Measure the fall the mob actually takes
Count from the point where the skeleton leaves its supporting block to the surface where it lands. A shaft’s visible block count can differ from the mob’s actual fall distance, depending on where it steps off and where it lands. Landing geometry also matters, so a nominal 22-block chute may not produce the same result in every build.
Fall damage is calculated from distance beyond the first three blocks. The Minecraft Fandom Wiki’s Damage page also notes a caveat involving the last tick of fall distance, another reason not to treat a block count as an edition-proof guarantee.

Why the 22-block recommendation is approximate

The available references do not establish that this height behaves identically in current Java and Bedrock editions. If the fall kills mobs you meant to leave alive, shorten it; if they survive with more health than you want, adjust the drop or landing arrangement incrementally.
Where the drop fits into a wither skeleton farm
A wither skeleton farm uses spawning areas in a Nether fortress and funnels spawned mobs toward a collection point.
