No. In Java Edition, a Netherite Upgrade Smithing Template can appear randomly in Bastion Remnant chests, but the guarantee of two templates applies to each Treasure Room Bastion Remnant—not every bastion.
Which bastions guarantee a template?
Mojang’s Java Edition 1.20 release notes say that every Treasure Room Bastion Remnant contains two Smithing Templates. The guarantee is for the Treasure Room variant; it does not mean every Bastion Remnant has a treasure room, or that every bastion chest contains a template.
What about other Bastion Remnant chests?
Mojang’s Java Edition 1.19.4 release notes state that Netherite Upgrade Smithing Templates can be found randomly in all Bastion Remnant chests. “Randomly” means a template is possible, not guaranteed, in those chests.
Can you reuse or duplicate the template?
A Smithing Template is consumed when used at a Smithing Table. If you find one, you can duplicate it rather than relying on another chest: combine the template with seven diamonds and one block of the material the template is made from to produce two copies. Mojang describes these use and duplication rules in its Java Edition 1.19.4 release notes and Java Edition 1.20 release notes.

Does the same guarantee apply in Bedrock Edition?
The cited statements are from Java Edition release notes. They do not establish whether Bedrock Edition has the same Treasure Room guarantee or count, so the two-template figure here is specifically supported for Java Edition.
