How to Become a YouTube Partner: Tips to Qualify
There are two routes to the current full ad-revenue threshold: long-form public watch time or eligible Shorts views. You need the subscriber minimum in either case. Shorts Feed watch time does not count toward the 4,000-hour route.

Choose the route that fits your channel
Long-form videos and eligible livestreams
The watch-hour route is based on qualifying public watch time within the rolling 12-month window. Public long-form video viewing can count. A livestream can contribute when it remains public and is converted to a video on demand; unlisted or deleted livestreams, and streams not converted to video on demand, do not count toward the public watch-hour threshold.

- Watch time from private, unlisted, or deleted videos does not count.
- Watch time from Shorts, ad campaigns, and Shorts Feed viewing does not count toward the 4,000-hour requirement.
- Promoting a video with paid advertising does not make the resulting campaign watch time eligible for the threshold.
Shorts
The Shorts route counts eligible views of public Shorts appearing in the Shorts Feed within the previous 90 days. Private, unlisted, or deleted Shorts and views from ad campaigns do not count. YouTube’s feature guidance distinguishes organic follow-on views after promoted content from views generated by the ad campaign itself; check the current guidance rather than treating paid campaign views as qualifying. These are alternative viewing routes, not cumulative targets: you do not need both 4,000 hours and 10 million Shorts views, but you do need the 1,000-subscriber minimum.

Meet the requirements beyond the numbers
For full YPP signup, YouTube lists these channel and account conditions in addition to the metrics:
- Your channel must follow YouTube channel monetization policies and have no active Community Guidelines strikes.
- You must live in a country or region where YPP is available.
- Turn on 2-Step Verification for the Google Account.
- Your channel must have access to YouTube advanced features.
- Link one active AdSense for YouTube account, or set one up in YouTube Studio.

Individual monetization features can have extra conditions, such as age, availability in your region, acceptance of a specific module, or content suitability. Some fan-funding features require creators to be at least 18 and located where the feature is available. Build qualifying viewing without risking eligibility
Track the right metrics
Open YouTube Studio and select Earn to see progress and eligibility for your channel. Treat that tab as the practical check on whether YouTube has credited your activity toward a threshold; public view counts elsewhere may include activity that does not qualify.
Publish work that can be monetized
Meeting a metric does not override channel monetization policies. YouTube assesses whether the channel and its content comply, including rules for reused and other content, across Shorts, long-form videos, and livestreams. Review YouTube channel monetization policies before relying on large volumes of repetitive or reused material to build watch time.

Avoid artificial or paid threshold-building
Do not buy subscribers or views, and do not assume paid promotion will move you closer to the qualifying totals: paid ad campaign views and watch time are excluded from the listed thresholds. A threshold is a measure of qualified activity, not simply the number displayed on a public video page.
Apply in YouTube Studio
- Sign in to YouTube and open YouTube Studio.
- Select Earn in the left menu. Check the channel’s progress and the available eligibility information for your region.
- When YouTube marks the channel eligible, select Apply Now.
- Review and accept the base YPP terms.
- Set up AdSense for YouTube in Studio or link one existing active account.
- Return to the Earn tab to check the review status.
After signup is complete, the channel enters a review queue. YouTube says automated systems and human reviewers assess the channel as a whole against its policies and guidelines. As YouTube puts it on its eligibility page: “Every channel that meets the threshold will go through a standard review process.” A dip in subscribers or watch hours while an application waits does not by itself prevent review after the channel has applied, but changing video privacy or deleting videos may affect the application. Why a channel may not qualify or pass review
- The wrong watch-time number: Shorts Feed viewing, paid campaign watch time, and viewing on private, unlisted, or deleted videos are not part of the 4,000-hour public watch-time route. Check Earn rather than relying on a broad analytics total.
- The Shorts count includes ineligible activity: The route uses qualified views of public Shorts in the Shorts Feed, not every view shown across formats or ad campaigns.
- The channel has met a lower tier, not the ad tier: Expanded YPP early access can make some features available, but it does not mean the channel has qualified for Watch Page Ads or Shorts Feed Ads.
- An account prerequisite is missing: Check region availability, active strikes, 2-Step Verification, advanced-feature access, and AdSense for YouTube setup in Studio.
- Content does not meet policy requirements: Subscriber and viewing totals cannot compensate for a channel that fails monetization policy review. Review the channel monetization policies.
- Metrics changed during review: Avoid deleting videos or changing their visibility while an application is being assessed; YouTube notes these changes may affect an application.
Keep YPP monetization active
YouTube may turn off monetization for a channel that has not uploaded a video or posted to the Posts tab for six months or more. Monetization can also be lost for policy violations regardless of subscriber or watch-hour totals. The policies apply to Shorts, long-form videos, and livestreams. Thresholds scheduled to change in 2027
YouTube has announced higher full ad and Premium revenue thresholds scheduled to take effect on February 1, 2027: 1,000 subscribers plus either 8,000 qualified watch hours in the previous 365 days or 20 million qualified Shorts views in the previous 90 days for new creators seeking that eligibility. The announcement says current YPP members’ status will not be affected by the threshold change. These are future thresholds, not the current requirements stated above for October 3, 2026; if applying on or after February 1, 2027, check YouTube’s current guidance and the Earn tab.
