Yes—but the South Korean rule is for an Asian Games first-prize winner, meaning gold, not for anyone who wins any medal. The outcome is often called a military-service exemption, but legally it is a route to art and sports personnel service with continuing duties, including 544 hours of public-interest service.
Which Asian Games result qualifies?
Article 68-11(1), item 5 of South Korea’s Enforcement Decree of the Military Service Act identifies a person who “shall have won the first prize in the Asian Games” as a qualifying sports person. In medal terms, that is gold. Silver or bronze alone is not the stated criterion.
The relevant result is first prize in the athlete’s event, rather than simply being part of a national team that earned a medal in a different event. In an October 3, 2026 report, the Associated Press said golfer Tom Kim won individual gold while South Korea took silver in the team event, and teammate S.H. Kim did not receive the same benefit. That is an example, not a complete statement of how every team event is assessed; the decree and the athlete’s administrative circumstances control.
What “military exemption” means in practice
The decree does not describe a total release from every service obligation. It provides a special classification: art and sports personnel serve in a field determined by the Military Manpower Administration (MMA) commissioner, rather than following ordinary active duty in the usual way.

Article 68-12 sets a total of 544 hours of public-interest service during the mandatory service period. The listed work includes sports or cultural activities that promote the rights and interests of socially vulnerable groups, sports instruction for children and adolescents, and other approved voluntary activities. The 544 hours are a total, not a monthly figure.
For comparison only, the MMA’s general service-process guidance lists ordinary active-duty terms of 18 months for the Army and Marine Corps, 20 months for the Navy, and 21 months for the Air Force. Those durations describe general active duty; they are not the length or workload of the art-and-sports-personnel pathway.
How an athlete enters the pathway
Winning gold is the qualifying result named in the decree, but the rule also sets out a recommendation procedure. The athlete applies to the Minister of Culture, Sports and Tourism with confirmation of the prize and other required documents. The ministry then notifies the MMA commissioner of nominees. Because eligibility and processing depend on the applicable rules and individual circumstances, an athlete should confirm requirements directly with the ministry or MMA.
Why individual and team results can be treated differently
The distinction can matter where a competition awards separate individual and team results. In the AP’s October 3, 2026 account of Asian Games golf, Tom Kim won individual gold, while China won the team event and South Korea finished second; the report said S.H. Kim did not receive the benefit from the team result. That reported case illustrates why a team medal should not be assumed to qualify every team member. The cited decree excerpt does not spell out every team-event eligibility scenario.

Football has also drawn attention to the issue. Yonhap reported on October 8, 2023 that Lee Kang-in and Jeong Woo-yeong were among the South Korean men’s players to receive the benefit after the Hangzhou Asian Games gold. Yonhap noted that Paris Saint-Germain was not obliged to release Lee because the Asian Games fell outside the FIFA international calendar, and that he joined South Korea after the tournament began. That was the circumstance in Lee’s case, not a general release rule for all clubs or players.

It states the first-prize criterion and the public-interest service total, but the provisions cited here do not establish a universal schedule or hour-accounting process, a specific military education duration, or the treatment of every team-event format.
