There is no published Steam-wide maximum for connected accounts. Steam says you can add multiple accounts to the Steam Mobile app for Steam Guard and use one phone number on multiple accounts, but its help pages do not specify a numeric limit. The answer depends on what you mean by “connect”: account authentication, phone-number association, a third-party website login, or game sharing are separate features.
Connect multiple accounts to Steam Guard on one device
The Steam Mobile app can authenticate multiple Steam accounts. Steam’s setup guide explains that you can add another account from the blue account drop-down on the Steam Guard tab; the app can then confirm sign-ins for the accounts added to the authenticator. Steam does not publish a maximum number of accounts for this feature.
Adding accounts to one phone does not merge their credentials or libraries. Each remains a separate Steam account. For setup details, see Steam’s Steam Guard Mobile Authenticator guide.
Use one phone number on multiple Steam accounts
Steam says a phone number may be used on multiple accounts, without stating a numeric maximum. However, accounts sharing a number may be treated as the same identity for purposes of the Steam Subscriber Agreement, policies, or restrictions.

There is also a conditional ban consequence: when a game has the feature enabled, a VAC or game ban on an account registered to a phone number may also affect other accounts using that number. This is not automatic for every game; enabling the feature is at the developer’s discretion. Sharing a number by itself does not mean an account will be banned. See Steam’s phone-number FAQ.
Link a Steam account to an external website
If you mean connecting Steam to another service, Valve’s Steamworks documentation describes Steam OpenID as a way for a third-party website to link a user’s Steam account to an account on that site. In practice, the website determines its own account-linking rules; Steam’s documentation does not give a universal count for external connections.

Valve’s Steamworks documentation says: “Steam’s OpenID 2.0 implementation can be used to link a users Steam account to their account on the third-party website.” This connects identities between services; it does not combine Steam accounts. Read the Steamworks authentication documentation.
Share eligible games with separate accounts
For sharing games with family members, Steam Families is the relevant feature—not account linking. Eligible family members use their own Steam accounts, and supported games can be shared within the family. Some titles are excluded, including games that require a third-party key, account, or subscription. Steam Families does not merge accounts or make every game shareable. Steam’s license terms say games are licensed to the account holder and that a single account is not supported for simultaneous use by multiple players. Use separate accounts and Steam Families where the game is eligible; see the Steam Subscriber Agreement.

The Steam documentation cited here describes authentication, phone-number association, external identity linking, and family game sharing, but does not document a feature for merging separate Steam accounts into one. These features should not be treated as a way to transfer one account’s identity or library into another.
