If Windows reports that ext-ms-win-profile-profsvc-l1-1-0.dll is missing, do not immediately download a replacement DLL. This name usually identifies a Windows API-set contract, so the real repair may belong to Windows, the affected application, or an incompatible installation.
Start with this diagnostic checklist
Before changing system files, record:
- The exact program or game that fails.
- The complete error message.
- Whether the error appears at launch, during installation, or after an update.
- Whether one application fails or several programs fail.
- Your Windows version and build. Press
Windows key + R, typewinver, and press Enter. - Whether the affected program is 32-bit or 64-bit, if its documentation or installer states this.
- Whether the problem began after a Windows update, rollback, disk-image restore, antivirus action, cleanup utility, or moving the application to another PC.
This information determines which repair path is appropriate.
What this filename actually means
ext-ms-win-profile-profsvc-l1-1-0.dll is associated with a Windows profile and user-profile API contract. Microsoft explains that API-set names are virtual aliases resolved by the Windows loader. That is why searching C:WindowsSystem32 or C:WindowsSysWOW64 may not find this exact filename. Its absence is not automatically evidence that Windows is damaged. The ext- prefix also identifies a contract that may not be present on every Windows edition.

Some third-party catalogues associate the name with an ApiSet Stub DLL and list historical Windows 8 and Windows 8.1-era entries. Those catalogue records are not a current, universal specification for Windows 10 or Windows 11. They also do not prove that you should download a matching file.
The error may be displayed as:
- “The program can’t start because ext-ms-win-profile-profsvc-l1-1-0.dll is missing from your computer.”
- “There was a problem starting ext-ms-win-profile-profsvc-l1-1-0.dll. The specified module could not be found.”
- “Error loading ext-ms-win-profile-profsvc-l1-1-0.dll.”
- “The code execution cannot proceed because ext-ms-win-profile-profsvc-l1-1-0.dll was not found.”
“The specified module could not be found” can also mean that a dependency of the application could not be loaded. The named API-set contract is not necessarily the damaged component.
Fix 1: Repair the affected application first
If only one program or game fails, start with that program. This is the fastest way to restore its own files, configuration, and dependencies.
Repair a Windows app
On Windows 11:
- Open Start > Settings.
- Select Apps > Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair.
- Start the application again.
Repair normally preserves the application’s data. If it does not help and the option is available, return to the same page and select Reset. Reset can remove application data, so use it only when appropriate.
On Windows 10, look under Settings > Apps > Apps & features, select the program, choose Advanced options, and select Repair or Reset when provided.
Repair a traditional desktop program
Some desktop installers provide their own repair function:
- Press
Windows key + R. - Type
appwiz.cpland press Enter. - Select the affected program.
- Choose Change, Repair, or a similarly named option.
- Complete the installer wizard.
- Restart Windows and test the program.
If no repair option exists, uninstall the program and reinstall it from the publisher’s official installer. Do not copy a DLL beside the executable unless the publisher specifically provides that file as part of its supported installation process.
For a game, open its launcher and use its file-verification or repair feature before reinstalling. In Steam, open Library, right-click the game, select Properties > Installed Files, and choose Verify integrity of game files. The wording can vary slightly with Steam updates.
A successful repair should remove the startup error without requiring a manually downloaded DLL. If the same error returns immediately, check whether the application supports your Windows release and processor architecture.
Fix 2: Check Windows Update, then repair Windows components
Use this path when several applications fail, Windows features are malfunctioning, or the error started after an interrupted update or rollback.

Install pending updates
On Windows 11:
- Open Start > Settings.
- Select Windows Update.
- Choose Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not insist on a restart.
- Open Windows Update again and repeat the check until no further updates are offered.
- Test the affected application.
On Windows 10, open Start > Settings > Update & Security > Windows Update, select Check for updates, install the available updates, restart, and test again.
Run DISM and SFC
Microsoft recommends repairing the component store with DISM before running System File Checker.

- Type
cmd. - Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for the operation to finish. Then run:
sfc /scannow
Do not close the window until SFC reaches 100 percent. Restart Windows afterward and try the application again.
DISM repairs the Windows component store. SFC checks protected system files and replaces damaged copies. These commands do not guarantee that an old application becomes compatible with your Windows version, so a clean DISM/SFC result does not rule out an application problem.
Repeating DISM and SFC without knowing what changed can make troubleshooting slow. Outbyte PC Repair can show a scan of reported Windows issues; its full version performs repairs. It is optional, and reinstalling the affected application remains the definitive fix when that program owns the failure.
If DISM cannot find repair files
If DISM reports that source files could not be found, Microsoft documents using a matching Windows installation source:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the actual path to a Windows repair source. The source must match the installed Windows edition and build. Do not guess the path or use files copied from an unrelated computer.
If DISM and SFC continue to fail, review Microsoft’s Windows recovery options. An in-place Windows repair may be appropriate before considering a reset or clean installation.
Fix 3: Check antivirus quarantine
A security product may have quarantined an application file or one of its dependencies.
In Windows Security:
- Open Start > Settings.
- Select Privacy & security > Windows Security on Windows 11. On Windows 10, open Update & Security > Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Review detections from the time the application stopped working.
- Open a relevant entry and inspect the file path, threat details, publisher, and action.
- Do not restore or allow the file unless you have confirmed that it came from the legitimate application installer and is a false positive.
Microsoft warns that allowing a malicious file can expose the device. If malware is possible, complete a scan before restoring anything. After confirming a false positive, reinstalling the application from its official source is generally safer than restoring an isolated file.

