Steam game prices are set and managed by each game’s publisher or developer, not automatically fixed by Valve. Steam provides regional pricing recommendations and rules for minimum prices and discounts; partners can accept the suggested prices or adjust them. That is why a game’s price in another country may differ from a direct conversion of its US price.
Who sets a game’s Steam price?
Steam partners choose and manage prices for their products. In the Steamworks partner dashboard, they can configure prices and discounts for supported currencies and regional groups. Valve reviews initial prices and proposed adjustments; Steamworks says processing usually takes one or two business days. That is an estimate, not a guarantee of approval or a promise that every input error will be caught. Steamworks pricing documentation

Steam’s regional pricing tools are recommendations, not a mandatory formula that automatically determines every game’s price. A partner can use a suggested conversion as a starting point, then accept or change the resulting regional price.
Why do Steam prices differ between regions?
An exchange-rate conversion is only one way to arrive at a regional price. Steamworks describes three methods, which use different inputs. The multi-variable method considers local purchasing power, the expected cost of comparable entertainment goods, and exchange rates. Steamworks documents 37 currencies and four regional USD price groups. The groups provide USD-denominated pricing in some markets without local pricing; the group list is not a map of all regional price differences, and neighboring countries do not necessarily share a store currency. - USD_CIS: Armenia, Azerbaijan, Belarus, Georgia, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, and Uzbekistan.
- USD_LATAM: Belize, El Salvador, Guatemala, Honduras, Nicaragua, Panama, Argentina, Bolivia, Ecuador, Guyana, Paraguay, Suriname, and Venezuela.
- USD_MENA: Bahrain, Egypt, Iraq, Jordan, Lebanon, Oman, Palestine, Turkey, Yemen, Algeria, Libya, Morocco, Tunisia, and Sudan.
- USD_SASIA: Bangladesh, Bhutan, Nepal, Pakistan, and Sri Lanka.
How minimum prices limit discounts
Steam applies currency-specific minimums to base and discounted prices. Steamworks documents a minimum base price equivalent to its multi-variable conversion for the $0.99 USD tier and a minimum transaction price roughly equivalent to $0.49 USD. These are platform constraints, not guarantees that every region’s final price will match the US equivalent. Steamworks minimum price documentation

Steamworks gives these examples of how a minimum can constrain the discount depth: a game at the $0.99 tier can discount up to 50%; one at $1.99 can discount up to 75%; and one at $4.99 can discount up to 90%. They are examples, not a conversion table that applies identically to every currency. If a base or discounted price falls below the applicable minimum in a currency, the game may become unavailable for purchase in countries using that currency. A low base price can also block a new discount or restrict its depth.
Steam discount rules that affect sale prices
Steamworks’ general rules set limits on discount size, duration, and timing. The applicable minimum transaction price also restricts how low the discounted price can go. Steamworks discount documentation

- Discounts generally must be at least 10% and cannot exceed 95%.
- A launch discount cannot exceed 40% and must last at least seven days. General discounts can run from one to 14 days.
- A product generally cannot be discounted within 30 days of another discount.
- A product cannot be discounted within 30 days of release, within 30 days after a price increase in any currency, or within 30 days after its launch discount ends.
- Discounts of 20% or more may trigger wishlist notifications.
How seasonal sales differ from ordinary discounts
Steam’s major seasonal-sale discounts are exempt from the ordinary 30-day discount cooldown. This exception does not waive the 30-day restrictions tied to a release or a price increase. Steamworks describes four Steam-wide seasonal sales per year. Released games can participate, subject to the applicable release and price-increase cooldowns; the ordinary discount cooldown does not by itself prevent joining. A game generally must have been released at least 30 days before the sale. If a price-introduction cooldown expires during a sale, Steam says a partner can manually enter a discount once that cooldown ends. Steamworks seasonal sale documentation

A seasonal discount of at least 20% automatically triggers email notifications to players who have wishlisted the game. How to interpret a regional price or discount
When comparing a game’s price across countries, separate the recommendation from the final price and the sale rules. A useful way to read the price is to check:
- The currency and region: identify the store currency or regional USD group used in the country.
- The conversion approach: exchange rates, purchasing power, or a combination can produce different recommendations.
- The partner’s decision: the publisher or developer may accept or alter a recommendation.
- The price floor: currency-specific minimums can limit the base price, discount depth, or availability.
- The discount timing: ordinary cooldowns, release timing, and price increases can affect whether a discount is allowed; seasonal-sale discounts have a limited exception.
These rules explain why a regional sale price may not equal the US sale price converted at today’s exchange rate. The actual result depends on the partner’s chosen prices, the local currency’s minimums, and the discount that Steam permits.
