What did Activision mean by “more than $1 billion”?
In an announcement dated November 6, 2013, Activision said more than $1 billion of Call of Duty: Ghosts had been sold into retail stores worldwide as of day one. Activision’s announcement describes a dollar value of sales into retail, not a unit count or a total of consumer purchases. Without reliable per-copy pricing and sell-through data, that figure cannot be converted into copies sold.
What do the official rankings tell us?
Activision reported that Ghosts was the best-selling overall title in December 2013 and the best-selling next-generation title of 2013 on Xbox One and PlayStation 4. In its fourth-quarter 2013 results, the publisher also said the game ranked first in both units and dollars across platforms in the U.S. and Europe combined for the quarter. These are rankings with stated time and geographic scopes, not cumulative worldwide totals.

The game’s official release date was November 5, 2013, and Activision was its publisher, according to the official game page. That context does not supply a lifetime sales figure.
Did Call of Duty: Ghosts sell a billion copies?
No. The official “more than $1 billion” statement was about the value of copies sold into retail stores by day one. Activision did not say the game sold one billion copies. The launch announcement also quoted CEO Bobby Kotick calling Call of Duty “by far the largest console franchise of this generation”; that statement concerns the franchise, not a unit total for Ghosts.

Can third-party estimates fill in the missing number?
Not as a publisher-confirmed total. An estimate should be identified as such and evaluated by its date, geographic and platform coverage, whether it includes digital sales, and whether it measures retail shipments or purchases by players. The cited official disclosures do not establish a named third-party lifetime estimate that can be presented as the definitive answer.
