For most Fallout 76 players, the best setup is both: use an outdoor C.A.M.P. for essential services and a Shelter for a persistent, customizable interior. Shelters cannot host Allies, Food, Water, resource objects, or Displays, so they do not replace a functional C.A.M.P. Bethesda calls these underground spaces C.A.M.P. Shelters; “hideout” is informal shorthand.
What is the difference between a hideout and a C.A.M.P.?
A C.A.M.P. is your outdoor base in the game world. A Shelter is a separate, instanced interior that you enter through a Shelter Entrance built at a C.A.M.P. It complements the outdoor base rather than replacing it. Bethesda introduced Shelters with the Steel Dawn update, describing them as instanced interiors with build budgets separate from the main C.A.M.P. Why use a Shelter?
It gives you a separate build space
Each Shelter has a budget separate from the main C.A.M.P. and from other Shelters. That makes it useful for a dedicated interior concept without consuming the outdoor base’s build budget. Bethesda’s support documentation says the first three Shelters had larger budgets than the main C.A.M.P. at the time of that documentation, but it does not provide a figure; treat that comparison as historical documentation, not a current numeric guarantee. It is more forgiving for creative placement
Shelters support placement behaviors such as floating objects, toggling snapping, and more relaxed boundary and clipping rules. Those options make an interior a better fit for unusual decorative builds than a conventional outdoor setup.

Your interior survives a move
Relocating your C.A.M.P. does not erase the Shelter interior. The build also remains saved if its entrance is moved or destroyed, so the entrance’s location can change without rebuilding the interior.

Shelters cannot contain Allies, Food, Water, resource objects, or Displays. If any of these are part of your routine, keep them at the outdoor base. The Shelter is best treated as an additional room for building and decoration, not as a self-sufficient replacement for the C.A.M.P.

Bethesda says players can maintain up to ten C.A.M.P.s at once. That gives you room to plan multiple outdoor locations, but does not change the Shelter’s role as an instanced interior attached to a C.A.M.P. Bethesda’s C.A.M.P. support page covers the limit.

How to choose
- Start with the functions you use. If you need Allies, Food, Water, resources, or Displays, plan an outdoor C.A.M.P. for them.
- Decide whether you want a separate interior. If you want a themed space with its own budget and flexible placement, add a Shelter Entrance to the C.A.M.P.
- Use the two spaces for different purposes. Keep day-to-day base functions outside and put the interior design project inside the Shelter.
