If ext-ms-win-setupapi-cfgmgr32remote-l1-1-0.dll is missing, not found, or could not be loaded, identify the program showing the message before replacing anything. ext-ms-win-setupapi-cfgmgr32remote-l1-1-0.dll is a genuine Windows API-set contract, not a normal Visual C++ runtime or a DLL you should download and register manually.
Start with this diagnostic checklist
Before changing Windows, record:
- Which program or game fails: the program name often identifies whether the problem is application-specific.
- When the error appears: note whether it started after a Windows update, driver change, cleanup utility, antivirus alert, or application update.
- Your Windows version: press
Win + R, typewinver, and press Enter. - System architecture: go to Settings > System > About and check System type.
- The complete error: “module could not be found” can describe a missing dependency rather than the named file itself.
- Whether other programs fail: one affected application points toward its installation; several failures point more strongly toward Windows corruption.
Do not download this filename from a random DLL site. The file may have the wrong architecture, an incompatible build, an invalid signature, or malware, and placing it beside an executable can create DLL search-order problems.
What this Windows name actually means
This name belongs to the Windows API-set system. API-set names are virtual loader contracts that let software request a Windows function without directly depending on one physical implementation file. Microsoft explains that an API-set contract may route calls to another system DLL and may not exist as an ordinary file with the same name on every Windows installation. The contract is associated with SetupAPI and Configuration Manager functionality, including remote configuration-manager operations. Historical API-set research maps it to setupapi.dll and reports the contract in Windows 8 and Windows 8.1. That historical contract was reported as discontinued in Windows 10, so a current Windows 10 or Windows 11 computer should not automatically be expected to contain a file with this exact name.

Older public inventories report 32-bit Windows 8 and 8.1 entries, but those records are historical rather than a current Microsoft download recommendation. Windows 8.1 itself reached end of support on January 10, 2023, which explains why many references to this filename describe old software and old system layouts.
The practical meaning is simple: this is part of the Windows API environment, but the error may be raised by an application or driver that calls the contract. It is not evidence that Visual C++, DirectX, or .NET is missing.
Fix 1: Repair the program that fails
If only one application or game displays the error, start here. Repairing Windows will not necessarily correct an application that was built for an older Windows contract or has damaged files.
Repair a modern Windows application
- Open Settings.
- Select Apps.
- Open Installed apps.
- Find the affected program.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair.
- Start the program again.
If Repair does not help, return to the same screen and use Reset where appropriate. Reset can remove the program’s local settings or stored data, so back up saves and configuration files first.

Repair a traditional desktop program
- Press
Win + R. - Type
appwiz.cpland press Enter. - Select the affected program.
- Choose Repair or Change, if offered.
- Follow the installer’s instructions.
- Restart Windows and test the program.
If no repair option exists, uninstall the application, restart, and reinstall it using the developer’s original installer or the official game launcher. Do not copy a replacement DLL into the program folder. If the application is old, check whether its publisher provides an update that supports your Windows version.
Repair a game installation
Open the game launcher and look for a command named Verify, Verify files, Repair, or similar. The exact wording varies by launcher. Allow the check to complete, then start the game again. If the error remains, reinstall the game after preserving save files and configuration data.

A successful repair means the program starts without the API-set error. If the same message appears immediately after a clean reinstall, continue with the Windows repair steps below.
Fix 2: Repair Windows components with DISM and SFC
Run these commands when several programs are failing, the problem began after an interrupted update, or Windows reports damaged or missing system files.

- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for DISM to finish. It repairs the Windows component store, so it may take time and may appear to pause. When it completes, run:
sfc /scannow
Restart Windows after SFC finishes and test the affected program.
A result stating that SFC found corrupt files and repaired them is a useful sign. If SFC reports that it could not repair some files, do not keep replacing DLLs manually. Review %windir%LogsCBSCBS.log, run DISM again, and consider the recovery options described later.

