No—not between PC, Xbox consoles, and PlayStation. Bethesda Support says it cannot move Fallout 76 characters or progress between platforms. There is one limited exception: characters, progress, and in-game items are shared between Steam and the Xbox App for PC when both versions use the same Bethesda.net account. That exception does not include Xbox consoles.
What carries over between Fallout 76 platforms?
Bethesda Support’s answer to whether a character or progress can be transferred to a different platform is: “We do not have the capability to move characters or progress between platforms.” Bethesda Support’s transfer policy rules out general cross-save and character transfers between PC, Xbox consoles, and PlayStation.

In practical terms, linking a Bethesda.net account does not transfer a console character to PC or to a different console family. Buying Fallout 76 on another platform is not a way to continue with the same character there.
The PC storefront exception: Steam and Xbox App for PC
Fallout 76 characters, progress, and in-game items are available in both the Steam and Xbox App for PC versions when you use the same Bethesda.net account. This is a sharing case between two PC storefronts, not a bridge to Xbox consoles. Bethesda outlines the conditions and account-balance limits in its Steam and Xbox App for PC support article.

What does not transfer between the PC storefronts?
- Atoms: Bethesda says Atoms earned or purchased are available only on the platform where they were first received.
- Season Tickets: These do not transfer between Steam and the Xbox App for PC.
- Fallout 1st membership balance: This does not transfer between the two PC storefronts.
Cross-save is different from cross-play
Cross-save means that a character and its progress are shared; cross-play means players using different clients can join the same multiplayer game. Bethesda says Steam and Microsoft PC players can play together in all game modes, but that multiplayer support does not make their saves transferable to consoles. The official PC multiplayer support article addresses playing together, not general PC-to-console cross-play or cross-save.
What about moving between console generations?
Bethesda lists Xbox One, Xbox Series X/S, PlayStation 4, PlayStation 5, and qualifying PCs among the supported platforms in its Fallout 76 platform information. That list does not itself promise that a save moves between console generations. Bethesda’s transfer policy does not describe a general console-generation transfer, so do not assume a character carries over from one console generation to another based on the platform list alone.

Why do some players remember a Bethesda.net-to-Steam transfer?
In 2022, Bethesda published a FAQ for migrating libraries from its retired Bethesda.net Launcher to Steam. It said that linking Steam to the same Bethesda.net account preserved access to characters and progression during that specific PC launcher migration. The FAQ also discussed Atoms and season or challenge progress in the context of that move. It was a historical transition from one PC launcher to Steam—not a general transfer policy for PC, Xbox, and PlayStation.
