Yes. Steam issues refunds for eligible purchases. For a standard game, Valve’s policy says it will refund a title requested within 14 days of purchase if it has been played for less than two hours. Both conditions matter; if you miss either, you can still ask Steam to review the request, but approval is not guaranteed.
When does Steam refund a game?
Valve’s Common Refund Questions states that a game must meet both parts of the standard test:

- Submit the request within 14 days of purchase.
- Have less than two hours of playtime.
Steam counts online, offline, and shared-library playtime. If you are outside either limit, Steam still lets you submit a request for review, but that is an exception request, not a promise of a refund. The FAQ describes purchases significantly outside the 14-day period as ineligible.
How to request a Steam refund
- Go to Steam Support and sign in.
- Open Purchases and select the transaction.
- Choose the issue that best describes the problem, then select “I’d like to request a refund.”
- Complete and submit the form. Choose Steam Wallet or the original payment method if the form makes both available.
Steam says it sends a confirmation email after submission and another when the request has been processed. If the purchase does not appear in the Purchases list, Steam’s request guide says it is too far outside the refund window to request a refund through that flow.

How long does a Steam refund take?
Approval and receipt of the money are separate steps. Steam says an approved refund can take up to seven days to appear. Approved Steam Wallet credit may arrive in 24–48 hours; international payment methods can take longer. The actual timing for an original payment method depends on the provider.
If Steam approves the refund within 24 hours of purchase, it may cancel the original transaction rather than issue a distinct credit. Your bank may then need time to confirm it did not receive the funds and release the authorization hold, so the transaction may simply disappear rather than show up as a refund.

Rules for other Steam purchases
The standard game rule does not cover every purchase type. Check the relevant policy before assuming the same eligibility test applies.
In-game purchases
For games developed by Valve, an in-game purchase may be refunded within 48 hours if the item has not been consumed, modified, or transferred. Third-party developers can opt in to refunds on the same terms. Steam indicates at purchase whether an in-game item is eligible. See Valve’s refund FAQ.

Pre-orders and Advance Access
A pre-order can be refunded any time before the game releases. After release, the standard 14-day and under-two-hour conditions apply, with the 14-day clock starting on the release date. If you bought the pre-order more than six months before requesting a refund, the original payment method may no longer be available, though Steam Wallet credit may still be requested. For a pre-purchase that includes Advance Access, Steam says you can request a refund before Advance Access begins; the standard 14-day period still starts on the official release date. Advance Access means an opportunity to play before release, not a development model like Early Access. See Steam’s Advance Access FAQ.

Gifts
For a redeemed gift, the recipient must initiate the refund and approve removing the purchase from their account before the purchaser submits the request. The gift is subject to the 14-day and under-two-hour conditions. Steam explains the steps in its gift refund FAQ.
Hardware
Steam Deck and Valve Index are covered by a separate hardware refund policy. Do not apply the digital-game 14-day/two-hour test to hardware; check the current hardware terms for your region and order. Valve’s hardware warranty page directs customers to the separate refund policy but does not state the current return window.

DLC, bundles, and subscriptions
The standard rule above should not be assumed to apply to DLC, bundles, or recurring subscriptions. Check the terms shown for the specific purchase in Steam Support; the rules for these categories are not established by the general game-refund summary.

The request form may offer a choice, but available options depend on the transaction and payment support. Steam Wallet credit may arrive in 24–48 hours after approval; refunds to an original payment method can take longer, particularly for international methods. Neither option is guaranteed to be available for every purchase.
Can Steam deny refunds for frequent requests?
Steam says there is no fixed numerical cap on requests for eligible purchases. It reserves the right to revoke access to the refund feature if it believes someone is abusing the system. The rule is about misuse, not a stated limit on how many legitimate requests you can make. See Steam’s refund FAQ.
EU and UK withdrawal rights are separate
Steam’s voluntary refund policy is not the same as statutory withdrawal rights. For customers domiciled in the EU or UK, Steam describes a digital-content withdrawal period that expires 14 days after purchase or when downloading begins, whichever happens sooner; its voluntary policy may still allow a refund request. The same page describes a separate 14-day withdrawal period for hardware from physical possession. Consumer law can depend on location and circumstances, so consult Steam’s EU/UK withdrawal information and local guidance for your situation.
