For the original 2007 PC release of Call of Duty 4: Modern Warfare, “lag” is not one problem. Rubber-banding, teleporting players and delayed hit registration usually point to ping, packet loss or a server; stutter, input delay and frame drops with steady ping point to rendering. Measure the symptom first, then apply the matching fix.
Confirm which Call of Duty you are running
This guide covers Call of Duty 4: Modern Warfare (2007) (Steam app 7940), not Modern Warfare Remastered, Modern Warfare (2019), Modern Warfare II or Modern Warfare III. The Steam listing identifies the original game and lists broadband internet for multiplayer. Steam Client support for Windows 10 and later began on January 1, 2024, but that does not mean every component of this 2007 game was modernized for Windows 10 or 11; see the Steam technical-support page.
Identify the symptom before changing settings

Open the in-game console with the tilde/backtick key (on some layouts, the key above Tab) and enter /cg_drawFPS 1. This command and the console method are documented by PCGamingWiki. If FPS falls while ping remains normal, follow the rendering steps below. If FPS is steady but movement and hit registration are delayed, troubleshoot the network. If both worsen, look for background load, overheating, downloads or a problematic server.
Fix genuine network lag
- Stop downloads, cloud synchronization, streaming and large uploads on the gaming PC and other devices.
- Disconnect VPNs, proxies and traffic-tunneling or “gaming optimizer” software while testing.
- Use Ethernet for a test session. This removes Wi-Fi interference as a variable; Activision’s general Modern Warfare connectivity guidance recommends wired networking for online play, although it is not specific to the 2007 PC release.
- Restart the modem and router once, then reconnect.
- Choose a geographically nearby server with consistently low ping and compare two or three servers rather than judging the game from one listing.
- Repeat the test at another time if the issue appears only during busy hours. If every server is affected, investigate packet loss, Wi-Fi interference, upload saturation, router bufferbloat and the ISP route.
A single bad server does not justify graphics changes or port forwarding. Its hardware, configuration or route may be responsible; avoid it or contact its administrator. If packet loss also affects other games and services, the ISP or home network becomes the likely escalation point.

Router, firewall and NAT checks
- When Windows prompts, allow the game through Windows Defender Firewall on private networks. If third-party security software is installed, briefly disable its network filtering for a controlled test, then re-enable it and create a specific exception.
- Do not expose the PC directly to the internet or blindly open broad port ranges.
- If you manually configured port forwarding, test with those rules disabled and UPnP enabled where appropriate, following Activision’s broad guidance. Its Modern Warfare support hub is aimed at newer titles, so its port lists should not be copied into a COD4 guide without verifying the exact edition and server setup.
- An “open” NAT can help a connection establish, but it cannot lower the physical distance to a server, repair packet loss or fix an overloaded server.
Fix low FPS, input delay and stutter
Use the FPS counter while playing, not only in a menu. Set a cap below the lowest rate your PC can sustain during combat; 60, 120 and 144 are examples, not universal requirements.
- Enter
/com_maxfps 120, replacing 120 with a stable target for your display and system. - Temporarily turn off Sync Every Frame to test whether VSync is causing input delay. Disabling it can introduce tearing or worsen pacing, so restore it if that happens and use a lower stable cap.
- On Nvidia hardware, test with the driver-level frame limiter disabled for this game and disable Fast Sync if it produces periodic frametime spikes. These are community-documented troubleshooting tests, not guaranteed fixes.
- Disable Steam Overlay, Discord Overlay, Xbox Game Bar, GeForce Experience overlay, MSI Afterburner/RTSS and recording tools for one match.
- Test fullscreen and windowed/borderless modes separately. The documented commands are
/r_fullscreen 0,/r_fullscreen 1and/vid_restartafter a video-setting change. - Lower anti-aliasing and other graphics options only when the FPS counter confirms a rendering bottleneck. Lower settings cannot reduce high ping.
Do not default to an uncapped frame rate. PCGamingWiki’s general Call of Duty engine notes associate extremely high rates (above approximately 900 FPS) with connection problems and “Connection Interrupted” behavior.

Reset a damaged multiplayer configuration
- Exit the game.
- Find
config_mp.cfgby searching the installation folder. It is generally underCall of Duty 4playersprofiles<profile-name>, but installations and profiles vary. - Copy the file somewhere safe, then rename the original (for example,
config_mp.cfg.old). - Launch the game so it creates a fresh multiplayer configuration.
- Reapply settings gradually; restoring every old tweak at once can reintroduce the fault.

- Open Steam Library.
- Right-click Call of Duty 4: Modern Warfare (2007) and choose Properties.
- Open Installed Files.
- Select Verify integrity of game files.

Patching, server browser and PunkBuster problems
Steam is reported as already patched. Older retail or legacy digital installations may need the final official 1.6 and 1.7 updates. Use a verifiable publisher or established community source; never download executable patches from random mirrors. Patching can resolve browser, compatibility or connection errors, but it cannot repair a poor ISP route.

PunkBuster is a protected-server access issue, not a general ping remedy. “PunkBuster is disabled,” being kicked shortly after joining, or failure to initialize PunkBuster points to the anti-cheat component. PCGamingWiki notes that the original PunkBuster version is no longer maintained through the normal EvenBalance route and may require a manual update. Because unofficial files can be unsafe, do not install PunkBuster components from unverified file hosts.

- You may need to use a separate community-server ecosystem whose population and compatibility vary.
- Download it only from a verifiable project source, never an SEO download mirror.
- Do not assume Activision endorses it.
When the problem remains
Record whether one or all servers are affected, the approximate ping, FPS during combat, connection type, time of day, VPN status and whether other devices were using the connection. That record separates a server complaint from a home-network or ISP fault and gives a server administrator or ISP something actionable.
