HEVC (H.265) Explained: Video Quality, Compression, and Streaming

HEVC can deliver video at a lower bitrate than H.264 in suitable comparisons, but quality and compatibility depend on the encoder, stream settings, packaging, and player.

HEVC, also called H.265 or MPEG-H Part 2, is a video compression standard designed to deliver comparable viewing quality with fewer bits than older codecs such as H.264. That can reduce the bandwidth needed to stream video or the storage needed for a file—but it is not a guarantee of better-looking video, a fixed bitrate saving, or playback on every device. Compatibility depends on the particular HEVC stream and the player that must decode it.

What is HEVC?

HEVC stands for High Efficiency Video Coding. It is also known as H.265 and MPEG-H Part 2. ITU-T identifies the standard as H.265 in conjunction with ISO/IEC 23008-2; Fraunhofer’s history of the standard says its first version was finalized in April 2013. ITU-T’s H.265 record and Fraunhofer HHI’s HEVC overview provide the standards background.

HEVC is a codec: software or hardware uses it to encode video pictures into a compressed representation and decode them for playback. It is not a streaming service, a file container, or one particular encoder. A video can use HEVC while being stored in different containers or delivered through different streaming systems.

How does HEVC affect quality and bitrate?

HEVC’s practical advantage is compression efficiency: for a chosen quality target, an encoder may be able to use a lower bitrate than H.264. Apple Developer says HEVC enables delivery of higher-quality video at about 40 percent lower bitrate than H.264 in its discussion of 4K and HDR HLS. “About” matters: this is an approximate comparison, not a universal result for every video, encoder, setting, or quality measure. Apple’s 4K and HDR HLS talk does not establish a guarantee for every workflow.

Lower bitrate can reduce the network capacity needed to deliver a stream or the storage used for a given duration and encoding choice. It does not make an already-compressed source look better merely by changing its codec. A low-bitrate HEVC encode can look worse than a high-bitrate H.264 encode; the result depends on the source and the encoding decisions.

Why there is no universal HEVC bitrate

Bitrate needs vary with the codec and encoder implementation, resolution, frame rate, bits per pixel, content complexity, and intended subjective quality. Apple’s guidance also notes that HDR often calls for more bits per pixel than SDR. Fast motion, fine detail, grain, and other challenging material can require different settings from relatively simple scenes. Apple’s HLS specification appendixes explain the factors behind its bitrate guidance.

“Same quality” also needs context: viewers may judge quality subjectively, while technical measurements use particular metrics. A bitrate comparison is meaningful only alongside the material, encoder, settings, and quality target being compared.

What has to line up for an HEVC stream to play?

A streaming pipeline has several separate parts: an encoder compresses video, packaging places it into streamable media segments, a server delivers those segments, and the viewer’s player decodes and displays them. A typical Apple HLS configuration, for example, can use a hardware encoder to create HEVC video and AC-3 audio, then a segmenter to make media files and an index that clients use to request segments. Apple’s HLS overview describes that kind of workflow.

“Supports HEVC” is not enough to confirm that a particular file or stream will play. Check the player or device specifications for the exact codec profile and level, bit depth, resolution, frame rate, HDR format, container or packaging, and decoder support. The device must support the relevant combination, not merely the HEVC name.

Apple HLS: a platform-specific example

Apple’s authoring specification gives concrete rules for HLS on Apple devices. It says, “All video MUST be encoded using H.264/AVC, HEVC/H.265, Dolby Vision, or AV1.” This is an Apple platform authoring rule, not a universal requirement for all streaming services. For HEVC in the described HLS workflow, Apple requires fragmented MP4 (fMP4). Its guidance sets ceilings for supported profiles, levels, and tiers, recommends Main 10 Profile, Level 4.0, Main Tier or lower for some variants to maximize compatibility, and allows HEVC variants up to Main 10 Profile, Level 5.1, High Tier. For HDR HEVC it specifies HDR10, HLG, or Dolby Vision, and says SDR streams should also be supplied for backward compatibility. Apple’s example HLS bitrates: useful illustration, not a universal preset

Apple publishes example 16:9 VOD variant bitrates for its HLS guidance. The values below are examples for HEVC at 30 fps, not minimums, maximums, or a promise of a particular perceptual quality. They should not be treated as general bitrate requirements for other platforms or content.

Apple advises evaluating bitrate choices against the actual material and encoding workflow. Its examples are a starting illustration when authoring for Apple HLS, not a universal streaming ladder. Apple’s specification and its appendixes give the platform context.

Choosing HEVC for a video or stream

  • Check the destination first. Confirm that the streaming platform and intended viewer devices support the required codec, container, profile, level, bit depth, resolution, frame rate, and HDR format.
  • Test representative content. Choose bitrate variants using the actual footage, encoder, quality goal, and likely network conditions rather than relying on one general-purpose number.
  • Plan for compatibility. If the target requires fallback formats or SDR alongside HDR, include them in the encoding and packaging plan. Apple’s HLS requirements are specific to its supported devices and should not be assumed to govern other platforms.
  • Separate the codec from the rest of the format. HEVC alone does not determine resolution, visual quality, HDR status, container, or whether a player can decode the result.
