Manfred is the Salami Bandit and the operation’s organizer. Sophie helped recruit Boris, a bus driver who transported the salami through BearBus. When Sophie tried to report the scheme, Manfred held her captive in a bus. Eugene rescues her, then the player decides whether to arrest Manfred, Sophie, Boris, or more than one of them.
How the missing-lunch case leads to the Salami Bandit
Laura hires duck detective Eugene McQuacklin to find who is stealing lunches at BearBus. The apparent case against Freddy is a false lead: he picked up the wrong bag. The lunch theft points to a larger smuggling operation moving salami through the bus company. The game’s official Steam description frames its investigations around inspecting and interviewing suspects to uncover secrets.
Manfred organized the scheme
Eugene identifies Manfred as the Salami Bandit by comparing handwriting. Walkthrough accounts say Manfred turned to the operation after budget cuts affected his branch, seeking money for his family. That motive and the detailed plot account come from secondary walkthroughs, not developer commentary.
Sophie and Boris helped move the salami
Sophie, Manfred’s accomplice, used her former relationship with Boris to persuade him to join. Boris was a BearBus driver, and his bus routes provided a way to transport the salami. When Sophie tried to tell the police about the scheme, Manfred captured her and hid her in a BearBus vehicle. Eugene finds and frees her before bringing the employees together to explain the case.

The voucher scheme is a separate thread
Margaret gives vouchers to Rufus, who sells them illegally. Rufus learns about the salami operation and uses that knowledge to blackmail Manfred. This subplot intersects with the main mystery, but it does not change who the Salami Bandit is: Manfred is the organizer.
Who can you arrest?
At the finale, the player can choose to arrest one or more of Manfred, Sophie, and Boris. Their roles differ: Manfred organized the scheme, Sophie recruited Boris and participated, and Boris transported the salami using his work as a driver.
