NFL teams must submit their game-day inactive lists to the league 90 minutes before kickoff. That is the official submission deadline, not a promise that the list will be posted publicly at that exact moment: the Pittsburgh Steelers’ Q&A says there is no rule setting a specific media or public release time.
What the NFL inactive list tells you
The game-day inactive list identifies players on a club’s roster who are not eligible to play in that particular game under the club’s game-day designations. It is not the same thing as the full roster, and a player who is not expected to start is not automatically inactive.
It is also distinct from the injury report issued earlier in the week. For the question of who is available for that game, the game-day list submitted shortly before kickoff is the relevant designation.
When are NFL inactives due—and when do they become public?
The league deadline: 90 minutes before kickoff
NFL Football Operations includes each club’s inactive list in the Game Day Administration Report exchanged at the 90-minute pregame meeting. The report also covers game-administration matters such as players designated to have coach-to-player helmet communication components and players or coaches wearing microphones. Public posting: no universal exact time
The Steelers Q&A says there are no rules specifying when inactives must be released to the media or public. So a team’s league submission deadline and the moment a fan sees an official post are separate. Do not assume every club’s website or social account will publish the list precisely at T-minus 90 minutes.

To find the list, check the team’s official channels or an NFL source near the deadline. Posting practices may vary by club; the available guidance does not establish one universal publication channel or timestamp for all 32 teams.
Inactive list versus active game-day roster
The inactive list is a game-specific designation. The club’s broader Active/Inactive List is its roster framework; being on that roster does not mean a player will be available as a game-day active for every game.

NFL.com’s roster FAQ describes the regular-season and playoff game-day active limit as 48 players when a club has at least eight offensive linemen, or 47 when it has fewer than eight. It also describes a 53-player Active/Inactive List, with standard practice-squad elevations potentially bringing that total to 54 or 55. These are seasonal explainer figures, so check the applicable current-season rules before relying on them as current limits.
