They interact, but their controls and effects depend on the specific GPU, driver, tuning software, workload, and cooling conditions. There is no universal offset, safe voltage, or guaranteed performance gain.
What each GPU overclocking setting controls
Core or graphics clock
The core clock is the operating frequency of the graphics processor. A tuning utility may label it GPU, graphics, engine, or core clock. Modern cards can change their clock dynamically as workload, power, and temperature change, so a configured target or offset does not guarantee that the card will sustain that frequency in every game. NVIDIA documents graphics-clock controls in its System Management Interface documentation, while AMD describes GPU clock controls in its Adrenalin tuning guidance.
Memory clock
Memory clock refers to the frequency of the graphics card’s video memory, not the computer’s system RAM. A higher memory clock may matter in workloads sensitive to memory throughput, but its effect depends on the GPU and workload. NVIDIA lists graphics and memory clocks as distinct controls, and AMD exposes a VRAM overclock control in Adrenalin. Displayed clock values and effective-rate conventions can differ between products; check the manufacturer’s definitions rather than comparing slider numbers across cards.
Voltage
Voltage is part of the electrical operating point associated with a given frequency. Some utilities expose a voltage adjustment or a voltage-frequency curve; others limit or omit these controls. AMD documents voltage adjustment in Adrenalin, but that does not establish a generally safe voltage target. A value suitable for one GPU is not automatically suitable for another.

Power limit
The power limit sets a product-defined ceiling or target for GPU or board power, often shown as a percentage relative to a baseline. If a card reaches that limit, it may reduce clock behavior to stay within it. Raising the limit can allow more power use, but does not guarantee higher performance; the supported range depends on the card.
AMD’s Radeon WattMan FAQ states: “Power Limit can be increased or reduced as a percentage and should be set to the maximum when increasing GPU or Memory clock frequency.” That is AMD’s guidance for the workflow described in the FAQ, not a universal rule for every GPU or tuning goal. AMD’s WattMan FAQ describes the percentage control, and its Adrenalin tuning guidance covers GPU clock, voltage, VRAM, and power-limit controls.

How the settings affect one another
Clock, voltage, power, and temperature are connected constraints rather than independent performance switches. Raising a clock target can increase power demand; changing voltage can affect both power use and stability; a power ceiling can limit sustained boost; and temperature can influence GPU operation. The result depends on the particular card and the game or other workload being run.
There is no general consumer statistic in the cited sources for typical GPU-overclocking gains. A 2014 paper reported up to 37–48% improvement in performance per watt for an NVIDIA K20 running the xGPU workload under specific experimental conditions combining lower supply voltage, increased frequency, and low die temperature. That result is a bounded high-performance-computing example, not an expected gaming gain for a modern consumer GPU. Read the paper.

Choosing what to adjust
Start with the control that matches the question you are trying to answer: core clock concerns GPU frequency, memory clock concerns VRAM frequency, voltage concerns the operating point, and power limit concerns the power ceiling. Before changing anything, check the card maker’s model-specific documentation and the tuning utility’s definitions and supported range. Judge any change on the actual GPU and workload; the available documentation does not establish a universal sequence, safe setting, or expected FPS increase.
If you are increasing GPU or memory clocks in AMD’s WattMan workflow, AMD advises setting Power Limit to maximum. Treat that as vendor-specific guidance for that workflow, not as a requirement for all cards or all tuning approaches. A higher power limit can increase power draw and is not itself an overclock or a promise of faster performance.

What to do if games become unstable
Crashes or other instability after changing GPU settings are a reason to return those settings to stock and consult the card vendor’s model-specific support guidance. NVIDIA says Debug Mode can help determine whether crashes stem from running a graphics card above reference clock speeds. NVIDIA also notes that CPU and system-memory overclocking can contribute to game instability, so the GPU is not necessarily the only possible cause. See NVIDIA’s instructions for enabling Debug Mode.
Stability and performance need to be evaluated on your own system and workload. The vendor documentation cited here identifies tuning controls; it does not provide a single cross-vendor stability-testing procedure.
