To run prerecorded news bulletins as a continuous YouTube livestream, you need a playout system to sequence the recordings and an encoder to send that continuous audio-video feed to YouTube. YouTube does not loop uploaded bulletin files for you. Set up the programme feed separately, connect an encoder using YouTube’s server URL and stream key, and plan broadcast sessions around YouTube’s archive limits.
How the setup works
YouTube distinguishes the viewer-facing broadcast from the stream: the stream is the audio-video feed sent to YouTube, and the broadcast is the event viewers watch. Google’s Live Streaming API documentation gives a 24/7 feed as an example use case. That does not mean YouTube schedules or loops your recordings; your own computer or playout system must assemble and play the bulletins, while an encoder sends the resulting feed to YouTube. Google explains the distinction between broadcasts and streams.
What you need before going live
- A YouTube channel eligible for live streaming. YouTube’s getting-started guidance says the channel must be verified and must not have had live-streaming restrictions in the previous 90 days. Check the channel’s current eligibility in YouTube Studio before building the schedule.
- Prerecorded bulletin files and a playout system that can play them in sequence and provide a continuous programme feed.
- An encoder—software on a general-purpose computer or a dedicated hardware encoder—to send that feed to YouTube.
- A deliberate visual component if you are publishing video: for example, a programme graphic or slate. For a radio-first service, make sure the audio is clear and the visual is intentional rather than accidental or frozen.
- A plan for monitoring and local recording, especially if you need dependable archives.
YouTube describes both software and hardware encoder workflows. It recommends professional-grade hardware encoders for higher-production-value events, but does not require dedicated hardware for this use case. Choose based on unattended stability, file scheduling and recovery, audio routing, graphics support, monitoring, restart behaviour, maintenance and cost—not on the assumption that hardware alone will make a playlist reliable. Set up the bulletin playout and YouTube encoder
- Confirm live-stream eligibility. In YouTube Studio, check that the channel can stream before committing to an always-on schedule. YouTube’s published guidance specifies channel verification and no live-streaming restrictions in the past 90 days; consult the current Studio status for the channel. YouTube live-streaming tips.
- Build a continuous programme feed. Configure your playout computer or system to play the prerecorded bulletins in the intended order and keep supplying audio and video between items. Decide what viewers should see and hear during transitions or gaps. YouTube’s own livestream tools do not perform this file scheduling for you; the sources cited here do not establish a particular application or scheduler for unattended 24/7 rotation.
- Create an encoder livestream in YouTube Studio. Create or schedule the livestream using the encoder workflow. Copy the YouTube server URL and stream key into the corresponding encoder settings. Treat the stream key like a password: do not publish or share it, and reset it if it is exposed. YouTube’s encoder setup instructions.
- Start the feed and inspect the preview. Start the playout and encoder, then check the incoming picture and sound in Live Control Room before making the public event live. Confirm that the expected bulletin is playing and that audio is present, clear and in sync with the visual.
- Verify the viewer experience. Test that the event is reachable from the channel and watch pages and on mobile devices. Monitor both sound and picture while the feed runs, and confirm that any local archive recording is actually being written.
Keep the programme running while protecting archives
YouTube says streams under 12 hours can be automatically archived; streams longer than 12 hours may not be captured. DVR rewind may also be limited or unavailable beyond 12 hours. If preserving a YouTube archive matters, a practical approach is to keep the bulletin playout running but end and restart the YouTube broadcast on a schedule shorter than 12 hours. That is an operational response to YouTube’s stated limits, not a required YouTube configuration. Record the programme locally as a separate backup. YouTube’s archive guidance and DVR guidance.

Monitor the stream and prepare for failures
A continuous service needs checks that catch both encoder failures and problems in the programme itself. YouTube advises testing the encoder, inspecting Live Control Room preview, checking event access from channel and watch pages and mobile devices, monitoring audio and video, and verifying local archive files. For an always-on service, turn those checks into an operator runbook and alerts for loss of feed, silent audio, frozen visuals and missed bulletin transitions. - No preview in Live Control Room: Check that the encoder is sending to the correct YouTube server URL and that the stream key is current and entered correctly.
- Preview appears, but there is no sound: Check the playout system’s audio output and the encoder’s selected audio input; monitor the incoming programme rather than assuming the bulletin file itself has sound.
- Picture is frozen or the programme stops advancing: Check that the playout process is still running and has moved past the current file. YouTube receives the encoder’s feed; it cannot advance a failed local playlist.
- The broadcast ends or an archive is missing: Check the session duration against YouTube’s 12-hour archive guidance. Keep a local recording and consider a planned broadcast restart below that threshold.
- The stream key may have been exposed: Reset it in YouTube Studio and update the encoder with the replacement before resuming.
- Viewers cannot find or open the event: Recheck the event’s visibility and availability from the channel page, watch page and a mobile device.
Clear rights and understand monetization
You are responsible for having the rights needed to use material in both the live stream and any archive, as well as for applicable licensing, registration, notification and other legal requirements in the territories where the stream is available. Review rights for recordings, music, voice talent, images, video clips, wire or syndicated copy and other third-party material. Google’s livestream terms and conditions say the content provider represents that it has the necessary worldwide rights for live content on Google services, including applicable music licensing rights.

YouTube’s monetization policies also apply to livestreams. Repetitive or mass-produced material with little original value may be ineligible, so do not assume that repeatedly looping identical recordings or a generic template will qualify for monetization.
