Neither HLS nor MPEG-DASH is universally better. Choose the one your target devices, player, codecs, DRM, packaging and delivery stack can support; if you need both HLS and DASH clients, a shared CMAF media package with separate presentations may work. For live video, including gameplay, compare measured end-to-end latency and resilience in your actual deployment—not protocol names alone.
What HLS and MPEG-DASH do
HLS (HTTP Live Streaming) and MPEG-DASH (Dynamic Adaptive Streaming over HTTP) are HTTP-based adaptive streaming protocols. A service encodes media into a set of representations, packages it into segments, and publishes a presentation description that tells a compatible player what is available. The player requests media over HTTP and can switch representations as network conditions or playback needs change.
They are not video codecs. A codec encodes the audio or video; a protocol describes how a player discovers and receives the packaged media. That distinction matters for game video: a capture card or game encoder produces the source, while HLS or DASH can deliver the encoded, packaged stream to viewers. Choosing a protocol does not capture gameplay or make an unsupported codec playable.
- HLS is Apple’s HTTP-based adaptive streaming protocol. Its playlists identify media segments and available variants. RFC 8216, published in 2017 as an informational protocol document, describes version 7; Apple’s HLS documentation hub also links to a later “HTTP Live Streaming 2nd Edition” specification and preliminary revisions, so RFC 8216 should not be treated as the final word on every current HLS feature.
- MPEG-DASH is the ISO/IEC 23009 suite. MPEG describes DASH as using existing HTTP servers, CDNs, proxies and caches. It supports live and on-demand services, includes provisions for MPEG-4 and MPEG-2 Transport Streams, and can be used with other media formats.
Both can support live and on-demand delivery over ordinary HTTP infrastructure. Apple describes HLS as designed for reliability and adaptation to changing network conditions; that is a design goal, not a guarantee that HLS will outperform DASH in a particular deployment. The encoder, packager, CDN, player, media ladder and configuration all affect the result.

How their media formats and packaging differ
Protocol, container and codec are separate compatibility checks. HLS RFC 8216 supports MPEG-2 Transport Stream and fragmented MP4 media segments. DASH has explicit provisions for MPEG-4 and MPEG-2 TS and is usable with other media formats. A device still needs to support the particular codec, profile, container and protection method in the stream; the protocol label by itself does not guarantee playback.
Can HLS and DASH share the same CMAF media?
Often, a service can use CMAF (Common Media Application Format) as a shared segmented-media packaging layer for HLS and DASH presentations. CMAF media tracks and fragments can reduce the need to package completely separate media sets for the two ecosystems. The service may still need separate HLS and DASH presentation descriptions, and shared packaging does not make every codec, DRM workflow or client compatible. Confirm the exact combination with the target players and platforms.

CMAF is a packaging format, not a third streaming protocol. Its use does not settle which manifest a client can read, whether its decoder supports the media, or whether the licensing and key-delivery setup matches the client.
Latency: compare the whole live path
Both protocol families have low-latency options: Low-Latency HLS (LL-HLS) and Low-Latency DASH (LL-DASH). CMAF chunks allow media to be delivered in units smaller than a full segment, separating chunk delivery latency from full-segment duration. In the operational model described by IETF RFC 9317, LL-HLS clients retrieve each chunk with a separate HTTP GET, while LL-DASH clients can receive a segment’s chunks through one HTTP GET using HTTP chunked transfer.

What LL-HLS adds
Apple’s LL-HLS documentation describes partial segments, playlist delta updates, blocking playlist reloads, preload hints and rendition reports as low-latency mechanisms. LL-HLS requires supporting server and CDN behavior. If a required feature is unavailable in the server configuration, Apple documents fallback to regular-latency HLS.
Apple’s authoring guidance says Part Target Duration must be at least the expected P95 round-trip time and recommends one second; it also requires PART-HOLD-BACK to be at least three times Part Target Duration. These are Apple authoring requirements and guidance, not a promise of a particular glass-to-glass latency. Actual delay also includes capture, encoding, packaging, network delivery and player buffering.

What low latency costs
RFC 9317 cautions that low-latency live delivery can require a premium service dedicated to live media. Potential trade-offs include higher cost, lower media quality, less flexibility in adaptive bitrate or resolution, and greater risk of visible disruption during transient network trouble. Simply shortening segments can also reduce encoding efficiency; CMAF chunking can help separate the latency of a delivered chunk from the duration of the full segment.
Do not assume DASH is always lower-latency or that HLS is inherently high-latency. Measure the complete path—capture and encoding, packager, origin or CDN, player buffer policy, device and expected network conditions—against your latency target and acceptable interruption risk.

Choose based on your audience and stack

Practical conditional recommendation
- Choose HLS when Apple-platform playback or authoring requirements and Apple’s HLS ecosystem are central to your service.
- Choose DASH when your players and delivery stack are built around ISO/IEC DASH and its conformance ecosystem.
- If you need both ecosystems, evaluate separate HLS and DASH presentations using shared CMAF media, then test real devices and protection workflows.
- If one protocol is already supported end to end, do not migrate solely on a claim that the other is inherently faster, higher quality or more scalable. Establish a measurable deployment benefit first.
These are decision heuristics, not a universal ranking. MPEG-DASH conformance/reference software and implementation guidance, and Apple’s HLS tools, examples and stream validator, can help validate implementations; passing a format-level check still does not prove every intended client behaves correctly.
A deployment test that answers the real question
- List the clients that matter. Include the actual device models, operating systems, browser or app versions and network conditions represented by your audience.
- Fix the media variables. Compare the same source, codec, profiles, bitrates, resolution ladder and audio across protocol candidates wherever the packaging supports it. Otherwise, a media difference can be mistaken for a protocol difference.
- Validate packaging and playback. Check manifest or playlist parsing, segment requests, decoder support, DRM/key delivery, seeking for on-demand content, and rendition changes under bandwidth variation.
- For live delivery, measure glass-to-glass delay. Include capture, encoding, packaging, origin/CDN transit and player buffer. Record startup time, rebuffering and visible recovery after transient network issues alongside latency.
- Test the production path. Use the intended CDN, authentication, ad insertion and player configuration. A local packager test cannot establish performance at scale or compatibility across unrelated devices.
- Keep a fallback plan. If the low-latency path is unsupported or unstable, decide whether regular-latency playback or a second presentation is acceptable and test that behavior before launch.
Common implementation problems and fixes
- The manifest loads, but playback fails. A readable HLS playlist or DASH presentation does not prove the device supports the media. Check codec, profile, container, DRM and key delivery on the failing target; then test a supported combination.
- One client works and another does not. Treat this as a client-combination issue, not proof that a protocol is universally broken. Compare the failing client’s decoder, manifest support, protection requirements and server responses against a known-working target.
- Low-latency HLS falls back to regular latency. Check that the server/CDN supports the required LL-HLS behavior and that the playlist and delivery configuration provide it. Apple documents fallback when a required server aspect is unavailable.
- Low latency causes more stalls or visible disruption. Inspect player buffering and network variability, then weigh a larger buffer or less aggressive latency target against the live interaction requirement. Low-latency delivery can be less resilient during transient network trouble.
- Shared CMAF packaging does not work across all clients. Check whether the issue is the presentation, media codec/container, DRM or client capability. CMAF can share media packaging; it does not erase those independent constraints.
- Shorter segments fail to deliver the expected gain. Measure end-to-end delay and encoding quality. Segment duration alone is not the entire latency path, and very short segments can reduce encoding efficiency; chunked CMAF delivery may allow smaller delivery units without making full segments equally short.