If DISM cannot obtain repair files from Windows Update, use a matching Windows installation source. The source must correspond to the same operating-system version:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:\serverc$Windows /LimitAccess

Repeating DISM and SFC without knowing what changed can waste time. Outbyte PC Repair can scan for the system problems involved in this manual process and show what it found; repairs are performed by the full version, and it is optional rather than required. If the error belongs to one old game or application, reinstalling that program remains the definitive fix.
Fix 3: Check antivirus quarantine safely
Security software can quarantine a legitimate system component or an application file, but a warning should not be dismissed automatically.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Choose Protection history.
- Look for an event involving the affected application or Windows system files.
- Expand the event and inspect the file path, detection name, and action.
- Do not choose Restore unless the file is confirmed to be a false positive.
Microsoft warns that allowing a suspected threat can expose the device. Confirm the file’s location, publisher signature, and source first. If malware is plausible, run a full scan and repair the application from its official installer instead of restoring an unknown file. Microsoft’s Protection History guidance explains the available actions.
Fix 4: Update or reinstall a related driver
The SetupAPI family is used during device installation and enumeration. The filename alone does not prove that a driver is defective, but the timing can provide a clue. If the error began after connecting hardware or installing a device utility, check Device Manager.
- Right-click Start.
- Select Device Manager.
- Expand categories such as Display adapters, Network adapters, Universal Serial Bus controllers, or Sound, video and game controllers.
- Look for a yellow warning icon.
- Right-click the affected device and select Properties.
- Read the message under Device status.
- Open the Driver tab and note the provider and date.
- Obtain the correct driver from the computer, motherboard, or device manufacturer.
- Install it, restart Windows, and test the original program.
If the device software is clearly involved, uninstall its companion utility from Settings > Apps > Installed apps, restart, and install the current package from the hardware manufacturer. Avoid mixing 32-bit and 64-bit driver packages.

Finding the correct driver by hand can mean comparing hardware identifiers, Windows editions, and architecture. Outbyte Driver Updater can scan and identify driver problems; its free scan shows what it found, while driver installation is handled by the full version, and it is not required for every case.
Fix 5: Check architecture and dependencies
On 64-bit Windows, 64-bit system files normally use System32, while 32-bit system files are redirected through SysWOW64. The names can be confusing because System32 contains many 64-bit files on 64-bit Windows.
Do not copy a 32-bit file into System32, copy a 64-bit file into SysWOW64, or borrow files from another computer. An architecture mismatch can produce errors such as “not designed to run on Windows.”
“The specified module could not be found” can also mean that a dependency required by the application is missing. If the application’s own installer lists a separate runtime requirement, obtain that runtime from its official publisher. Do not assume this API-set name identifies a Visual C++ Redistributable, DirectX package, or .NET component.
Why regsvr32 is not the fix
Do not run:
regsvr32 ext-ms-win-setupapi-cfgmgr32remote-l1-1-0.dll
regsvr32 is for DLLs that provide registration entry points such as DllRegisterServer. It is not a general-purpose repair tool for Windows API-set contracts. Microsoft’s regsvr32 documentation explains its intended use.

Fix 6: Use recovery options for a persistent failure
If the error started immediately after a driver, application, or system change, System Restore may be appropriate:

- Open Start and search for Create a restore point.
- Open it.
- Select System Restore.
- Choose a restore point from before the problem began.
- Review the affected programs and complete the wizard.
System Restore normally rolls back system files, registry settings, and installed programs without removing personal files. It does not replace a backup.
If Windows component repair continues to fail, use Settings > System > Recovery and review the available recovery choices. Back up important data first. An in-place repair installation or a reset may be appropriate when Windows itself is broadly damaged. Choose a clean reinstall only after less destructive recovery options have been considered.

Should I download this DLL?
No. This name represents a Windows API-set contract and may not be a physical file on your installation. Use Windows repair, application repair, or the original vendor installer instead.
Is this a Visual C++ Redistributable problem?
Not by itself. No specific Microsoft redistributable is identified for this API-set contract. Install a runtime only when the error names that separate component.
Why is the file missing from Windows 11?
That can be normal. Historical records associate this contract with Windows 8 and Windows 8.1, and the contract was reported as discontinued in Windows 10. Modern Windows may resolve the functionality differently.
Will DISM and SFC always fix the application?
No. They can repair Windows component corruption, but they cannot correct every incompatible or damaged application. If only one program fails, repair or reinstall that program.

What information should I provide if the error continues?
Record the Windows version, exact error text, affected program, whether it is 32-bit or 64-bit, the program’s installation path, and what changed before the failure. Also note whether other applications fail and whether Windows Security lists a quarantine event.
