Which changes are possible depends on the potion and edition.
What glowstone and redstone do

The Minecraft Wiki’s Brewing and Potion references describe these as different modifications. A strengthened potion often lasts less time, and an extended potion generally cannot also be strengthened: redstone and glowstone are not normally added one after the other to the same potion.
How to extend a potion’s duration
- Place the potion you want to modify in a brewing stand.
- Add redstone dust as the brewing ingredient.
- Check the resulting potion’s name and effect; only supported potions receive a duration change.
Use glowstone instead when you want a more potent version of a potion whose effect can be enhanced. The exact duration and whether a specific recipe works can depend on the potion and edition, so check a current recipe reference for the edition you play rather than assuming a universal time.
Why the rule is not universal
Some potion effects have no duration parameter, while others have no stronger level to trade against a longer duration. Those exceptions mean the usual choice between strength and duration does not apply identically to every potion. The recipe and result for the particular potion are decisive.
