game Boy Advance and Nintendo DS support. Availability, pricing and regional terms can change, so users should rely on the live listing and Delta’s guide at Delta’s distribution page.

Choosing a route as an iPhone or iPad user
Start with the App Store
This is the simplest route for ordinary retro gaming. Verify the developer, supported systems and minimum iOS or iPadOS version, and use the official listing rather than an unknown IPA site.

Consider an alternative marketplace only where supported
Alternative marketplaces can offer apps or versions unavailable through the App Store, but they have regional eligibility, separate policies and continuity risks. AltStore PAL is regional; its official site is altstore.io.
Use sideloading for technical projects
Sideloading may expose more capable builds, but it requires signing and trust management. UTM says free developer-account sideloading may require re-signing every seven days, while paid developer accounts may re-sign annually. Treat third-party certificate services as a security and continuity risk.
Understand the cost of jailbreaking
Jailbreaking can enable capabilities unavailable to constrained builds, but it may reduce security and stability, complicate updates and interfere with banking or other security-sensitive apps.

- Assuming “PC emulator” means a full modern Windows virtual machine.
- Confusing emulation with virtualization.
- Treating permission to offer games as permission to distribute unauthorized ROMs.
- Assuming EU alternative distribution applies worldwide.
- Equating notarization with App Store Review.
- Using a UTM App Store listing as proof that every UTM build has the same features.
- Relying on old 2024 coverage instead of the current Guideline 4.7 wording.
Verdict
The statement is misleading. Apple no longer has a blanket ban on emulators. Its current rules expressly allow qualifying retro-console and PC emulator apps, and UTM SE demonstrates that limited legacy operating-system emulation can be distributed through Apple-approved channels. Those rules do not guarantee approval for every general-purpose OS emulator, modern virtual machine, JIT-heavy build or hypervisor-enabled app.
