No Law is not trying to match Cyberpunk 2077’s Night City block for block. In an October 5, 2026 report by Rock Paper Shotgun, Neon Giant describes a smaller Port Desire built around vertical routes, selected interiors and changing district conditions. The studio’s creative director, Tor Frick, said 24 people were working on the game, excluding outsourced QA, art and sound-design teams. These are reported plans, not a verified final feature list or proof that the approach succeeds in play.
How is No Law supposed to feel as big as Cyberpunk 2077?
By making its city dense and layered rather than matching Night City’s land area. The report describes Port Desire as significantly smaller in land mass, but says Neon Giant is using steep hills, tall buildings and routes that pass over, under and through structures to create a sense of discovery. No map measurements are given, so the comparison is qualitative rather than a measured size contest.
Frick’s account emphasizes a city that rewards walking down winding, Mediterranean-style streets: a turn might reveal an alley, staircase or connection the player did not expect. The design target is not simply more space, but more ways to move through and read the space that exists.
Visible boundaries instead of endless sprawl
Port Desire is described as a coastal city bounded by deep water and a border wall. Frick said the developers wanted visible boundaries rather than invisible walls, linking that choice to a setting between neighboring countries and an inspiration drawn partly from Kowloon Walled City. That is the studio’s explanation of its setting and design rationale, not an independently established account of the finished map.

How many people are making No Law?
Frick told Rock Paper Shotgun that 24 people were working on No Law. The report explicitly says that figure excludes outsourced teams handling QA, art and sound design, so it should not be read as a complete count of everyone contributing to the game. The article offers no independently verified total headcount.
Frick called the project difficult and ambitious. The report presents some omissions as deliberate scope choices: parked cars are visible, but players will not drive them, and not every building is enterable. Rather than build every possible feature or open every door, the team says it focused on places and systems it considered important to exploration.

Can you drive cars or enter every building in No Law?
No, according to the reported plans: driving is not included, and access to buildings is selective. The team reportedly wanted to avoid loading screens, with interiors physically corresponding to their exteriors instead of opening into larger spaces through a loading transition. This continuity comes with a scope trade-off: only some buildings are explorable.
The report names understreet nightclubs, bars in a red-light district and some residents’ apartments as examples of accessible interiors. Those examples do not mean that every building—or every door—will be open.

What else is meant to make exploration and missions vary?
The report describes No Law as an open-world immersive sim, with several planned systems intended to make routes and encounters less fixed. Frick’s examples include combinations of items that can create tools such as time-slowing grenades and remote exploding drones. Missions are described as having multiple approaches, while magistrates targeted by the player can change their patterns and defenses as the campaign progresses against the city’s four mayors.
Time and weather change the streets
Frick says time and weather affect who occupies different districts. The report contrasts smoggy streets, rainy residential areas, a busy party district, and nighttime patterns in the slums and bazaar. Those shifts may influence mission difficulty: for example, crossing a crowded street could be easier at night. The article describes intended variation, not tested outcomes or a comprehensive list of final systems.
