How Game Subscription Services Pay Developers and Publishers

There is no universal public payout rate for game subscriptions. Contracts may use guarantees, development-cost support, sales- or usage-based royalties, or a mix—and published industry totals do not reveal what a particular service pays for a particular game.

Game subscription services do not use one public, standard rate to pay developers or publishers. Compensation depends on private agreements: a deal may include a fixed minimum guarantee, development-cost support, sales- or usage-based royalties, or a combination. Public sources identify these as possible structures, but do not establish a universal formula—or a comparable payout rate for each service.

What payment arrangements can a game subscription deal use?

The contract, not a published industry-wide rate, determines how a particular game is compensated. A 2023 academic study describes several structures it encountered in game-platform contracts, while noting that it did not observe the contracts themselves. Electronic Arts (EA), in its Form 10-K, says third-party licensees typically pay a fixed minimum guarantee and/or sales-based royalties. These sources illustrate possible arrangements; they do not establish how frequently each is used across the industry.

Fixed license fee or minimum guarantee The platform pays a negotiated amount for specified rights to include or distribute a game, potentially for a defined period or scope. A guarantee can provide a contracted payment floor, subject to the deal’s terms. EA says third-party licensees typically pay a fixed minimum guarantee and/or sales-based royalties. The amount and conditions for individual deals are not stated in EA’s filing.
Development funding or cost coverage The platform contributes to development or covers an agreed share of production costs. The 2023 academic study identifies contracts covering a share of development costs among the types it encountered. It does not establish how common this is across the industry or set a standard share.
Sales-based royalty Payment varies with sales or other transactions defined in the contract. EA reports recognizing sales-based royalties as the related sales occur. That accounting description does not reveal the terms of any particular subscription deal.
Usage-based royalty Payment is linked to usage or engagement as defined in the agreement. The academic study identifies usage-based royalties as one contract category, but does not establish a universal measure or rate. Public evidence here does not show that every service pays by hours played, downloads, or player-days.
Hybrid arrangement A contract combines more than one payment structure. EA’s description of a fixed minimum guarantee “and/or” sales-based royalties illustrates that guarantees and royalties can coexist. The terms remain deal-specific.

Do developers get paid per download or per hour played on Game Pass?

Public evidence does not establish a standard per-download or per-hour Game Pass rate. A contract could include a usage-based royalty, but that possibility is not proof that Game Pass allocates subscription revenue to every game according to hours played, downloads, or another engagement metric. Without terms for a specific agreement, a precise payout formula cannot be stated.

Microsoft’s 2025 Xbox Developer article says the ID@Xbox program had paid more than $5 billion in royalties. That is a cumulative program-wide figure, not a Game Pass payout total. The article also reports over 20% more hours played per user for games supporting Xbox Play Anywhere. That is Microsoft’s reported engagement comparison, not evidence of a Game Pass payment formula.

Why a publisher’s accounting figures do not show a platform’s payout formula

Accounting disclosures describe how a company recognizes its own revenue; they are not necessarily a breakdown of how a subscription platform distributes subscriber revenue to game partners. EA says it recognizes its own subscription revenue ratably over the subscription term. Separately, it says third-party licensees typically pay fixed minimum guarantees and/or sales-based royalties. Those are distinct revenue arrangements, and neither statement reveals a universal allocation of subscription fees among games.

What the available figures do—and do not—measure

  • Australian subscription spending: The ACCC’s March 2025 report cites Interactive Games and Entertainment Association figures of $329.5 million in Australian gaming subscription spending in 2023, up 31% from $251 million in 2022. These are consumer spending figures for Australia, not amounts paid to developers or publishers.
  • ID@Xbox royalties: Microsoft’s 2025 figure of more than $5 billion is cumulative and program-wide. It is not a Game Pass payment total.
  • Xbox Play Anywhere engagement: Microsoft’s reported comparison of over 20% more hours played per user concerns games supporting Xbox Play Anywhere. It does not establish that subscription compensation is based on hours played.

The ACCC describes game subscriptions as recurring-fee access to a library, similar to renting access rather than buying every game individually. Its March 2025 Australian report lists Xbox Game Pass, PlayStation Plus, Google Play Pass, Apple Arcade, Nintendo Switch Online, Ubisoft+, EA Play, and Netflix as examples. That list is a dated Australian snapshot, not a current catalogue for every country. The public sources discussed here do not establish comparable, current payout formulas for those named services.

Why cloud-streaming terms should not be mistaken for Game Pass terms

Microsoft’s terms for eligible streaming providers say those providers do not receive game-sale revenue, in-app purchase revenue, or other future game-related transactional revenue generated by streamed eligible games, subject to the agreement’s stated terms. The same page distinguishes separate multi-game subscription agreements. A rule for those eligible streaming-provider arrangements should not be treated as the payment model for Game Pass.

What to check when a specific deal is disclosed

A payout figure is meaningful only alongside the contract terms and the kind of amount being reported. When evaluating a documented deal, look for:

  • The payment basis: fixed fee, cost-linked support, sales-based royalty, usage-based royalty, or a hybrid.
  • Whether a guarantee exists, and whether any payment is recoupable against later royalties.
  • Which platforms and territories are licensed, whether the deal is exclusive, and how long it lasts.
  • Removal rights and what happens when the game leaves a service.
  • Reporting and audit access, including how sales or usage are measured.
  • How downloadable content and in-game purchases are treated.
  • Whether the figure is a publisher’s accounting value, a platform payment, or total consumer spending.

These are questions to ask of an individual agreement, not terms established for every named service by the public evidence available here.
