“ext-ms-win-webio-pal-l1-1-0.dll was not found”
The ext-ms-win-webio-pal-l1-1-0.dll error usually appears when Windows or an application cannot resolve a Windows API-set contract. You may also see “The program can’t start because ext-ms-win-webio-pal-l1-1-0.dll is missing from your computer,” “Error loading ext-ms-win-webio-pal-l1-1-0.dll,” or “The file is missing or corrupted.”
This name is genuine, but it should not normally be treated as an ordinary application DLL. It follows Microsoft’s ext-ms-win-... API-set naming convention. Windows uses API-set contracts as logical names and maps them through its loader to an implementation DLL. The contract name may not correspond to a standalone file that should be downloaded and copied into System32.
Which fix applies to you
Use this quick decision list before changing anything:
- Several unrelated programs fail: repair Windows with Windows Update, DISM, and SFC.
- Only one old program or game fails: update, repair, or reinstall that program first.
- The error appeared after antivirus activity: inspect quarantine and detection history.
- The problem began after a debloat script, cleanup tool, or unofficial Windows image: undo that change and repair Windows.
- The error appears after a driver or hardware change: update the affected driver through the device manufacturer or Windows Update.
- The error occurs only in a 32-bit application: reinstall that application and avoid copying a 32-bit or 64-bit DLL manually.
- A disk problem or repeated file corruption is present: check storage health before repeatedly repairing Windows.
- You downloaded a replacement DLL: remove it from the application folder and run a security scan before continuing.

Fix 1: Update Windows and restart
A pending or incomplete Windows update can leave system components out of sync.
- Press Windows + I to open Settings.
- Select Windows Update.
- On Windows 10, select Update & Security, then Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Try the affected program again.
If Windows Update reports an error, restart once more and check again. If the same failure continues, proceed to the repair commands below.
Fix 2: Repair Windows with DISM and SFC
Use an elevated Command Prompt. Microsoft recommends running DISM before System File Checker because DISM repairs the Windows component store that SFC uses as a repair source.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish. Do not close the window if progress appears to pause.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the application again.
Possible SFC results include:
- Windows Resource Protection did not find any integrity violations: Windows protected files were not detected as damaged.
- Windows Resource Protection found corrupt files and successfully repaired them: restart and test the program.
- Windows Resource Protection found corrupt files but was unable to fix some of them: run DISM again, restart, and repeat SFC once.
- Windows Resource Protection could not start the repair service: restart into normal Windows and retry from an elevated Command Prompt.
These commands may repair the underlying component without restoring a separately visible file named ext-ms-win-webio-pal-l1-1-0.dll. That is expected because the name can represent an API contract rather than a physical DLL.

If DISM cannot find repair files
If DISM reports that source files could not be found, use matching Windows installation media or another approved repair source.

For example:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace the path with a repair source that matches the installed Windows version closely. Do not use an arbitrary Windows folder from another release. Microsoft explains this process in its repair-source guidance.

The log can show which component could not be repaired.
Fix 3: Repair or reinstall the affected application
If only one program fails, the application may be old, incorrectly packaged, or expecting an API contract that is unavailable or mapped differently on the installed Windows version. Do not replace Windows files first in this situation.
For a desktop application
- Open Settings.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the affected program.
- Select the program’s menu or entry.
- Choose Advanced options, if available.
- Select Repair.
- If Repair does not help, select Reset only if you understand that it may remove application settings.
- Restart the computer and test the application.
Some programs provide their own repair option:
- Open Control Panel.
- Select Programs, then Programs and Features.
- Select the application.
- Choose Change, Repair, or Modify, if offered.
- Complete the wizard and restart Windows.
If no repair option exists, uninstall the application, restart, and install a current version from the developer’s official installer. Back up saved games, profiles, templates, and license information first.
For a game
Open the game launcher and look for Verify files, Repair, Scan and repair, or a similar command. Let the launcher replace damaged application files. If verification fails, uninstall and reinstall the game from its official source.
If the same error appears with several games or unrelated applications, stop treating it as a game installation problem and return to DISM and SFC.

Fix 4: Check antivirus quarantine
Security software can quarantine a genuine file or block an application from loading a Windows component.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event involving the affected application or a Windows component.
- Verify the exact path, detection name, and time.
- Do not restore the item solely because an application says a DLL is missing.
- Restore it only when the file is confirmed to be Microsoft-signed and appropriate for the installed Windows build.
- Run a full scan after resolving the detection.
Do not broadly disable antivirus protection. If the application is old or came from an uncertain source, reinstall it from the developer’s official installer instead.
Fix 5: Check architecture and application compatibility
A 32-bit application normally runs under Windows’ 32-bit compatibility layer, while a 64-bit application uses the 64-bit loading path. Public file inventories document this exact API-set name in older Windows 8-era entries as 32-bit, but that does not establish where the name exists on every Windows 10 or Windows 11 installation.
To identify the application architecture, check the developer’s documentation or inspect the program’s installation folder. Do not infer that a missing API-set contract can be fixed by copying a file from another computer.
For an older program:
- Right-click its shortcut.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Test the Windows version recommended by the application vendor.
- Select Apply, then OK.
- Launch the program again.
Compatibility mode cannot create a missing Windows component. If it does not help, install a vendor-supported release.
Fix 6: Update a related driver only when evidence points to one
This filename is associated with the Windows API-set and WebIO subsystem, not with a confirmed third-party driver package. Update drivers only if Device Manager, Event Viewer, or the application vendor identifies a hardware dependency.

- Right-click Start.
- Select Device Manager.
- Expand the category related to the failing program, such as Network adapters, Display adapters, or Sound, video and game controllers.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
For a graphics, network, or specialized device, use the hardware manufacturer’s official support page when Windows Update does not provide a suitable driver. Do not install a driver merely because its package includes a similarly named DLL.

Fix 7: Check for unauthorized system changes or disk corruption
“System optimizer” utilities, debloat scripts, unofficial Windows images, and malware can remove or alter protected components.
- Run a full scan in Windows Security.
- Uninstall any recent system-cleaning or debloating utility.
- Run DISM and SFC again.
- If the problem started after a known change, open Start, search for
restore point, and select Create a restore point. - Select System Restore and choose a restore point from before the change, if one exists.
- Follow the wizard and restart.
If repaired files become damaged again, inspect the drive. Open Windows Security or the computer manufacturer’s hardware diagnostic utility and run storage checks. Repeated corruption can indicate a failing drive or file-system problem.

Do not download ext-ms-win-webio-pal-l1-1-0.dll from a random DLL website and copy it into System32, SysWOW64, or the application folder. The replacement may contain malware, belong to the wrong Windows build, use the wrong architecture, or fail to repair the API-set schema and component store.

Advanced recovery options
If the error remains after Windows repair and application reinstallation:
- Check Event Viewer:
- Press Windows + X.
- Select Event Viewer.
- Open Windows Logs, then Application.
- Look for an error at the time of the failure.
- Note the failing executable and any additional missing dependency.
- Repair the application named in the event rather than replacing unrelated Windows files.
- Use System Restore if the issue follows a known recent change.
- Back up personal files before using Reset this PC or a repair installation.
- Consider a repair install or reset only after confirming that DISM and SFC cannot restore system integrity.

Is ext-ms-win-webio-pal-l1-1-0.dll a real Windows file?
The name is genuine and follows Microsoft’s API-set naming convention. It is better understood as a Windows API contract than as a normal standalone application DLL.
