Shot clocks and group timing are not mutually exclusive. Group position can tell officials when to intervene; once they do, they may time each player’s shots individually. Some policies can also target an individual even while the group is in position. The trigger, clock allowance and penalties depend on the governing body, competition and policy year.
What is the difference between a shot clock and group timing?
A shot clock is the per-stroke part of a pace policy: an official times a player under the policy’s start conditions and compares the elapsed time with an allowance. Group timing tracks a group’s progress against a schedule or the group ahead, and can trigger intervention when the group falls behind.
These operate at different levels. For example, the R&A’s January 2026 Amateur Championships policy defines when a group is out of position, then provides for a referee to time each player individually if the group remains out of position and officials decide to time it. That arrangement can identify a delayed group and then assess individual shots; it does not mean every player in a group is necessarily responsible for the delay.
How long do I have to hit my shot?
The USGA’s Rules FAQ, “Time Allowed to Play Shot,” says: “It is recommended that you make a stroke in no more than 40 seconds. However, the Committee may establish pace of play guidelines that change this time (see Rule 5.6b(1) and Rule 5.6b(3)).” The 40 seconds is a Rules recommendation, not a universal competition clock limit.

The USGA explains that Rule 5.6 encourages prompt play, preparation in advance and a stroke within 40 seconds once a player is able to play without interference or distraction. In stroke play, players may play out of turn when it is safe and responsible—often called ready golf. The Committee remains primarily responsible for pace enforcement. How a group-level trigger and individual timing work together
The R&A Amateur Championships policy for 2026
The R&A policy is specifically for its Amateur Championships and is dated January 2026; it is not a general rule for all R&A events, professional tours or recreational rounds. Under this policy, a group is out of position when it finishes a hole after the maximum allowable time and has failed to maintain its starting interval with the group ahead. The policy also gives on-course indicators, including reaching a clear par 3 after the group ahead has teed off at the next hole. A legitimate delay can justify a reasonable period to regain position.

The group receives an official warning. If it remains out of position and officials decide to time it, a referee times each player individually. Timing starts once the player has had sufficient time to reach the ball, it is their turn, and they can play without interference or distraction. The policy allows reasonable time to calculate yardage, but interpreting yardage, considering other conditions and preparing for the stroke count toward the limit.

Excessive shot time is a separate route to intervention
The R&A’s 2026 Amateur Championships policy defines an excessive shot time: a player observed taking more than 90 seconds may be notified and given a bad time. It also allows the Committee to begin official individual timing even when the group is not out of position. This is a specific provision of that policy, not a general 90-second allowance.
Can officials time an individual when the group is on pace?
Yes, depending on the policy. Besides the R&A 2026 excessive-shot-time provision, a January 2020 PGA TOUR announcement described an observation list for selected individuals, individual timing even if a group remained in position, and an excessive-shot-time rule. That announcement is historical and does not establish the policy now used across PGA TOUR circuits. PGA TOUR, “PGA TOUR announces significant enhancements to pace-of-play policy.”

A separate 2019 PGA TOUR report described the then-current focus on groups out of position and a review of whether to address individuals taking excessive time while their group stayed in position. It provides historical context for policy development, not a statement of current tour rules. PGA TOUR, “PGA TOUR in the process of reviewing pace-of-play policy.” The available examples do not establish one consolidated PGA TOUR policy for every circuit as of October 2026.

- Trigger: Does timing start because the group is behind, an individual is observed, or either?
- Position test: Does the policy use hole-completion times, the interval behind the group ahead, on-course indicators, or a combination?
- Clock start: When must the player be at the ball, be next to play and free of interference or distraction? Does preparation count?
- Allowances and exceptions: Is there a baseline, a longer allowance for certain shots or the first player, or extra time after a legitimate delay?
- Enforcement: Who gives warnings and times players? Do bad times accumulate, and can officials start timing without a warning?
- Consequences: Is the outcome a warning, penalty stroke, loss of hole or disqualification? Is there a separate excessive-shot-time rule?
- Competition context: Which circuit, event and policy year apply? Group size, tee intervals, field size, daylight, course setup and official availability also affect how a policy can be administered.
The USGA’s committee guidance says no single pace standard fits every course and field. A Committee policy can set maximum times for a round, hole, series of holes or individual stroke; define when a group is out of position; and specify timing, warnings and penalties. Practical measures such as smaller groups and longer starting intervals can also support pace. USGA, “5. Before the Competition — Rule 5G Pace of Play Policy.”
Do shot clocks make golf rounds faster?
The cited official materials explain policy mechanisms but do not provide a controlled comparison showing that individual shot clocks outperform group-position timing, or vice versa. It is reasonable to see how group position can flag a delay while individual timing identifies which shots exceed an allowance, but that mechanism alone does not prove a particular system produces faster rounds.
Pace management is broader than clock enforcement. The R&A’s Pace of Play resources address course, player and management factors; the USGA also points to ready golf and Committee-level planning. A clock is one tool within a policy, not a substitute for decisions about group size, tee intervals, course setup and how officials apply the rules.
