You may see “The program can’t start because firewall_mgr.dll is missing from your computer,” “Cannot find firewall_mgr.dll,” or “The code execution cannot proceed because firewall_mgr.dll was not found.” firewall_mgr.dll is strongly associated with Nox App Player and related XePlayer software, not with Windows itself.
The 60-second answer
Do not download firewall_mgr.dll from a random DLL website or copy it into C:WindowsSystem32.
Public binary evidence shows Nox executables importing this file and calling a function named firewall_mgr_getprofile. Package inventories also associate it with Nox App Player and XePlayer. The safest fix is therefore to repair or reinstall the complete Nox installation from the vendor’s official website.
Before reinstalling:
- Check the Nox installation folder for the file.
- Check Windows Security’s Protection history for a quarantine event.
- Use Nox’s repair or file-verification option if it provides one.
- If repair fails, uninstall Nox, restart Windows, and install a fresh copy from the official Nox source.
This restores the DLL together with the matching executable and dependencies. It is safer than replacing one file from an unknown source.

What firewall_mgr.dll errors mean
The exact wording varies depending on when Windows loads the library:
- “The program can’t start because firewall_mgr.dll is missing from your computer. Try reinstalling the program to fix this problem.”
- “Cannot find firewall_mgr.dll.”
- “The code execution cannot proceed because firewall_mgr.dll was not found.”
- “firewall_mgr.dll is either not designed to run on Windows or it contains an error.”
- “The procedure entry point … could not be located in firewall_mgr.dll.”
These messages normally mean that the application cannot load the DLL it expects. The cause may be a deleted file, antivirus quarantine, damaged installation, mixed Nox versions, or an incompatible dependency. The filename alone cannot identify which event occurred.
If Nox opens but network functions fail, that is not automatically a firewall_mgr.dll problem. Nox may instead have a Windows Firewall rule or service issue.
Is firewall_mgr.dll part of Windows
There is no verified evidence that firewall_mgr.dll is a Windows system component. Microsoft’s firewall documentation identifies Windows components such as FirewallAPI.dll and, on older systems, Hnetcfg.dll. That is different from Nox’s private firewall_mgr.dll.
The file should normally be beside the Nox executable or in another folder belonging to the same Nox installation. It should not normally be placed in:
C:WindowsSystem32C:WindowsSysWOW64- Another application’s installation folder
- A temporary download or cracked-software directory
The developer, signing status, exact release history, authoritative checksum, and current supported version of this DLL have not been publicly verified. Treat a copy with no trustworthy provenance as suspicious, even if its filename is correct.
Fix 1: Inspect the Nox installation and file path
First confirm which application is requesting the DLL.
Find the affected program
- Close the error message.
- Right-click your Nox shortcut.
- Select Properties.
- On the Shortcut tab, read Target.
- Select Open File Location.
- Look for
firewall_mgr.dllin that folder and its nearby subfolders.
If the error appeared while launching XePlayer, inspect that program’s installation directory instead.

A file inside the expected Nox directory is more plausible than one in System32, a random temporary folder, or a directory associated with unofficial software.
Inspect the file
If the file exists:
- Right-click
firewall_mgr.dll. - Select Properties.
- Open the General, Details, and Digital Signatures tabs.
- Check the location, file details, creation date, and whether a signature is present.
- Do not assume that an unsigned file is automatically malware, but do not restore or whitelist it solely because the name matches.
If the file is present but Windows reports a bad image or missing entry point, the file may belong to a different Nox build. Do not overwrite it with a copy from another release.
Fix 2: Check Windows Security quarantine
Antivirus software may have removed or quarantined an application DLL.
- Open Start and search for Windows Security.
- Open it.
- Select Virus & threat protection.
- Select Protection history.
- Expand recent detections related to Nox or
firewall_mgr.dll. - Read the detection name, original file path, and action taken.
Only restore a file when you have established that:

- It came from the genuine Nox installer.
- It was located inside the expected Nox directory.
- The installer was downloaded from the official vendor source.
- Your security software’s detection does not indicate a malicious or modified installer.
Microsoft documents restoring a quarantined item through Actions, followed by Allow on device where appropriate. If any part of the file’s origin is uncertain, do not override protection. Remove the damaged installation and reinstall Nox from its official source instead.
After restoring a known-good file, launch Nox again. If the same error returns, the antivirus may quarantine it again or the installation may contain mismatched files. Check the detection details and reinstall rather than repeatedly restoring the DLL.
Fix 3: Use Nox repair or verify files
Some Nox installers or launchers provide a repair, verification, or reinstall option.
- Open the Nox launcher.
- Look for a menu, gear icon, help menu, or maintenance option.
- Choose Repair, Verify files, or the equivalent option if available.
- Allow the process to complete.
- Restart Windows.
- Launch Nox from its repaired shortcut.
A successful repair should restore the expected files without changing the application to a different release. If repair reports that files cannot be replaced, close Nox and related processes in Task Manager, then repeat the repair as an administrator.

