If Windows reports that fp20htp.dll is missing, not found, or could not be loaded, the safest solution is to repair or reinstall the old FrontPage-based application that is requesting it. Do not begin by downloading an individual DLL or copying it into System32.

A FrontPage Express file inventory places fp20htp.dll beside fpxpress.exe and other FrontPage libraries, including fp20tl.dll, fp20utl.dll, and fp20ime.dll. FrontPage Express was distributed with Internet Explorer-era software, but that does not make the DLL an Internet Explorer system component.
FrontPage Server Extensions are also different. They supported publishing to certain legacy web servers and are not a replacement for the FrontPage or FrontPage Express client DLL.

Why Windows reports this error
Typical Windows loader messages include:
fp20htp.dll is missing from your computerThe program can't start because fp20htp.dll is missing from your computerfp20htp.dll was not foundError loading fp20htp.dllThe specified module could not be foundfp20htp.dll is either not designed to run on Windows or it contains an error
These messages can have several causes:
- FrontPage or FrontPage Express was incompletely installed.
- The file was removed by antivirus software or cleanup software.
- The application folder was moved or partly deleted.
- An old startup entry still points to an uninstalled program.
- The DLL does not match the executable that loads it.
- The legacy 32-bit program is incompatible with the current Windows installation.
- The reported DLL depends on another missing or damaged file.
The exact program requesting the file matters more than the filename alone.
Fix 1: Identify the program requesting fp20htp.dll
Before changing Windows files, find the executable named in the error.
Check the error window
Read the complete message and note:
- The exact wording
- The executable name, if shown
- The folder path
- Whether the error appears at startup or only when opening a shortcut
- Whether another DLL is named
If the message appears when launching fpxpress.exe, you are dealing with FrontPage Express. If it appears when launching an older FrontPage executable, repair that specific installation instead.
Check the shortcut target
- Right-click the shortcut that produces the error.
- Select Properties.
- Open the Shortcut tab.
- Read the Target field.
- Note the executable path and its containing folder.
- Open the File Explorer location shown in Start in, if available.
The expected repair location is the application folder, not C:WindowsSystem32 or C:WindowsSysWOW64.

Check startup entries
If the message appears immediately after signing in:
- Press Ctrl+Shift+Esc to open Task Manager.
- Select Startup apps.
- Look for a FrontPage, FrontPage Express, or unknown entry.
- Right-click a suspicious entry and choose Open file location, when available.
- If the target no longer exists, disable the orphaned entry.
- Restart Windows and check whether the message returns.
Also check Settings > Apps > Startup on supported Windows versions. Do not delete unrelated startup entries merely because their names are unfamiliar.
If the old application is no longer needed, uninstall its remaining entry from Settings > Apps > Installed apps or Control Panel > Programs and Features. Removing the orphaned reference is safer than downloading a replacement DLL for a program you do not use.
Fix 2: Repair or reinstall FrontPage from matching media
This is the most likely fix when the error appears while launching FrontPage or FrontPage Express.

Do not mix files from different releases. A copy taken from another FrontPage installation may have a different internal interface, dependencies, or expected directory structure.
If the program has a repair option
- Open Control Panel.
- Select Programs > Programs and Features.
- Select the FrontPage-related entry.
- Choose Change, Repair, or Modify, if offered.
- Complete the wizard.
- Restart Windows.
- Launch the same executable that previously reported the error.
If the program starts without the DLL message, the repair restored the application’s private files.
If repair is unavailable
- Back up any old HTML files or project folders.
- Uninstall the damaged FrontPage installation.
- Restart Windows.
- Run the original installer as an administrator.
- Install the complete application to its normal folder.
- Restart Windows again.
- Test the program before restoring custom shortcuts or plugins.
If the installer itself fails, copy the installation media to a local folder and run setup from there. Do not copy only fp20htp.dll; FrontPage normally expects a matching group of private libraries.
A historical archive records one FP20HTP.DLL setup file at 91,136 bytes with a 1997 date. That is historical evidence only, not a universal test for every legitimate copy. File size and timestamp should not be used alone to approve a replacement.
Fix 3: Check antivirus quarantine before restoring anything
If the file disappeared after a security scan, inspect the security product’s history.
Windows Security steps
- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Review detections involving the exact FrontPage installation folder.
- Expand the detection to see its path and status.
Restore a file only when all of the following are true:
- The path is the original FrontPage application directory.
- The file came from trusted installation media.
- The detection is not confirmed malware.
- You can scan the complete application folder afterward.
If the file is flagged as malware, do not restore it merely to remove the startup error. Remove the old installation and reinstall it from clean, trusted media. A legitimate historical filename does not prove that every copy with that name is safe.
Update Windows Security, run a full scan, and scan any installer or backup before using it.
Fix 4: Check whether the application folder was moved
A 32-bit application normally loads a private DLL from its own directory. If fpxpress.exe was moved without its companion files, Windows may report that fp20htp.dll is missing even though the DLL exists elsewhere.

