In comments from an Edge issue 429 interview, as reported by GamesRadar on October 1, 2026, Endo says the team has repeatedly adjusted the mix of real-time action and command selection through trial and error—and that the unresolved design question is part of what keeps the work engaging.
Why the combat balance keeps changing
Endo frames each sequel as a trade-off. Add too much complexity and the game can become harder to manage; change too little and returning players may not feel that the next installment is fresh. As quoted by GamesRadar, he said: “If the game becomes too complex, that’s a problem. But if there are no entirely new elements, or if we only make minor adjustments, we risk failing to meet players’ expectations and not giving them that sense of freshness when they play again.”
His answer is not to preserve every system unchanged or to rebuild everything for novelty. Endo says he considers “the purpose, significance, and role of every element from the ground up, and then rebuild[s] them for the new game.” That helps explain why combat can evolve between installments without abandoning the series’ command-based layer.
There is no definitive answer to action versus commands
The central tension is how much of a fight should depend on direct, real-time control and how much should be handled through selecting commands. Endo says the team has “repeatedly fine-tuned this balance [between turn-based and real-time] through trial and error” across the three titles. He also says: “The difficult part is that I still haven’t decided on a definitive ‘correct answer’ for myself.”

That is a statement about an ongoing design problem, not an announcement that one style has won. Square Enix describes Final Fantasy VII Rebirth—the second installment in a project planned as three standalone titles—as combining action and strategy. The design keeps both kinds of decision-making in play rather than treating them as mutually exclusive.
What Active and Classic modes change in Rebirth
Players who prefer commands over constant direct control can choose Classic mode. Square Enix’s combat preview describes Active mode as giving players control over characters’ every move, while Classic mode automates basic actions so players can focus on choosing commands. GamesRadar likewise reports that party members act automatically in Classic mode while the player concentrates on commands.

Classic is a way to shift the emphasis, not evidence that the whole battle system becomes purely turn-based. It gives command selection more room while retaining the game’s broader action-and-strategy structure.
How FITS relates to Materia
In GamesRadar’s account of the interview, Endo describes the FITS system as a way for players to specialize Materia-based builds further. The point is added room for customization, not a replacement for Materia’s central role. That fits the larger balancing act: introduce ways to deepen the system without discarding familiar foundations.

What Endo’s uncertainty means for players
Endo does not present the search for a perfect action-command ratio as a flaw that needs a final fix. He says working through the balance is “one of the reasons I’ve been able to keep working on these games across all three installments without getting tired of it.” For players, the practical result is a series that continues to tune how combat feels while preserving a command-focused option for those who want it.
Final Fantasy VII Rebirth is the trilogy’s second standalone installment. Square Enix describes its combat as a blend of action and strategy and lists it for PS5 and PC. Final Fantasy VII Remake Intergrade is the first installment; Square Enix lists it for PS5, PC, Xbox, and Nintendo Switch 2.
