From June 2026, PEGI’s new risk categories set a minimum PEGI 16 rating for games in the loot-box category, according to a UK Parliament written answer. That is a minimum, not a guarantee that every affected game will be rated exactly 16: other content can also affect a game’s classification. And PEGI’s reach across Europe does not mean one Europe-wide law automatically bars under-16s from buying or playing those games.
What changes in June 2026?
The UK government says PEGI developed four new risk categories, including one addressing loot boxes. Under that category, the minimum age rating is PEGI 16, with the new ratings coming into force in June 2026. The government also said it supports strict enforcement by the Games Rating Authority. “Minimum” matters: PEGI 16 is the floor described for the loot-box risk category, not a promise that every game containing such a mechanic will receive precisely that rating. A game’s other content can influence its classification too.
Does “across Europe” mean the same law applies everywhere?
No. PEGI is a classification system used across many countries, but its age rating should not be treated as proof of a uniform legal ban on access or sales for under-16s throughout Europe. A 2023 European Parliament resolution says PEGI is used in 38 countries and notes that some countries have made it law. It also calls for assessment of implementation and considers possible harmonization; that is not evidence that a mandatory, harmonized system was adopted. European Parliament resolution

The reviewed sources do not provide a country-by-country account of the legal effect or enforcement of PEGI ratings. The safe interpretation is that PEGI 16 is an age classification; what legal force it has depends on the country.
What about games already released?
The available UK Parliament answer gives the effective date but does not explain whether the criteria apply only to newly submitted games, how updates to existing games are handled, or what detailed exceptions may apply. Those points cannot be settled from the published answer alone.

That distinction is important when reading current PEGI database entries. For example, PEGI’s EA SPORTS FC 26 listing describes randomized card packs as in-game purchases while displaying PEGI 3.
