Kunshan police, working with Tencent, dismantled a major international game-cheat network known as “Chicken Drumstick,” Chinese authorities said in 2021. The case led to arrests, seizures and later convictions, but “world’s biggest” was a police description—not a verified global ranking—and the takedown did not end game cheating.
What happened in the Chicken Drumstick case?
Tencent reported an overseas website selling a cheat for Game for Peace, the mainland Chinese version of PUBG Mobile. Kunshan police in Jiangsu opened an investigation in March 2020. After tracing a wider operation, authorities announced the case on March 26, 2021. The police account described a network involving developers, maintenance staff, sales agents, online storefronts, automated distribution platforms and financial administrators. The Kunshan police account and contemporary ABC coverage both reported the operation’s international links.
The nickname “Chicken Drumstick” (鸡腿挂) referred to the cheat and its associated sales operation, rather than necessarily to one formally named software product. Later prosecutorial accounts say it targeted Game for Peace and PUBG Mobile. Reported features included aiming assistance and displaying opponents, health or items through walls. These descriptions indicate the unfair advantage offered; they do not establish that every version had identical functions. Authorities described a business with distinct technical and commercial roles, rather than a lone cheat developer. The reported chain included overseas development links, testing and maintenance, online sales and distribution, customer-facing agents, and payment administration. Prosecutorial accounts add that Bitcoin was used for sales settlement and distribution of illegal income in at least one defendant’s activity; they do not establish that all payments or proceeds used cryptocurrency.

- Technical work: developers and maintenance personnel created or supported the cheat.
- Distribution: websites and automated card-selling platforms provided sales channels.
- Commercial and financial work: agents and administrators handled customers and payments.
Chinese reports identified a financial administrator by the surname Wang and a central operator by the alias “Li,” also known online as “Nine Horizontal Bars” (九条杠). Those reports do not justify inferring fuller identities. Police also said the investigation covered six provinces and nine locations, while the operation’s overseas component involved further action beyond the domestic arrests.
Why police called it the world’s biggest
Chinese police described the organization as the world’s largest game-cheat network. Its international links, multiple sales and distribution platforms, reported transaction scale and division of labor help explain that characterization. But there is no independently audited global ranking or comprehensive census establishing a world record. The careful description is a major, internationally connected cheat-network takedown, with “world’s biggest” attributed to police rather than stated as a proven fact.

What the numbers measure—and why they differ
Figures reported at different stages describe different things: transaction flow, estimated sales or subscriptions, assets linked to suspects, and profit established in later case material. They should not be added together or treated as interchangeable.

The early Chinese police account is the source for the platforms, initial criminal measures, cars, asset estimate and transaction-flow description. Later figures for profit and recovery appear in a Suzhou municipal document. The dollar estimates came from ABC’s 2021 report. Exchange-rate conversions, differing definitions, estimates and stages of the case can all produce apparently conflicting totals.

Investigation and court timeline
- March 2020: Tencent reported an overseas sales site offering the cheat for Game for Peace; Kunshan police opened an investigation.
- 2020: Investigators traced websites, distribution platforms, agents and technical personnel across locations.
- January 12, 2021: Police arrested the reported financial administrator in Changsha and seized nine luxury vehicles, according to the police account.
- January 18–20, 2021: Investigators reportedly identified and arrested the central operator in Tianjin and seized cryptocurrency and other assets. Additional personnel were arrested in places including Shenzhen, Hangzhou and Zhengzhou.
- March 26, 2021: Kunshan police publicly announced the operation.
- 2023: Two principal defendants were reported convicted of copyright infringement and sentenced. A 2023 prosecutorial account describes the outcome; Kunshan’s later account reports on the judgment and asset disposition.
How Tencent and police divided the roles
Tencent was the reporting victim and technical cooperating party, not the law-enforcement agency. Its Guardian security team reported the sales activity and supplied information and technical assistance. Kunshan police conducted the investigation, arrests and seizures. Contemporary reporting and the local police account describe that cooperation; neither supports saying Tencent arrested or raided suspects.

Police initially investigated the case under an offense concerning the provision of programs or tools for intrusion into or illegal control of computer information systems. Prosecutors later treated the conduct as copyright infringement, pointing to unauthorized cheat distribution and interference with the game’s technical protections and data. The two principal defendants were reported sentenced to four years in prison each and fined 20 million yuan each; relevant proceeds and gains were pursued for recovery. A house and vehicles purchased with proceeds were among assets subject to recovery or seizure, according to later official accounts.

That outcome describes this case, not a universal rule for every cheat sale in China. The applicable legal classification depends on the conduct and the court’s assessment. The case’s initial investigative theory and final reported conviction are different stages, not contradictory verdicts.

No. The evidence supports that police dismantled a major organization, removed identified platforms, made arrests and pursued assets. It does not show that cheating ended in China or worldwide, or that the identified network could never be replaced or reconstituted. The defensible conclusion is narrower: publisher–police cooperation disrupted this particular operation and brought principal defendants to court.