An application can request an API-set contract that is unavailable on the Windows release where it is being run. An API-set name is not a portable runtime that can be copied from another PC.

Check the operating system:
- Press
Windows key + R. - Enter
winver. - Record the Windows edition and build shown in the dialog.
- Compare that information with the application’s official system requirements.
Then check the program’s architecture. A 32-bit application and a 64-bit application can have different dependency requirements. Public historical listings for this filename do not prove that a 64-bit copy should be downloaded, nor do they establish whether a file belongs in System32 or SysWOW64.
If the application is old, look for a current build from its publisher. If no compatible build exists, use a supported alternative or a Windows release that meets the program’s requirements. Running an old executable as administrator may help only with permission problems; it does not add unavailable Windows API contracts.
Fix 5: Update or reinstall drivers only when the timing points there
Drivers are not established as the owner of this API-set contract, but a recent driver installation, rollback, or system migration may coincide with the failure. Focus on this step when the error began after a graphics, chipset, storage, or other driver change.

- Right-click Start.
- Select Device Manager.
- Expand the device category related to the recent change.
- Look for a warning icon.
- Right-click the device and select Properties.
- Review the General tab for a device status message.
- Use the Driver tab to view the provider, date, version, and rollback option.
- If the device is malfunctioning, choose Update Driver and select Search automatically for drivers, or install a package from the hardware manufacturer’s official site.
- Restart Windows and test the application.
Do not replace working drivers merely because a DLL error appeared. A driver update is relevant only when the symptoms and timing support it.
Manually hunting versions across several hardware vendors is tedious, especially after a fresh Windows install. Use System Restore after a recent system change
If the problem began immediately after an update, driver installation, cleanup utility, or software installation:
- Press
Windows key + R. - Type
rstrui.exe. - Press Enter.
- Select a restore point created before the problem.
- Select Next > Finish.
- Allow Windows to restart and complete the rollback.
System Restore rolls back system files, registry settings, drivers, and installed programs while normally preserving personal files. It does not replace a proper application reinstall when the application itself is damaged.

Why downloading the DLL is usually the wrong fix
Random DLL download packages can contain malware, the wrong build, or the wrong architecture. A file copied from another Windows installation may also have incompatible servicing state or security metadata. Most importantly, copying an API-set name does not repair the loader mapping, the application’s dependency chain, or a damaged Windows component store.
There is no Microsoft download page establishing a dedicated redistributable for this filename. Do not install Visual C++, DirectX, or .NET solely because the error contains .dll; no verified evidence identifies those packages as the owner of this API-set contract.
Use Windows Update, Microsoft’s DISM and SFC guidance, the affected application’s official installer, and the hardware manufacturer’s official driver source instead.

regsvr32 registers COM DLLs that export DllRegisterServer. It is not a general-purpose missing-DLL repair command. API-set contracts and ordinary runtime or system dependencies are not fixed by registration.

If you run regsvr32 against a non-self-registering file and receive an error saying that DllRegisterServer is missing, that is expected and does not prove corruption. Microsoft documents regsvr32 as a registration tool, not as a method for restoring Windows API contracts.
What to collect if the error survives repair
If Windows repair and application repair do not resolve the problem, record:
- The exact executable name and application version.
- The full error text and when it appears.
- Windows edition, version, and build from
winver. - Whether the application is 32-bit or 64-bit.
- Whether other applications fail.
- DISM and SFC result messages.
- Recent Windows Update, driver, antivirus, cleanup, restore, or migration changes.
- Relevant entries in Event Viewer, especially under Windows Logs > Application.
- A dependency report from a reputable diagnostic tool, shared with the application publisher rather than used to download replacement DLLs.
If only one program fails, contact that program’s publisher with this information. If multiple programs fail and Windows repair repeatedly reports errors, pursue an in-place Windows repair. A reset or clean installation should be the last resort after preserving personal files and confirming that the installation media matches the required Windows edition.

Is ext-ms-win-profile-profsvc-l1-1-0.dll a genuine Windows file?
The name is genuine as a Windows API-set contract name. It is not necessarily a conventional standalone DLL that must exist on disk.
