How Steam selected the winners
The awards were decided by Steam community votes, not by a jury. Valve’s 2025 Steam Awards page says users nominated finalists and then voted during the Steam Winter Sale. Any account that was not limited could cast one vote in each of the 11 categories, and voters could change their choices until voting closed.
The voting window ran from December 18 at 18:00 UTC through January 3 at 18:00 UTC. Valve scheduled the winner announcement for January 3 at 18:00 UTC. The Steam Team announcement, reproduced by Saving Content, reported 43.8 million total votes across all categories. That is a vote count, not a count of individual voters.
What the “two trophies” means
Silksong took two category wins, rather than two physical awards intended for players. Valve says winning developers receive a physical Steam Awards trophy sent to their offices, along with a virtual trophy displayed on the game’s Steam store page. The award page does not describe the physical trophy as a retail item.
