Catch Midnight Carp between 10 p.m. and 2 a.m. in Fall or Winter at the Mountain Lake or Forest Pond. It can also be caught in freshwater at Ginger Island North and West. Any weather works. Magic Bait removes the usual time and season limits.

The standard window is 10 p.m.–2 a.m. during Fall or Winter. Fish at the Mountain Lake or Forest Pond, or in freshwater at Ginger Island North and West. The official Stardew Valley Wiki entry lists the weather requirement as any weather.

Ways to get it outside the standard window
Use Magic Bait

The Traveling Cart may stock Midnight Carp, and garbage cans can occasionally yield one during Fall or Winter. These are chance-based alternatives rather than a dependable substitute for fishing; the wiki does not state odds for either route.
How to make the catch easier
Midnight Carp has mixed movement behavior and a listed difficulty of 55. Pocket Gamer’s April 18, 2023 guide recommends an Iridium Rod, Cork Bobber, and Seafoam Pudding as helpful choices. That is the guide’s advice, not a guarantee of a catch or a measured improvement in odds.

The fish is an ingredient in Maki Roll, Quality Fertilizer, Sashimi, and Seafoam Pudding. Its listed base sale price is 150g; quality and profession modifiers can change the sale value, as described on the item page.
Seafoam Pudding
The recipe uses one Flounder, one Midnight Carp, and one Squid Ink. It restores 175 energy and 78 health, and grants +4 Fishing for 3 minutes 30 seconds. That buff makes it a relevant food option when fishing, though it requires catching or otherwise obtaining the carp first.