- Open the folder containing the calling executable.
- Search that folder for
fp20htp.dll. - Confirm that the DLL is beside the executable, not only in a backup folder.
- Check that related FrontPage files are present.
- Restore the complete application folder from the same backup, if necessary.
- Launch the original shortcut again.
Do not move the DLL into a Windows system directory. If the executable and DLL came from different folders or different installers, reinstall the entire application instead.
Fix 5: Handle a wrong-version or bad-image error
A present DLL can still fail. Messages such as “entry point not found,” “bad image,” or “not designed to run on Windows” usually indicate that the file is damaged, mismatched, or incompatible.
The correct response is to restore the matching file set:
- Write down the exact error text.
- Note the calling executable and its full path.
- Uninstall the current FrontPage installation.
- Restart Windows.
- Reinstall from the same source as the executable.
- Avoid copying individual DLLs from another computer.
- Test the application before adding old plugins or custom components.
The historical software is 32-bit. On 64-bit Windows, it may reside under Program Files (x86), but a 64-bit copy of fp20htp.dll should not be assumed to exist. Windows can run many older 32-bit applications through its compatibility layer, but that does not guarantee that this obsolete program will work reliably.
Fix 6: Try compatibility settings on Windows 10 or 11
Restoring the file may not solve problems caused by obsolete FrontPage dependencies or installer behavior.
- Right-click the actual FrontPage executable.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Choose an older Windows version shown by Windows.
- Select Run this program as an administrator only if the program requires it and you trust the installation.
- Select Apply, then OK.
- Launch the program and test its basic functions.
You can also run the built-in troubleshooter:
- Right-click the executable.
- Select Show more options, if shown.
- Choose Troubleshoot compatibility.
- Follow the prompts.
- Test the recommended settings.
Compatibility mode is not guaranteed. If the editor remains unreliable, use the original software inside a supported virtual machine containing the legacy operating system, or migrate the HTML work to a current editor.
Fix 7: Use System Restore when the file disappeared recently
System Restore can help if the error began immediately after software removal, cleanup, or a recent configuration change.
- Press Windows+R.
- Enter
rstrui.exe. - Press Enter.
- Select a restore point from before the problem began.
- Review affected programs.
- Start the restore process.
- Sign in and test the original FrontPage shortcut.
System Restore is not a substitute for reinstalling an obsolete application. It may also remove recently installed software, so review the affected-program list first.
Fix 8: Repair Windows components only when Windows itself is damaged
fp20htp.dll is not normally a protected Windows system file. Therefore, SFC and DISM will not usually restore it. They are appropriate when Windows has broader symptoms, such as damaged built-in components, repeated system errors, or failed Windows servicing.

Run DISM
- Open Start.
- Search for Terminal or Command Prompt.
- Right-click it and select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Restart Windows.
Run System File Checker
Open an elevated Terminal again and run:
sfc /scannow
Wait until verification reaches 100 percent, then restart Windows and test the application.

Microsoft recommends running DISM before SFC. These commands repair protected Windows components, not normally the private files of FrontPage. If SFC reports that no integrity violations were found, that does not disprove a damaged FrontPage installation.

Fix 9: Do not reinstall drivers for this DLL
fp20htp.dll is an application library, not a graphics, audio, chipset, storage, or printer driver. Updating a driver will not normally recreate it.
If Device Manager also shows a separate hardware problem:
- Right-click Start.
- Select Device Manager.
- Expand the relevant hardware category.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if requested.
For a confirmed driver-specific problem, use the hardware manufacturer’s support page or Windows Update. Do not use a driver repair as a substitute for reinstalling FrontPage.

Why regsvr32 is usually the wrong fix
Do not normally run:
regsvr32 fp20htp.dll
regsvr32 is for DLLs that provide a registration entry point such as DllRegisterServer, commonly used by certain COM or ActiveX components. There is no reliable evidence that fp20htp.dll is a self-registering COM server.
Registering it is unlikely to repair a missing, mismatched, or incorrectly located application DLL. It may instead produce an error such as:

Use registration only if documentation for the exact parent application specifically requires it.
What not to do
Do not download a standalone DLL
Random DLL download pages may provide:
- Malware disguised with a legitimate filename
- A file from the wrong FrontPage release
- A file for the wrong architecture
- An incomplete dependency set
- A modified or unsigned copy
Even a clean-looking replacement may leave the original installation broken.

Do not copy it to System32 or SysWOW64
Those folders contain Windows-managed libraries. Placing a private FrontPage DLL there can create version conflicts, DLL hijacking opportunities, and system-wide side effects. The application should load its matching private DLL from its own directory.
Do not install unrelated runtimes
Visual C++ Redistributables, DirectX, .NET, and device drivers are not established fixes for this file. Install them only when the parent application explicitly requires them and the installer identifies the dependency.

FrontPage Express, Microsoft FrontPage, and FrontPage Server Extensions are related historically but are not interchangeable products. Installing server extensions will not automatically restore the client DLL.

Is fp20htp.dll a Windows system file?
No. It is a legacy Microsoft FrontPage application DLL. Current Windows installations should not be expected to contain it in System32 or SysWOW64.

Do not expect Windows Update to add this legacy application file. Repair or reinstall the parent FrontPage-based application from original or trustworthy installation media.
Should I copy it from another computer?
No. The other computer may have a different release, damaged files, or an untrusted copy. Restore the matching application files from the same installer instead.
What if the message names another DLL too?
Troubleshoot the other named DLL and the parent application. fp20htp.dll may be a dependency, or it may simply be the first file the loader reports.
What if I no longer use FrontPage?
Remove the obsolete program and its orphaned shortcut, startup entry, scheduled task, or file association. There is no reason to install a standalone DLL just to silence an error from an unwanted application.
