No. In vanilla Minecraft, Fortune does not increase the amount of ancient debris you get: a valid pickaxe drops the block itself. You need a diamond- or netherite-tier pickaxe to collect it; smelt the debris to make netherite scrap.
What Fortune does—and why it does not multiply ancient debris
Fortune is a pickaxe enchantment that can increase the drops from eligible blocks. Microsoft’s Bedrock documentation describes its general effect as “Increases the amount of blocks dropped,” but that does not mean every block produces extra items with Fortune (Microsoft Learn: Introduction to Enchantments).

Ancient debris drops itself when mined with a diamond or netherite pickaxe. Fortune does not change that drop, so using Fortune I, II, or III will not give you multiple blocks from one piece of debris (Minecraft Wiki: Ancient Debris).
What tool do you need to mine ancient debris?
Use a diamond- or netherite-tier pickaxe to collect ancient debris. A lower-tier or otherwise unsuitable tool will not drop the block. Minecraft’s official article on netherite scrap specifically says, “You’ll need a diamond pickaxe to successfully mine it” (Duncan Geere, Minecraft: Taking Inventory: Netherite Scrap, March 25, 2021).

What to do with ancient debris
Smelt ancient debris in a furnace or blast furnace to turn it into netherite scrap. The scrap is used in making netherite equipment. Minecraft’s official article describes finding debris and smelting it into netherite scrap (Minecraft: Taking Inventory: Netherite Scrap). The game’s background article describes ancient debris as containing small amounts of Netherite and notes that netherite tools, swords, and armor are among the game’s toughest equipment (Duncan Geere, Minecraft: Block of the Week: Ancient Debris, November 11, 2021).

This answer applies to vanilla Minecraft. Java and Bedrock can differ in ancient debris generation details, so a single mining level or generation range should not be assumed to apply to both editions (Minecraft Wiki: Ancient Debris). A mod, datapack, or server plugin may customize drops; consult its rules if you are not playing vanilla.
