To fix a YouTube live stream that keeps buffering, first find out whether the fault is in the encoder, your internet upload, the Ethernet link, or a viewer’s playback connection. Then change one factor at a time and verify the result with a test stream.
First identify where the buffering starts
Viewer buffering and encoder-dropped frames are not interchangeable symptoms. Dropped frames can mean the encoder is struggling to render or send video; playback buffering means a viewer’s player is not receiving data smoothly. Correlate reports from viewers with the encoder preview and YouTube Live Control Room’s stream-health messages before buying hardware or replacing a cable.
- One viewer reports buffering: ask them to try another device or connection and check their playback quality. The problem may be on their device or network rather than in your outgoing stream. See YouTube’s viewer playback troubleshooting.
- Several viewers on the same connection report it: their shared network may be congested or unable to keep up.
- Viewers on different networks report it: inspect the encoder output, stream health, and outbound connection. YouTube’s live-stream troubleshooting guidance also recommends using the scope of viewer reports to narrow the cause.
- Your own preview or local recording is faulty: investigate the encoder, server load, or source media before focusing on viewer-side playback.
A clean local archive does not prove the internet upload is stable, but faults in the archive are evidence that the problem may exist before YouTube receives the stream.
Check the server and encoder before changing the network
- Update the encoder software if an update is available, then inspect and listen to the encoder’s output while the problem is occurring.
- Watch YouTube Live Control Room for stream-health warnings and check the server’s CPU load. Sustained high CPU use, encoder warnings, or a choppy preview can point to an encoding problem.
- Review a local recording or archive of the stream. Look for freezes, missing frames, audio dropouts, or synchronization problems.
- If the encoder seems suspect, test with another encoder or a different supported encoding path while keeping the resolution, frame rate, bitrate, and latency mode the same. Change only one variable at a time so the result is interpretable.
If the encoder output is clean and the server is not overloaded, measure the internet connection from the streaming setup under the conditions that cause the failure.

Measure upload capacity under real household load
Run an upload-speed test from the streaming connection while other household activity is typical, preferably when the stream normally becomes unstable. A download-speed result does not establish that the upload path can carry a live stream. The upload available to the encoder must cover the stream’s total outgoing bitrate, including a backup feed if you send one, as well as other household upload use.
YouTube says, “The total bitrate you’re streaming cannot exceed the amount of upload bandwidth available,” and recommends leaving 20% room. Treat that as headroom, not a guarantee: the connection needs to sustain the bitrate, not merely reach it for a brief speed-test burst. YouTube’s streaming tips also explain that shared bandwidth affects reliability.

If upload capacity is marginal, test a lower encoder bitrate or reduce resolution or frame rate, then monitor stream health and viewer playback again. Lower bitrate trades some image detail for more bandwidth margin. If the stream is still unreliable despite adequate measured capacity, investigate congestion, connection stability, and the physical Ethernet path rather than relying on the speed-test peak alone.
Match encoder settings to YouTube’s guidance
Use settings appropriate to the codec, resolution, and frame rate. YouTube’s current encoder guidance supports RTMP/RTMPS ingestion with H.264, H.265, or AV1 video, up to 60 fps. It recommends constant bitrate (CBR) and a keyframe every two seconds; do not exceed a four-second interval. RTMPS is recommended for encrypted ingestion. Check the current YouTube encoder settings and bitrate table for codec-specific targets; the following figures are the page’s H.264 minimum and recommended bitrates, not measurements of what your connection can sustain.

For AV1 and H.265, consult YouTube’s separate live table rather than applying H.264 figures. These are ingest settings: YouTube transcodes live video into multiple playback formats, so an encoder’s input resolution and bitrate are related to—but are not identical to—the quality a viewer selects.
Test latency separately from bitrate
Low and ultra-low latency reduce the time between the encoder and viewers, but leave less time for the player to read ahead. YouTube notes, “With a lower latency, your viewers are more likely to feel the issues between the encoder and the player.” If rapid audience interaction is not important, test normal latency as a stability measure before changing several encoder settings together.

YouTube describes low latency as typically giving most viewers less than 10 seconds of delay, and ultra-low latency as typically giving most viewers less than five seconds. Ultra-low latency is intended for highly interactive streams. Low- and ultra-low-latency modes do not support 4K. See YouTube’s explanation of live-stream latency for mode details.

A wired connection avoids Wi-Fi between the server and router, but it cannot fix insufficient ISP upload, a busy household connection, or an overloaded encoder. Inspect the physical link when the server reports link drops or errors, or when other evidence suggests the local connection is unstable.

- Check link status and negotiated speed at the server and, if available, at the switch or router port.
- Reseat both ends of the cable and test another router or switch port.
- Swap in a known-good cable as a controlled test, keeping the stream settings and other conditions unchanged.
- If the link shows errors or drops, or the controlled cable swap resolves the fault, replace the suspect cable. A Cat6 cable is an option, not a guaranteed cure: cable category alone does not establish the cause of buffering.
A cable replacement is relevant to a physical link problem; it will not add ISP upload capacity or make a struggling encoder faster.
Run a controlled test and use the result
- Make a short private or unlisted test stream using representative motion and audio.
- Watch the encoder preview, server CPU behavior, and YouTube Live Control Room stream health while the test runs.
- Check playback from a second internet connection, not only from the server’s home network.
- Record the encoder bitrate, resolution, frame rate, latency mode, upload conditions, and whether the local archive is clean.
- Change one setting or component at a time, then repeat the test. If outbound connection trouble persists after the encoder and home link check out, contact your ISP; if the encoder output or server behavior is faulty, contact the encoder vendor.
