You can run an Assamese folk instrumental stream on YouTube around the clock by clearing the rights to every track, enabling live streaming on your channel, and sending a prepared audio/video program through an encoder. For a local setup, the encoder, computer, power and internet connection all need to keep working; YouTube may still interrupt a stream if it detects a copyright match. 1. Clear the music and recording rights first
Do not assume a song is free to stream because it is traditional, old, or labelled folk. A particular performance may use a modern arrangement, and a recording of a traditional melody can have rights of its own. Check each track before adding it to the playlist.
Make a rights record for every track
- Identify the underlying composition or song, including any lyrics or melody used.
- Identify the arranger if the track is a modern arrangement, and the performers and owner of the sound recording.
- Get written permission covering your intended YouTube live use, the territories where it will be available, and the period you plan to stream it.
- Ask whether permission also covers an archived or on-demand version after the live broadcast. YouTube may archive live content, but the sources reviewed do not establish how a 24/7 archive will be handled in every account or situation.
- Keep the permissions with a playlist that identifies each recording. If a distributor or rights owner manages Content ID, ask whether it can allowlist your channel.
YouTube’s Live Stream Terms and Conditions say: “You represent and warrant that you have all necessary rights for the exploitation of the Live Content on the Google Services throughout the world, including, without limitation, music licensing rights from artists, record labels, publishers (including public performance licences) and any other royalty participants.” A permission from one participant may not cover all the rights involved.
YouTube scans live streams for third-party content. A license does not guarantee that Content ID will let the broadcast run without interruption; a rights owner may need to allowlist your channel. A test stream with no claim is not proof that you have permission.

What the Indian law reference does—and does not—establish
India’s Copyright Act defines “communication to the public” to include making a work available for public enjoyment at times chosen by viewers. That is a reason to review rights for both a public live stream and any archive; it does not establish that a particular Assamese song, arrangement, or recording is in the public domain. The Assam Directorate of Archives likewise distinguishes material it may permit people to reproduce from material identified as third-party copyright. Permission for one item or collection is not blanket permission for Assamese music.
2. Make sure your channel can go live
Before planning a launch, verify the channel and check that it has not had a live-stream restriction in the previous 90 days. YouTube’s current Help guidance sets the minimum streamer age at 16. YouTube for Artists advises enabling a first stream at least 24 hours before it is due to start, so do not leave channel setup until the launch day.

3. Prepare a continuous audio/video program
For a scheduled playlist or a produced instrumental program, use an encoder-based workflow. YouTube describes encoders as suitable for external audio/video equipment and overlays, and as commonly used for concerts and conferences. You can use original performances or recordings you have cleared; the optional choice to record an instrument such as an Assam Bihu Dhol does not change the streaming requirements or clear rights to other people’s music.
Prepare the playlist and visual component
- Order only cleared tracks, and decide whether the program should repeat as a loop or move through a longer playlist.
- Prepare the video component as well as the audio feed. Check that any artwork, footage, titles, or overlays are yours or cleared for this use.
- Keep a track list and permission records accessible to whoever will respond if a rights claim appears.
The official sources reviewed establish the encoder workflow, but do not specify one required encoder product, minimum computer specification, bitrate, resolution, or keyframe interval for this particular stream. Use the current recommendations shown in YouTube’s encoder setup for the configuration you choose rather than relying on an unsourced preset.

4. Connect the encoder and test before going public
- In YouTube Studio, set up a live stream for encoder use and retrieve the stream details YouTube provides.
- Enter those details in your encoder and connect your prepared audio/video program. Treat the stream key as private: anyone with access to it may be able to send a feed to your stream.
- Open the preview in YouTube Live Control Room before starting the public broadcast. Confirm that the picture is present, audio is audible and at a suitable level, playback is continuous, and the title and other stream details are correct.
- Start the broadcast only after the preview is behaving as expected. Check both the encoder and Studio’s stream status after launch.
5. Keep the local stream running and plan for interruptions
A local encoder stream depends on the equipment and connection remaining available. Monitor the computer and encoder, power, network, incoming audio/video, and YouTube Studio status. Decide in advance who will notice an outage, how the program will be restarted, and who can contact the rights holder if a claim appears. YouTube does not promise uninterrupted 24/7 delivery.
If YouTube interrupts the stream
- Check YouTube Studio for a warning, copyright notice, or strike, and note which content or issue it identifies.
- Stop or replace the flagged material rather than repeatedly sending the same content while the issue is unresolved.
- Review the relevant permission and contact the rights owner or distributor if the match appears inconsistent with your license. Ask about channel allowlisting where applicable.
- Once the listed issue is resolved, reconnect or restart the program and verify the preview and stream status again.

For a local encoder, account for the computer, audio interface or other source equipment you need, power, internet, and the time needed to monitor and recover the stream. The requirements depend on your source and encoder; no particular computer model or minimum specification is established here.