Right-click the Nox launcher, select Run as administrator, and test it once. Administrator mode can help when the installation directory is not writable, but it does not repair a missing DLL by itself.
Fix 4: Reinstall one complete Nox version
This is the most reliable fix for a missing, damaged, or mismatched firewall_mgr.dll.
Preserve emulator data first
Nox may contain virtual devices and user data. Before uninstalling, use Nox’s own backup or export facility if available. If you cannot open Nox, do not delete its data folders until you have determined whether they contain important virtual devices.
Remove the damaged installation
- Press Windows key + I.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find Nox App Player or the affected XePlayer package.
- Select the three-dot menu or the program entry.
- Choose Uninstall.
- Follow the uninstall wizard.
- Restart Windows.
After restarting, remove only leftover Nox folders that you have confirmed do not contain data you need.

Install again
Download the installer from the official Nox website, not from a DLL archive or a repackaged software site. Install it into a normal application folder and allow the installer to place its own DLLs.
Use one coherent release. Do not copy firewall_mgr.dll from an older Nox directory, another computer, or a different architecture. Test Nox before restoring optional modifications, plugins, or old files.
If the error appears immediately after reinstalling, check Protection history again. Also verify that the installation folder is writable and that the installer was not modified or obtained from an unofficial source.
Fix 5: Check 32-bit and 64-bit compatibility
A DLL must match the process that loads it. An older Nox installation may use a 32-bit executable, while another build may use a 64-bit process. A 32-bit DLL cannot be treated as a safe replacement for a 64-bit process, and vice versa.

To identify the Nox executable:
- Open the Nox installation folder.
- Right-click the main Nox executable.
- Select Properties and open Details.
- Note the product information, but do not rely on an unverified third-party DLL listing to determine compatibility.
- If available, check the process in Task Manager while Nox is running. On Windows 10, some 32-bit processes are marked with
*32; Windows 11 may display architecture information in the Details view.
The practical fix is to reinstall the complete matching Nox package. Do not select a DLL based only on a filename, an alleged version, or a claimed file size.
Fix 6: Repair Windows components only when Windows is also failing
firewall_mgr.dll is probably an application-private Nox file, so System File Checker may report that Windows has no integrity violations. That does not prove the Nox installation is healthy.
Use Windows repair commands when you also have damaged Windows components, repeated system errors, broken built-in applications, or unexplained failures affecting unrelated programs.
- Open Start.
- Search for Command Prompt.
- Right-click it.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows and test Nox.
Microsoft recommends running DISM before SFC. These commands repair protected Windows resources, not normally third-party Nox files. If both commands complete successfully but Nox still reports firewall_mgr.dll, repair or reinstall Nox.

A graphics or network driver is not the usual owner of firewall_mgr.dll. Driver work is relevant when Nox also crashes graphically, cannot initialize virtualization, loses network connectivity, or reports a separate device or driver error.
To check drivers manually:
- Right-click Start.
- Select Device Manager.
- Expand Display adapters, Network adapters, and any category showing a warning icon.
- Right-click the affected device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.

A private runtime library used by Nox may not provide that entry point. The command can produce another error without restoring the application.
Use the repair or reinstall process for Nox instead. Only register a DLL when the software’s official documentation specifically requires it.

Avoid random DLL downloads
Third-party DLL downloads can provide:
- Malware or a modified file
- The wrong architecture
- A file from an unrelated application
- An incompatible build
- A replacement that leaves the original dependency problem unresolved
They can also encourage placing application files in system directories, creating DLL search-order and security problems. Microsoft Visual C++ Redistributable, DirectX, or .NET should not be installed solely because an unofficial page claims that one of them owns firewall_mgr.dll. There is no verified evidence supporting that claim.
If reinstalling Nox still fails
Work through this checklist:
- Check whether antivirus quarantines the file immediately.
- Confirm the installer came from the official Nox source.
- Look in Event Viewer under Windows Logs → Application for an error at the launch time.
- Confirm the Nox directory is writable.
- Remove leftover files from an older Nox or XePlayer installation after preserving data.
- Check whether the error affects only Nox or unrelated programs.
- Run a full Microsoft Defender scan if the installer or DLL came from an unofficial source.
- Do not restore a DLL with no verified provenance.
- If different programs report different missing DLL paths, investigate malware, PATH changes, or DLL search-order hijacking instead of treating this as a single Nox file.
System Restore or a Windows reinstall should be considered only after a clean application reinstall and relevant Windows repairs have failed.
FAQ
Is firewall_mgr.dll a Windows Firewall file?
No verified evidence identifies it as a Microsoft Windows component. Public evidence strongly associates it with Nox and XePlayer. Windows firewall documentation refers to components such as FirewallAPI.dll.
Where should the file be located?
Normally in the Nox or XePlayer installation directory, alongside the application files that use it. It should not be copied into System32 or SysWOW64.
Can I copy it from another Nox computer?
Do not do that. Different releases, architectures, and dependencies may not match. Reinstall the complete application from the official vendor installer.
Will SFC fix it?
Usually not. SFC repairs protected Windows resources, while firewall_mgr.dll appears to be a third-party application DLL. Use SFC after DISM when Windows itself also shows corruption symptoms.
Should I install Visual C++ Redistributable?
