Choose Havoc Rover when your team needs Rover to deal damage as its main DPS; choose Electro Rover when a support-oriented Rover fits the team better. Neither form is a universal winner: the better build depends on the job Rover needs to do, your available equipment, your teammates, and the game version.

These are third-party build recommendations, not official rankings or results from a controlled damage test. WuwaBuild’s guide labels for Rover forms and equipment are useful starting points, but should not be read as proof that one form deals more damage in every account or team.
Which Rover build should you use?
Choose Electro Rover for a support-oriented team slot
Electro Rover is the more natural choice when you want Rover to support the team’s damage rather than carry the main on-field damage role. WuwaBuild recommends Blazing Brilliance and five-piece Moonlit Clouds. Its suggested main stats are Crit Rate or Crit DMG on the 4-cost Echo, Electro DMG on both 3-cost Echoes, and ATK% on both 1-cost Echoes. The guide’s substat priority is Energy Regen until your needs are met, followed by Crit, ATK%, Skill DMG/ATK, and Liberation DMG.
Choose Havoc Rover when Rover is your main DPS
Havoc Rover is the clearer choice when Rover needs to lead damage. WuwaBuild recommends a five-piece Havoc Eclipse set, with Crit Rate or Crit DMG on the 4-cost, Havoc DMG on one 3-cost, Havoc DMG or ATK% on the other 3-cost, and ATK% on both 1-cost Echoes. The guide prioritizes Energy Regen until sufficient, then Crit, ATK%, ATK, Basic DMG, and Liberation DMG.

That role comes with a practical trade-off: Prydwen describes Havoc Rover as usable either as a main DPS or a burst-oriented dual DPS, while noting that the character can need substantial on-field time and has limited area damage outside cooldown nukes. Those observations are qualitative context, not a head-to-head performance result against Electro Rover. Prydwen’s Havoc Rover guide also emphasizes that performance depends on skill, playstyle, team, and combos.
How should weapons and Echo investment affect your choice?
Start with equipment you already own rather than treating a named weapon as a requirement. WuwaBuild lists Emerald of Genesis as an option for Electro Rover. For Havoc Rover, it lists Red Spring, Blazing Brilliance, Emerald of Genesis, and Somnoire Anchor. The guides’ weapon lists are recommendations; they do not establish that you need to obtain a particular limited weapon to make either form usable.

When comparing the two forms on your account, consider whether you can assemble a useful Echo set for the role you need. The recommended sets and main stats differ, so switching forms may mean changing more than the character’s element or combat style.
How do teammates and rotations change the decision?
Team examples vary across guides, so use them as candidates to check against your roster and current patch rather than as a single best-team list. Pocket Tactics includes Danjin and Shorekeeper among Havoc Rover options, and Chisa/Yangyang Xuanling and Xiangli Yao/Shorekeeper among Electro Rover options. Sportskeeda’s guide, modified October 3, 2026, discusses version 3.7 Electro Flare team options and notes that the appropriate Sonata depends on the team. Its advice differs from older or differently scoped build pages, which is a reason to check that a set recommendation still matches the mechanics and team you are using. For a practical decision, ask whether your rotation benefits more from a support-oriented Rover or from giving Rover an extended damage window. Havoc Rover’s on-field time can matter when another teammate also wants to stay active; Electro Rover may fit more naturally when the team’s damage plan needs Rover in a support role. No cited source establishes one universal rotation or best team for every roster.

Is one form objectively stronger?
The available guides do not establish a controlled Electro-versus-Havoc damage comparison. They recommend different roles, builds, and team contexts, so an unconditional claim that one form is stronger would overstate the evidence. Treat the recommendations as role-specific starting points and verify patch-sensitive set advice against the version you play.
